CORPS STAFF CONFERENCE - 9 JULY 1948 G-1: Beginning next Monday, Civilian Personnel Section will be located on the 3rd floor of the Mitsui Building. Civil Service employees below the grades of P-6 and CAF-13 will receive a $412.00 increase in pay. This is the new $330 plus the 25% overseas differential. Those at the top step are receiving only $330 because of the $10,000 maximum (somebody's mathematics are a little off, because P-6's and CAF-13's would not even come close to the $10,000 with the $412.) Marguerite Tuohy of the Girl Scouts of America arrived yesterday; she will stay until September. G-2: There is an increasing number of reports coming in regarding opposition to the summer grain collection. This is always a popular subject with the Communists, who exploit it to the utmost. One soldier went across the parallel Wednesday and has not been heard from. The staid and conservative "Stars and Stripes" recently carried a news item regarding North Korean invasion of South Korea. This had been innocently given the press as background information. We now have a new report, according to which the invasion will occur in December. The reason for selecting December is that the Communists expect a revolution in the United States at that time, which would necessitate withdrawal of troops from here in order to suppress it. G-3: In the period 4 - 7 July, 418 Koreans crossed the parallel. Delayed reports on previous entries bring the July total to 2512. Liaison aircraft and allied personnel are being transferred to 7th Division. 7th Division will handle all Headquarters requirements in this connection. Air force pilots for MG will in the future be trained in Japan. A draft program for training Korean constabulary has been completed and is now being checked by DIS. The period covered is 6 September - 25 November. G-4: The Department of Transportation is scheduling a freight run between Inchon and Ongjin. The first will be at ten-day intervals, but it is expected later to put them on a two a week basis. AFGAB consumption in June 1948 was 17½% less than in June 1947. 118,000 pounds of raw opium seized in 1945 has been shipped to Japan. LWB DECLASSIFIED Authority NND 745070
