G-2 PERIODIC REPORT From: 1408001 June 48 To : 1508001 June 48 7th Inf Div SEOUL, KOREA 997.4-1638.8 No. 139 1510001 June 1948 Maps: KOREA 1/50,000 & 1/250,000. 1. OPERATIONAL INTELLIGENCE. a. Border Incidents: (1) ONGJIN Dam Again Scene of Fighting: 32nd Inf reported that at 1015 hours, 14 June, a U.S. party inspecting the dam at (837.9-1697.9) was fired on by North Korean Constabulary in the vicinity of (836.8-1698.4). An interpreter was wounded by the gunfire, and one (1) American sustained an injury while seeking cover. Both men were evacuated by air. (B-2) COMMENT: This party was led by the same individual who was in charge of another party that was ambushed at the same location. (See Par 1a, P/R #124, dtd 27 May). (2) U.S. Patrol Apprehends Smugglers: 32nd Inf, "B" Co (1006.6-1693.1) reported that at 1300 hours, 31 May, five (5) Koreans, headed north across the parallel, and carrying tooth brushes, hair pins, hairstays, buttons, pencils (Japanese make), rubber shoes, and combs, were picked up at (1006.0-1695.7) by a U.S. patrol. (B-2) 2. COUNTER INTELLIGENCE. a. Security: 32nd Inf, 3rd Bn (SEOUL) reported that at 0700 hours, 14 June, two (2) Koreans were caught in the 3rd Bn area with two (2) pairs of Government Issue socks. (B-2) 3. CIVIL RELATIONS. a. Political Parties and Other Organizations: (1) Leftist Propaganda: 32nd Inf, "F" Co (919.4-1685.7) picked up the following propaganda message: "The Americans prevent Dr SYNGMAN RHEE from being assassinated. Dr RHEE is selling our countrymen to Americans who are trying to colonize Korea. But North Koreans object to this American policy and could have established democratic independence throughout Korea. We North Koreans will not allow the Americans to colonize Korea." (2) National Assembly Adopts Parliamentary Rules: (XXIV) On 10 June the National Assembly adopted the Rules Committee's proposals for parliamentary procedure to be used in the Assembly. CHEJU-DO Re-Election Indefinitely Postponed: (XXIV) On 10 June the Military Governor issued the following proclamation: "By virtue of the power vested in me by Section 44, Law for the Election of Representatives of the Korean People, of 17 March 1948, acting on recommendation of the National Election Committee, I declared on 24 May 1948 the election held on 10 May 1948 in Electoral District A and Electoral District B of North CHEJU DO null and void because voting was held in less than 50 per cent of the voting districts of these two electoral districts due to activities and violence of subversive elements. Simultaneously I ordered that a new election take place in these two electoral districts on 23 June 1948. In view of the continuing efforts of subversive elements to disturb public peace and order on CHEJU DO Island, motivated by the desire to guarantee to the voting population of Electoral District A and Electoral District B of North CHEJU DO a peaceful and undisturbed election which truly represents the will of the people of these districts, I herewith order that the byelection in these two electoral districts is postponed for an indefinite period." 5. MISCELLANEOUS. a. Road And Air Strip Conditions as of 0900 hours, 15 June: 31st Inf area: All roads passable. The CHUNCHON air field (1072.0-1683.0) is unsafe for air operations due to mud. 32nd Inf area: The condition of the UIJONGBU (1008.0- 1665.0) "B" Co (1006.6-1693.1) road reported out on 14 June is not known as of 0900 hours, 15 June. All other supply roads within the area are passable. 7th Div Arty area: The SEOUL air strip is safe and the causeway leading to the field is passable for all vehicles. b. Weather Forecast: 16 June, partly cloudy, maximum temperature 77°, minimum temperature 65°, winds south westerly, six (6) to eight (8) knots.
