POLITICAL ACTIVITIES Press Release by President RHEE On 14 October the President of the Republic of Korea issued the following statement regarding the present situation of the press in South Korea. "Our urgent need now is to set up sovereignty in spite of this critical situation. Radical elements are trying to disturb the people and the government from different angles at the expense of the nation at this trying moment of national construction. The press should report unbiased news and stand for public opinion to check the evil activities for the benefit of public, but, instead, there had been false news or groundless rumours in the papers to effect international friendship. "Lately even the name of the ambassador of a friendly nation had been utilized to make up an entirely false story, such groundless news as recalling an envoy back or reorganization of the government have given very bad impression enough to hurt the national policy. Therefore the government authority can't help but to resort to take drastic steps severe enough to eliminate the malfactors." 3. CIVIL UNREST a. Communist Terrorism Communists Attempt to Steal Dynamite On 09 October 20 men, 18 Koreans and 2 Chinese, landed on YUL TOA Island in Inchon Harbor (950-1630) with the alleged mission of stealing dynamite stored there and transporting it to the Chinese Communist forces in China. The group was intercepted and ambushed by policemen. One of the group was killed, 17 were captured and 2 escaped. (CIC P/R #240. C-3) b. Rightist Terrorism Negative c. Terrorism by Unidentified Groups Terrorism in CHOLLA-NAMDO On 10 October approximately 30 men attempted to attack the police box at LI MOK NI (1150-1303). The mob dispersed when the policemen fired over their heads. (CIC P/R #241. C-3) DECLASSIFIED Authority NND 745070 -1- Confidential Confidential XXIV CORPS G-2 P/R #964 On 10 October 6 armed men forcibly entered the homes of two local officials in CHOONG SAN NI (1217-1416) and stole 2 maps of the area and official lodgers of the village. (CIC P/R #241. C-3) On 12 October 5 or 6 men armed with a pistol entered the home of a Myun clerk in TABUN RI (1217-1386) and burned the local records. Later the same group destroyed the records of NAEG'ANG RI (1219-1387) at the Myun clerks home. (CIC P/R #241. C-2) .d. General Raiders Arrested on CHEJU-DO (Delayed Report) During recent operations on CHEJU-DO the constabulary arrested 800 persons. These prisoners are being screened to determine if any are connected with the CHEJU-DO People's Army. (CIC P/R #238. B-2) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers. (See Incl. #1) 5. INTELLIGENCE CONCERNING ADJACENT AREAS Soviet Withdrawal Along Parallel Continues Fragmentary reports of the withdrawal of Soviet forces from outposts along the 38th Parallel indicate that these movements have been taking place since on or about 12 October. (F-3) The movement of major units is indicated by reports that the Soviets have evacuated CHAERYONG (860-1740), which is carried as the location of the headquarters and one battalion of the 178th Rifle Regiment, and that the 1st Battalion, 3d Rifle Regiment, has withdrawn from CHORWON (1010- 1720).
