b. 제주도 선거 재실시 국회선거위원회의 권고에 따라 군정장관은 북제주군 2개 선거구에서 6월 23일 재선거가 실시될 것이라고 공표했다. 북제주군 주민들은 지난 5‧10선거에서 공산주의자들의 폭력적 저지로 인해 등록 유권자의 50% 미만이 투표에 참가했다.
3. 민간인 소요
a. 제주도 폭동 계속
(1) 5월 25일 오전 2시 농업학교에 재학 중인 학생 1명이 신원 미상의 폭도들에게 칼에 찔렸다. (미군정보고, B-2)
(2) 5월 24일 오전 6시 소총으로 무장한 40명과 창으로 무장한 60명 등 100명의 무장대가 안덕면(930-1125)에 있는 한 지서를 공격했다. 지서는 난사당했으나 경찰은 아무 사상자도 내지 않고 폭도들을 격퇴시켰다. 경찰은 일본도 1개와 일본제 소총 실탄 5발을 압수했다. (미군정보고, B-2)
(3) 5월 25일 오후 2시 30분 신평리(924-1121)에서 경찰 1명이 피살되었다. (미군정보고, B-2)
(4) 5월 24일 밤사이 남원면사무소(좌표 미상)가 불에 탔다. (미군정보고, B-2)
(5) 5월 25일 오전 1시 30분 폭도 10명이 서홍리(955-1121) 마을을 공격했다. 주민 3명이 피살되고 3명은 부상당했다. (미군정보고, B-2)
b. 제주도에서 경찰과 경비대의 작전
(1) 5월 23일 공산주의 체제와 선동의 조직 방법에 대한 계획을 수행하던 남자 7명이 좌표 (940-1136, 소길리 추정) 지경의 산악지대에서 경찰에 체포되었다.

(2) 5월 24일 오전 4시 경찰은 수근동(948-1152)을 수색해서 소량의 다이너마이트와 여러 대의 전화기를 압수했다. (미군정보고, B-2)

1. ARMED FORCES
a. U.S. Personnel Ambushed
At 261155 May a Military Government inspection team, of two American civilians and accompanied by another American and three South Korean policemen, was ambushed by six or seven North Korean Constabularymen approximately 100 yards south of the 38th parallel near parallel marker #8 (836-1698)
while inspecting the dam which controls irrigation water on the ONGJIN peninsula. The Americans were fired on by the
NKC and took cover but were ambushed as they proceeded down an irrigation ditch. One of the Americans was wounded four times by small arms fire. (CIC Flash Rpt. A-2)
COMMENT: Control of this dam has already resulted in at least three clashes between the NKC and South Korean police.

b. North KOREA Constabularymen Attack Police Box
At 270230 May the police box at the bridge over the
YESONG River (941.8-1693.9) was raided by 26 North Korean Constabularymen. Two North Korean Constabularymen and two local civilians were killed and one civilian was wounded. The police suffered no casualties. (7th Div Flash Rpt. D-3)
2. POLITICAL ACTIVITIES
a. RHEE Continues Attempt to Combine All Rightist Parties
A representative of the GENERAL HEADQUARTERS for RACIAL
UNIFICATION, with credentials from RHEE, is attempting to organize a party branch in PUSAN. The purpose of the party is to combine all right wing parties under RHEE. (CIC P/R #125. C-3)
COMMENT: The GENERAL HEADQUARTERS for RACIAL UNIFICATION is a RHEE-sponsored unification organization, formed in
1946, of the same type as the NATIONAL SOCIETY for the ACCELERATION of KOREAN INDEPENDENCE, but has existed only in name as it is a duplication of NSAKI.
b. Re-Run of Election on CHEJU-DO
Acting upon the recommendation of the National Election
Committee, the Military Governor announced that elections for the two northern electoral districts of CHEJU-DO will be reheld on 23 June. Less than 50% of the registered voters cast ballots in the regular election, principally because of the deterring effect of communist violence.

a. Rioting Continues on CHEJU-DO

on CHEJU-DO was stabbed by unknown rioters. (MG Report. B-2).
(2) At 240600 May 100 raiders, 40 armed with rifles and 60 with spears, attacked a police box in ANDOK (930-1125).
The police box was badly shot up but the police dispersed the mob without casualties. One Japanese sword and 5 rounds of
Japanese ammunition were confiscated. (MG Report. B-2)
(3) At 251430 May a policeman was killed at SIN PENG
LI (924-1121). (MG Report. B-2).
(4) During the night of 24 May the Myun office at
NAM WAN (coordinates unknown) was burned. (MG Rpt. B-2)
(5) At 250130 May 10 raiders attacked the village of
SO HONG LI (955-1121). Three villagers were killed and three were wounded. (MG Report. B-2)
b. Police and Constabulary Activities on CHEJU-DO
(1) On 23 May seven men, carrying plans of how to organize the communist system and communist propaganda, were captured by the police in the mountains at (840-1136).

(2) At 240400 May the police searched the village of
SOOUN DONG (948-1152) and confiscated a small amount of dynamite and several telephones. (MG Report. B-2).
(3) At 250200 May the police made a search of all homes in CHEJU City for rioters. Eight suspects were arrested. (MG Rpt. B-2).
c. Terrorists Activities in CHOLLA-NAMDO
(1) On 19 May an armed mob attacked and killed the village lender of MOSAN RI (970-1319). (CIC P/R #125. Police

(2) At 231900 May a mob of six men attacked and killed a police box chief at his home in TONG Myun (1006-1335)
and took his carbine. The same mob then went to the police box, put the policeman on guard in jail and killed him.
After this they raided a police warehouse and stole two carbines, two Japanese rifles, 132 rounds of ammunition and three police uniforms. Finally they destroyed the warehouse.

(3) At 210100 May 20 rioters attacked and killed a civilian in MUSAN NI (920-1319).
d. Rightists Attacked in KYONGSANG-NAMDO
(1) At 182030 May an election committee chairman in
PUSAN was shot and seriously wounded by a communist. The election chairman had previously received four threatening letters. (CIC P/R #125. B-1)
(2) On 21 May one rightist was shot to death in WOLF
YONG RI (1220-1418). (CIC P/R #125. Police Report)
e. Power Line Poles Cut in KYONGSANG-NAMDO (Delayed Report)
At 152300 May five power line poles were cut between the villages of BUPORI and CHANGSAN NI (coordinates unknown).

f. Police Box Attacked in CHOLLA-NAMDO
At 220500 May a mob of 20 rioters attacked the police box in TATO Myun (984-1319). 60 policemen met the attack and 10 of the mob were killed. Two of the mob were arrested and stated that their group consisted of 50 members who had 22 rifles and approximately 1000 rounds of ammunition.
Police recovered one US army pistol, 2 Jap swords and 3 police uniforms. (CIC P/R #125. Police Report)
g. Three Communist School Teachers Arrested in CHOLLANAMDO (Delayed Report)
On 14 May 4 teachers of the MOKPO (948-1315) commercial school were arrested for suspected connections with the
SOUTH KOREA LABOR PARTY. Investigation by the police revealed that the teachers had an organized SKLP cell unit operating in the school. One of the teachers is a relative of a local defeated candidate who publicly announced that he was against the general election. (CIC P/R #125. C-2)
h. Communist Propagandists Arrested in KYONGSANG-NAMDO
On 19 May two members of the MASAN (1150-1350) branch of the SOUTH KOREA LABOR PARTY were arrested. They had in their possession 2000 anti-election handbills and a copying machine. These men were responsible for distribution of a large amount of communist propaganda during the election period. (CIC P/R #125. Police Report)

On 21 May handbills attacking RHEE, KIM Seung Soo and the successful election candidates were distributed in

j. Policeman Killed in KYONGGI-DO
At 262310 May a policeman was killed by an unknown assailant in INCHON (953-1252).
k. Terrorism in KYONGSANG-PUKTO
(1) At 222000 May 20 rioters attacked and beat a rightist in CHONGDO (1168-1412). (Police Report)
(2) At 212315 May seven rioters attacked and beat a civilian in CHONGDO (1168-1412). (Police Report)

Communist Agent Apprehended
A member of the NORTH KOREA LABOR PARTY who came to
South KOREA in February 1947, and has since been spreading communist propaganda in KUNSAN IRI (995-1445) and CHONJU
(1015-1431), was arrested in KUNSAN (972-1452) on 24 May.
The police confiscated secret party instructions and dynamite.
