Restricted G-2 PERIODIC REPORT From: 120800I August 48 To : 130800I August 48 7th Inf Div SEOUL, KOREA 997.4-1638.8 No. 189 131010I August 1948 Maps: KOREA 1:50,000 & 1:250,000. 1. OPERATIONAL INTELLIGENCE. a. North Korean Activity: Feeding Stomachs or Weapons: 32nd Inf, "F" Co (957.8-1693.4) reported that at 0945 hours, 12 August, sixteen (16) North Korean civilians were observed carrying boxes of rice or ammunition, followed by five (5) North Korean Constabularymen, who were armed. They departed from the Russian CP in the vicinity of (929.2-1697.5) and disappeared to the east. (B-2) COMMENT: This area is where the OP #9 ambush occurred on 19 July. It is possible that additional ammunition is being distributed to local guerilla forces. 2. COUNTER INTELLIGENCE. a. Security: (1) Be Quiet! Keep Your Mouth Still! (XXIV) Other intelligence sources reported that twenty three (23) Koreans recently employed in the BANTO Hotel have been discovered to be members of a SOUTH KOREA LABOR PARTY cell. Several were waiters; they made standard denials of having overheard loose talk. (A-2) (2) Russian Consulate Guards Fired On: 31st Inf reported that at 0215 hours, 13 August, the two (2) guards at the Russian Consulate were fired on twice by unidentified person or persons carrying a lantern. The shots came from within the compound and the US sentries returned the fire. A search revealed nothing and there were no casualties. (B-2) COMMENT: A portion of the wall surrounding the consulate had caved in the previous night and it is possible that outsiders may have entered in order to confuse the guards when the firing commenced and to facilitate their escape. 3. CIVIL RELATIONS. a. Political Parties And Other Organizations: (XXIV) Communists Plan For 15 August Violence: Nine (9) officials of the TAEJON branch and the CHUNGCHONG-NAMDO Provincial branch of the SOUTH KOREA LABOR PARTY reportedly met on 25 July to make plans for riots to occur on 15 August. A directive, to be sent to all branches of the party, ordered the following activities to be accomplished on 15 August: Restricted DECLASSIFIED Authority NND 745070 Restricted 1. Arson 4. Sabotage of telephone systems 2. Assassinations 5. Sabotage of Railroad tracks 3. Attacks 6. Demonstrations 4. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS. a. Raiders Remain Active On CHEJU-DO: (XXIV) Approximately eighty (80) raiders, including thirty (30) females, have been observed training in the mountainous area of SUN HAL LI (968-1152) on CHEJU-DO. (C-2) It is also reported that five hundred and fifty (550) raiders of which one hundred (100) are women, are located in the mountains of MUK SOO SUM O KFUMI (coordinates unknown) and SAI PYUNG BAU (980-1130). This group of raiders is said to be the best armed on CHEJU-DO. The women members of this group are used for liaison and propaganda missions and for transporting supplies. 5. MISCELLANEOUS. a. Train Movements: (1) US northbound weekly rail exchange train arrived TOSONG-NI at 1138 hours, and departed at 1220 hours, 12 August. On return trip southbound train arrived TOSONG-NI at 1305 hours, and cleared for SEOUL at 1309 hours, 12 August. (2) US northbound liaison train arrived TOSONG-NI at 1210 hours, and cleared for PYONGYANG at 1211 hours, 12 August. b. Weather and Road Conditions: All roads passable to all traffic except road to OP #23 is out at (1071.7-1687.4). CHUNCHON airstrip inoperable, KOR-ANGPO-RI ferry is still out. c. Weather Forecast For 14 August: Partly cloudy to cloudy widely scattered showers in SEOUL area in late afternoon. Maximum temperature 87°, minimum temperature 77°, surface winds southeast eight (8) to ten (10) knots. Falls FALLS [illegible] - G-2 DISSEMINATION OF INFORMATION IN A SPIRIT OF FUN, WITH TRUMPET AND DRUM, SPREAD ALL THE NEWS, AND THE DIFFERENT VIEWS ON THE CURRENT STATE OF THE LATEST TWIST OF FATE. KEEP ABREAST OF THE LATEST, IT MAY PROVE A TEST, BUT IT KEEPS THE MEN HAPPY, BRINGS OUT THEIR BEST. IT HOLDS DOWN THE RUMOR THAT SPREADS LIKE A TUMOR, AND STOPS THE GUESSING OF NATURE PRESSING, THAT BREAKS MORALE LIKE A BANSHEE HOWL.
