G-2 PERIODIC REPORT From: 260800/I Jun 48 To : 280800/I Jun 48 Headquarters, USAFIK Seoul, Korea 1000/I 28 June 1948 Confidential No. 871 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES a. North Korean Constabularymen Attack Police Box On 27 June approximately 80 North Korean Constabularymcn, armed with Japanese rifles, an estimated 6 Soviet sub-machine guns and hand grenades, attacked the police box at UCHONG DONG (934.6-1696.3). Three South Korean policemen and a civilian were wounded in the attack, which lasted approximately 15 minutes. (7th Div Flash Report. C-2) b. South Korean Farmers Settle Irrigation Water Problem Another agreement on an irrigation water problem, similar in negotiation methods to the agreement reached by ONGJIN peninsula farmers (See P/R #867), was made by South Korean farmers in the vicinity of (903.2- 1697.0). In this incident the irrigation water was released from North KOREA after the South Korean farmers agreed to pay the North Koreans 2500 suk of polished rice (1 suk = 333.3 pounds) for one season's supply of water. POLITICAL ACTIVITIES Chairman of the National Assembly Liaison Committee Announced On 23 June it was officially announced that CHANG I'yun, prominent Catholic representative, had been elected chairman of the National Assembly Temporary Liaison Committee. Two new members have been added to the committee - Dr. Henry CHUNG (De Young) and Dr. Helen KIM - to cooperate with the committee on all important matters. COMMENT: The Liaison Committee, with this latest addition, now consists of 7 members. Neither Dr. Henry CHUNG (De Young), currently a Department of Army civilian employee, nor Dr. Helen KIM are members of the National Assembly. 3. CIVIL UNREST a. Terrorism in CHOLLA NAMDO (Delayed Reports) (1) On 18 June an armed mob attacked the home of a Korean National Youth leader in YONGWANG Gun (952-1366), beat his father to death and stole clothing. (CIC P/R #151. C-3) (2) On 21 June 20 rioters attacked the homes of three men in KANGJIN Gun (974-1288), threatened them and robbed them of cash and property valued at 555,000 won. The same mob later attacked the homes of two rich rightists in HAENAN Gun (960-1280) and stole property valued at 30,000 won. (CIC P/R #151. C-3) (3) On 25 June two local leaders of a rightist party were beaten to death by a mob of ten rioters in NASAN RI (951-1356) (Police Report) b. Communist Hideout Raided In KYONGSANG-PUKTO (Delayed Report) On 18 June the police and members of the NORTHWEST YOUNG MEN'S ASSOCIATION raided a communist hideout in the mountains near YONGCHON (1190- 1452). One communist was killed while trying to escape and many weapons were confiscated. (CIC P/R #151. R-2) DECLASSIFIED Authority NND 750070 [signature] XXIV CORPS G-2 P/R #871 c. Communists Arrested In CHUNGCHONG-NAMDO (Delayed Report) During the period 18 to 20 June 17 members of the SOUTH KOREA LABOR PARTY charged with distributing propaganda against U.S. Occupation Forces, Military Government, the National Assembly and the police, were arrested in CHUNGCHONG-NAMDO. (CIC P/R #151. B-2) d. Bankers Arrested In CHOLLA-PUKTO (Delayed Report) On 18 June 25 members of the SOUTH KOREA LABOR PARTY, all employees of banks in the KUNSAN Area (990-1450), were arrested on suspicion that they were planning to rob all banks in KUNSAN, except the Chosun Bank and the Commercial Bank, upon receipt of orders from the SOUTH KOREA LABOR PARTY headquarters. (CIC P/R #151. B-4) e. Constabulary Action On CHEJU-DO During the 24-hour period ending 261800 June the Constabulary captured 176 suspected raiders on CHEJU-DO. Approximately 30,000 won and sufficient mess equipment to feed 50 men was confiscated. (MG Report. B-2) f. Communist Propaganda In KYONGSANG-NAMDO The current communist propaganda being circulated in PUSAN, reports the Korean Veterans Association, is that the commander and deputy commander of the Korean Constabulary on CHEJU-DO committed suicide rather than follow orders and kill their Korean brothers, even though these Koreans were communists. (CIC P/R #151. C-5) g. Communist Women's Organization Being Reorganized In CHUNGCHONG-NAMDO A representative of the SOUTH KOREA WOMEN'S DEMOCRATIC ALLIANCE has been dispatched from SEOUL to TAEJON (1040-1490) with the mission of re-organizing and strengthening the party in that area. (CIC P/R #151. C-3) h. Grain Collection Team Attacked In KYONGSANG-PUKTO On 25 June 5 men of SAN KAE BONG (1219-1529), who comprised a grain collection team, were attacked by a group of 13 rioters armed with poles and spears. The leader of the team was seriously wounded but his four companions escaped. The attackers burned all collection records and threatened to kill all villagers who cooperated with the grain collection program. Finally they severely beat members of the village leader's family and wrecked his home. (6th Div Flash Report. C-3) i. Terrorism In KYONGSANG-PUKTO On 24 June a hand grenade was thrown into the home of a leader of the HANKOOK DEMOCRATIC PARTY, in KAEPO Myun (1133-1528). One member of the family was killed and three were wounded. (6th Div Flash Rpt. C-3) j. Terrorism in CHOLLA-PUKTO (1) At 280130 June 10 rioters attacked the village of SU YANG RI (1038.5-1474.5). Six persons in the village were injured. The home of the local chairman of the NATIONAL SOCIETY for the ACCELERATION OF KOREAN INDEPENDENCE was attacked, one building was burned and another partly destroyed, with the total damage amounting to 150,000 won. (CIC Flash Report. Police Report) (2) At 280130 June a mob of 10 rioters attacked the home of a staff member of the NATIONAL SOCIETY for the ACCELERATION of KOREAN INDE-PENDENCE in YONG JIN RI (1043-1474). The rightist was killed and his house was burned. Damage to the property was estimated at 30,000 won. (CIC Flash Rpt. Police Report) (3) At 280230 June 10 rioters attacked the home of a NATIONAL SOCIETY for the ACCELERATION of KOREAN INDEPENDENCE leader in MOK SU RI (1041-1475) and beat his wife with spears and swords. As the mob entered -2- Confidential XXIV CORPS G-2 P/[illegible] 371 the village they fired a Japanese rifle to frighten the villagers, but young men of the village fought the mob and captured one Japanese bayonet. (CIC Flash Report. Police Report) (4) At 280230 June 10 rioters attacked and severely beat the chairman of the NATIONAL SOCIETY for the ACCELERATION of KOREAN INDEPENDENCE in CHU HONG RI (1046-1475). OTHER Youth Group Assists Farmers In Harvest The chairman of the KYONGSANG-PUKTO branch of the NORTHWEST YOUNG MEN'S ASSOCIATION dispatched approximately 200 members of the NWYMA to assist farmers with their summer grain harvest. The farmers were initially skeptical but when they realized the NWYMA was actually trying to help them they were grateful. The NWYMA members explained to the farmers the necessity of the grain collection and it is believed that the farmers who have been helped will not hesitate to bring in their grain.
