B-2) 3. 민간인 소요 d. 개괄 (2) 제주도에 삐라 살포 8월 7일 공산당의 노선을 추종하는 문구가 적힌 삐라가 제주읍(951-1151)에 살 포됐다. 삐라에는 조만간 모든 미국인이 떠날 것이며 그렇게 되면 이 대통령도 남 조선을 떠날 것이라고 적혀 있었다. 또한 삐라에는 인민들에게 북조선 정부에 찬 성 투표할 것을 요청하는 내용도 들어 있었다. G-2 PERIODIC REPORT [illegible] From: 120800/I Aug 48 To : 130800/I Aug 48 Headquarters, USAFIK Seoul, Korea 1000/I 13 August 1948 No. 910 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES U. S. Guards At Russian Consulate Fired On At 130215 August U.S. guards at the Russian Consulate were fired on by unidentified persons from within the compound. The guards returned the fire, but were unable to observe the results. The attacker or attackers carried a lantern and were observed moving about inside the compound but were not seen either entering or leaving the compound over the wall. (7th Div Flash Report. B-2) 2. POLITICAL ACTIVITIES a. United States Position and Representative Announced.(See Inclosure 2). b. North Korean Election to be Conducted on CHEJU-DO Simultaneous with the North Korean election on 25 August an election, engineered by the guerrilla forces, will be conducted in all the small villages and rural districts on CHEJU-DO. Members of the North Korean Election Inspection Committee will reportedly be available to inspect the balloting. CHEJU-DO will be called the People's Liberation Army District and will be divided into 3 electoral districts. (CIC P/R #189. C-6) Small groups of raiders are reportedly entering the smaller villages on CHEJU-DO at night and forcing the villagers to sign petitions favoring the North Korean election and unified government and indicating their opposition to the South Korean Government. (CIC P/R #189. B-2) c. Completion of North Korean Election Announced On 07 August posters were distributed in CHONGJU (1050-1530) which announced that the People's Election had been completed in the CHONGJU area and praised the accomplishment of the "All Korean Election." (CIC P/R #189. C-3) d. South Korean Moderate-Left Parties to be Represented in Northern Election At a meeting in SEOUL on 04 August the Central Executive Committee of the SOCIAL DEMOCRATIC PARTY decided to participate in the North Korean election. LYUH Woon Hong was selected as the party representative to go to North Korea. It is also reported that the DEMOCRATIC KOREAN INDEPENDENCE PARTY and the POPULAR ALLIANCE have reached a decision to participate in the North Korean election. (CIC P/R #189. B-2) COMMENT: All three of the parties mentioned in the above report are Moderate-Left and also have been affiliated with KIM Kyu Sik's NATIONAL INDEPENDENCE FEDERATION. LYUH Woon Hong, Chairman of the SOCIAL DEMOCRATIC PARTY, represented his party - and was a member of the Central Executive Committee - in the KIM Koo-KIM Kyu Sik SOCIETY for the ACCELERATION of UNIFIED INDEPENDENCE. On 11 and 12 August respectively, the NIF and the UNIFICATION SOCIETY adopted resolutions to oust any members who in any way DECLASSIFIED Authority: NND 26070 [illegible signature] Confidential XXIV CORPS G-2 P/R #910 assisted in the establishment of a North Korean Government. Consequently if LYUH goes, or has gone, to North KOREA it will be without the sanction of either the NIF or the UNIFICATION SOCIETY and will probably result from his desire to receive some personal benefit (more than is offered in South KOREA) in return for his "endorsement" of the 25 August North Korean election. 3. CIVIL UNREST a. Communist Terrorism (1) Communist Rioters Burn Home In KYONGSANG-NAMDO On 03 August 3 unidentified men came to a civilian's home in ANDONG Gun (1170-1530) and asked the civilian to sign an election ballot for the North Korean election. When their request was refused the 3 men set fire to the house, forced the Korean's wife to sign a ballot and then escaped. (CIC P/R #189. B-2) (2) Arrest of Communists Continue In KYONGSANG-NAMDO During the period 01-08 August 34 communists were arrested (not previously reported) in the TAEGU and PUSAN areas. The Communists were charged with participation in the North Korean elections, holding secret meetings, attacking police boxes, distributing communist propaganda and violation of Ordinance #2. (3) Communist Attacks Police Sergeant In PUSAN (Delayed Report) On 28 July a member of the SOUTH KOREA LABOR PARTY attempted to kill a police sergeant in PUSAN. The police sergeant was wounded but the assailant was apprehended. The weapon used by the attacker was a .32 caliber pistol, believed to have been stolen from an American civilian. (CIC P/R #189. C-3) (4) Attempted Attack On PUSAN Police Box Thwarted On 03 August members of the SOUTH KOREA LABOR PARTY attempted to attack the PAK LYUN (PUSAN area) police box. The police, however, had received advance notice of the attack and were prepared. At the first sign of the attack the police fired 3 rounds and the attackers withdrew. (CIC P/R #189. C-3) (5) Another Communist Attack Corps Organized It is reported that a "Brave Attack Corps" has been formed in North KOREA and will participate in the assault on South KOREA on 15 August in conjunction with large scale riots which are to be initiated by South Korean communists. (CIC P/R #189. D-3) b. Rightist Terrorism Negative c. Terrorism by Unidentified Groups Negative d. General (1) Communists To Join South Korean Constabulary Air Force Approximately 80 pilots recently came to South KOREA to join the South Korea Constabulary Air Force. Allegedly, after these men have joined the Constabulary they will fly to North KOREA with American aircraft. (CIC P/R #189. C-3) -2- Confidential DECLASSIFIED Authority NND 765070 Confidential XXIV CORPS G-2 P/R #910 (2) Handbills Distributed On CHEJU-DO On 07 August handbills following the usual communist party line were distributed in CHEJU City (951-1152). The handbills stated that soon all the Americans will leave and that President RHEE would also leave South KOREA when the Americans withdraw. The handbills also called upon the people to vote for the North Korean government. (CIC P/R #189. Translation) (3) Illegal Refugees to Japan Arrested On 07 August a boat loaded with over 100 illegal passengers bound for Japan was detained as it attempted to leave HWA BOOK (957-1153). Several members of the SOUTH KOREA LABOR PARTY and the CHEJU-DO guerrilla forces were among the illegal passengers apprehended. (CIC P/R #189. A-1) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers. North Koreans Reinforce Parallel North Korean People's Government is allegedly sending reinforcements to the 38th parallel as insurance that elements from South KOREA will not disturb the North Korean election. North Koreans Attempt to Stop Flow Across Parallel A regiment of the North Korean People's Army has reportedly been sent to YONCHON (1000-1700) with the mission to stop the flow of refugees between North and South KOREA.
