G-2 PERIODIC REPORT From: 210800/I Apr 48 To : 220800/I Apr 48 Headquarters, USAFIK Seoul, Korea 1000/I 22 April 1948 Confidential No. 815 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES a. US Personnel Exchange Shots With Koreans At 211330 April US personnel at OP #16 (1007.9-1696.0) heard several bursts of shots coming from the vicinity of CP #17 (1008.5-1696.1). An American officer and a sergeant, investigating, were fired on and pinned to the ground by shots which came from south of the parallel. The Americans returned the fire in self-defense. There were no casualties among American personnel. Patrols were dispatched but found nothing. (7th Div. Flash rpt. B-1) b. Soviet Fighter Planes Violate Parallel At approximately 211645 seven Soviet fighter planes violated the parallel over CP #7 (888.7-1695.6). The planes disappeared to the north. (7th Div. Flash rpt. B-2) 2. POLITICAL ACTIVITIES a. Correction of P/R #814 The results of candidacy registration, paragraph 2, P/R #814, for CHOLLA PUKTO was shown incorrectly as a result of a typographical error. Total registrants for CHOLLA PUKTO is 100 not 110. b. Change In National Election Committee Personnel The resignation of BAIK Lin Jai and Mrs. BAK Sorng Ho from the National Election Committee has been accepted. Replacing them as members of the Committee are Evelyn KOH (KOH or KO Hwang Cyong), head of the Women's Bureau of the Department of Public Health and Welfare, SKIG, and HAN Hung, Educator and member of the DEMOCRATIC INDEPENDENCE PARTY. (A-2) c. Belated Registrant Increases Total of Candidates The number of candidates registered for the election (see P/R #814) has been increased by one, for a total of 935, with the belated registration of CHOI Noun Jin (Daniel) in "A" District of CHONG RO, SEOUL. CHOI was allowed to register after the books closed by dispensation of the National Election Committee, after CHOI claimed irregularities in the registration procedures had prevented him from filing in time. CHOLLA-NAMDO Voters Favor CHOI Over RHEE There is considerable speculation in KWANGJU (990-1350) as to the outcome of the election race between RHEE and CHOI (Daniel), recently announced candidate in RHEE's district. It is reported that 90 percent of the people believe CHOI will win. (CIC P/R #94. F-6) Confidential DECLASSIFIED Authority NND 74507[0] Confidential XXIV CORPS G-2 P/R #815 c. KOREAN INDEPENDENCE PARTY Holds Membership Drive In KYONGSANG-NAMDO The CHINJU (1100-1350) branch of the KOREAN INDEPENDENCE PARTY, with a reported membership of 500, recently staged a membership drive to increase their election strength. Party leaders are reportedly following KIM Koo in his antielection campaign, but the majority of party members are in favor of supporting the election. (CIC P/R #94. C-3) 3. CIVIL UNREST a. Rioting Continues On CHEJU-DO (1) At 180400 April the voting place in TOP YOUNGNI (940-1140) was raided and the election records stolen. Duplicate records exist. (CIC P/R #94. Police rpt) (2) On the morning of 19 April the voting place at SIN CHON-RI, near CHOCHUN (965-1155), was raided and destroyed by fire. All records were lost, but duplicates exist. (CIC P/R #94. Police rpt) b. Village Chief Killed In CHOLLA-NAMDO At 170030 April the village chief of YANG SAN RI, WANG KOK MYUN (968-1328) was killed while asleep by a mob of 15 rioters who attacked his home. The mob was armed with one shotgun, three swords and other weapons. (CIC P/R #94. Police rpt) c. Police Box Attacked In KYONGSANG-NAMDO On 15 April the police substation in KANG JON DO, PUSAN (1200-1340) was attacked by a mob of 100 men. In addition to using spears in the attack, gasoline was used to set fire to the police box. Two civilians were killed during the attack. (CIC P/R #94. Police rpt) d. Registration Record Thief Apprehended In PUSAN One of the men responsible for the theft of registration records from number 13 registration district in PUSAN (1200-1340) 13 April (see P/R #809) has been apprehended by the police. All records were recovered. (CIC P/R #94. Police rpt) e. Rightist Youth Attacked In KYONGSANG-BUKTO (Delayed Report) At 112200 April five members of the NORTHWEST YOUNG MEN'S ASSOCIATION, including the local party leader, were attacked in TAEGU (1150-1430) by seven Koreans armed with knives and dressed in constabulary uniforms. The NYMA leader died of his wounds. (6th Div. P/R #906. C-3) f. Continued Reports of Planned Communist Violence The SOUTH KOREA LABOR PARTY is continuing its plans for a period of riots to begin on or about 01 May. Secret agents are alleged to have been dispatched throughout the provinces to propagate the riots among the ignorant villagers and farmers. It is expected that most of the riots and violence will be carried out in the outlying provinces and that the instigators will return to SEOUL for shelter. (CIC 3/I, 20 April. Riot Plans Circulated In KYONGSANG-PUKTO Plans for riots have been circulated in TAEGU (1150-1430) but the proposed date has not yet been determined. All communist cells have been divided into two groups, one of which will agitate the riot while the other group mingles with the crowd and encourages them to participate. Efforts to intimidate the people and keep them nervous will continue along with terrorism, arson, attacks on police boxes and rightists, but no large scale uprising is planned. (CIC P/R #94. C-3) 4. PSYCHOLOGICAL a. Translations of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE & ESPIONAGE a. Attempted Sabotage Of Printing Offices At approximately 190600 April four persons raided the Sohn Kwang Printing Company in SEOUL destroying and wrecking printing blocks and other equipment. At about 2000 hours on the same night five persons raided the Public Printing Company in SEOUL, throwing sand into the printing machine, but no damage was sustained. (Police rpt) NOTE: The Sohn Kwang Printing Company prints for the HYUN DAI ILBO, (extreme rightist) and the DAI DONG NEWS (rightist) newspapers. 6.
