b. 제주도 소요
(1) 4월 27일 정오부터 다음 날 정오 사이에 경비대 정찰대는 새로운 도로 장애물을 찾아냈고, 제주비행장 활주로(948-1151) 서편 3~5마일 지점에 위치한 하도리와 하귀리에서 전화선이 절단된 것을 발견하였다. (경찰보고)
(2) 경찰은 4월 27일 밤 화북(958-1153)에서 마을 이장이 폭도들에게 납치됐다는 사실을 확인했다. 경찰은 여러 채의 주택에서 대략 500,000 원 어치의 구급약품을 몰수하였다. 이것은 오름지대에 있는 무리들을 위한 것으로 믿어진다. (경찰보고)
(3) 4월 27일 경찰은 HAMBUK1(924-1114)에서 목조 다리 2개가 파괴된 것을 발견했다. (경찰보고)
(4) 지방 관리 6명이 한림(925-1241)에서 선거 관계 업무를 마치고 돌아오던 중 신엄리(935-1148)에서 4월 27일 저녁 기습당했다. 경찰은 한 사람의 사상자도 내지 않고 공격자들을 격퇴했다. 4월 28일 오전 3시 30분 14명이 신엄리를 재차 공격했다. 사상자는 보고되지 않았다. 경찰은 이승만과 그가 이끄는 당의 지도자들을 처단할 것을 촉구하는 삐라를 입수했다. (경찰보고)
(5) 4월 30일 오전 3시 30분경 대동청년단원 1명이 조천면 함덕리(967-1257)에서 납치되었다. (경찰보고)
(6) 한 대동청년단원의 집이 4월 30일 아침 불에 탔으나 사상자는 보고되지 않았다.

(7) 4월 30일 오전 2시 선거관리위원 1명이 모슬포(923-1217) 동쪽 1마일 지경에 있는 신평리에서 피살되었다. (경찰보고)
(8) 4월 29일 정오부터 다음 날 정오 사이에 경찰은 6개 마을을 급습하여 8명을 체포했다.
(9) 4월 30일 오전 8시 오라리(좌표 미상) 근처에서 여성 1명이 구타당해 죽었으며, 또 다른 여성 1명은 나무에 묶인 채 구타를 당했으나 탈출했다. 두 여성은 대동청년단원의 아내였다. (경찰보고)
c. 제주도 폭동 결과 요약 4월 3일부터 4월 29일까지 제주도 폭동의 결과는 다음과 같다 :

a. Attacks On Rightists Continue In KYONGSANG PUKTO
(1) At 300030 April a member of the UNITED YOUNG
MEN'S PARTY was shot to death by a mob of 20 rioters in
SAN NE Myun (1205-1440). (CIC P/R #103. Police rpt)
(2) At 300300 April a member of the UNITED YOUNG
MEN'S PARTY was beaten to death by 10 rioters in TONG HWA
Gun (1180-1570). (CIC P/R #103. Police rpt)
(3) At 290930 April 20 rioters went to the home of the town head of KUN CHON Gun (1110-1468) and demanded he assemble the town people at a meeting. Because so few people turned out the town head was beaten and the people were forced to sign a paper opposing the election. (CIC P/R #103. Police rpt)
(4) At 291915 April a dong head in TAEGU (1260-1460)
was beaten by a mob of unknown size. (CIC P/R #103. Police rpt)
(5) Three young men arrested in TAEGU (1260-1460)

b. Disturbances on CHEJU DO
(1) During the 24-hour period ending 281200 April a constabulary patrol discovered new road blocks and that

(2) At WHA BOK (958-1153) police found the head man had been kidnapped on the night of 27 April. Police confiscated approximately 500,000 won of first aid supplies in homes, believed to be for groups in the hills. (Police rpt)
(3) On 27 April police found two wooden bridges destroyed in HAMBUK (924-1114). (Police rpt)
(4) Six local officials, while returning from HALLIM (925-1241) on election duties, were attacked in SINAM-NI (935-1148) on the evening of 27 April. Police repelled attackers without casualties. Another attack was made on SINAM-NI by 14 men at 280330 April. No casualties reported. Handbills were picked up urging death to RHEE and leaders of his party. (Police rpt)
(5) At 300330 April one DAI DONG Youth was kidnapped from HAMDOK (967-1257), CHOCHUN Myun. (Police rpt)
(6) The house of a DAI DONG member was burned on the morning of 30 April, no casualties reported. (Police rpt)
(7) At 300200 April an election committeeman was killed at SINTENG RI, one mile east of MOSULPO (923-1217). (Police rpt)
(8) In raids on six villages during the 24-hour period ending 301200 April, police made 8 arrests.
(9) At 300800 April, near the village of ORA-RI (coordinates unknown) one woman was beaten to death and another woman was tied to a tree and beaten but escaped. Both women were wives of DAI DONG YOUTH members. (Police rpt)

The chairman of the Election Committee in BUM SOO
Myun, in the PUSAN area was shot and killed at 270800 April while on duty at the election office. The assassin is believed to be a member of the NORTH KOREA LABOR PARTY. (Police rpt)
e. Candidates Intimidated In KANGNON DO
The NATIONAL SOCIETY for the ACCELERATION of KOREAN
INDEPENDENCE in SO NONG DONG near MASAN CHUNG (1070-1680) have established an iron clad censorship on political speeches.
Speakers desiring to campaign for other than the NSAKI candidate have been thoroughly beaten and driven from the village.

f. Handbills distributed in KYONGGI DO
On 24 April and again on 25 April an estimated 300 handbills, following the usual communist party line and signed by the KOREAN DEMOCRATIC PATRIOTIC YOUNG MEN'S ASSOCIATION, were distributed in KAESONG (950-1690). (CIC P/R #103. B-2)
NOTE: Approximately 1000 handbills of this same type were distributed in KAESONG on 19 and 20 April.
g. Observation of Flares Continues
During the period 29 April to 01 May, flares of various colors have been observed in the SEOUL, ASCOM and 31st
Infantry Areas. (Flash rpt. B-2)
COMMENT: Past reports have indicated that flares and fires are used by communists both as a signal to meet and to incite riots. (See P/R's #816 and 817). A recent report was to the effect that flares and fires had no significance as signals but were only used to confuse and upset rightists and the police.
h. Police Chief Attacked In SEOUL
At 302300 April Chief CHANG of the SEOUL Metropolitan police was fired on while leaving his home. Police returned the fire and dispersed a group of Koreans. (7th Div Flash rpt. B-2) At 302200 a mob attempted to burn CHANG's summer home, approximately six miles south of SEOUL, but were driven off by police before any damage was done. (7th Div Flash rpt.

1. Policeman Attacked In SEOUL
At 010415 May a mounted policeman patroling in front of the Central Taxation Office in SEOUL was fired on. The bullet penetrated the policeman's pistol belt, but the policeman was uninjured. (Police rpt)

5. SABOTAGE AND ESPIONAGE
a. Attempted Sabotage Continues
At 290200 April two unidentified Koreans attempted to infiltrate into the 2nd Battalion, 31st Infantry ammunition dump. Guards fired at the intruders but both escaped.

COMMENT: This is the third attempt at entrance into the 2nd Battalion, 31st Infantry ammunition dump in four days. The first attempt was made on 25 April (See P/R #820)
and the second attempt was made by one man on 26 April
(not previously reported).
b. Espionage Agent Apprehended (Delayed Report)
A Korean was apprehended in the 32nd Infantry area at (919.4-1685.7) on 23 April while attempting to secure information concerning US troops and South Korean police strength. (7th Div. P/R #98. D-2)
c. US Dynamite Stolen
Eighteen cases of dynamite were stolen from the 42nd
Engineer Construction Group at ASCOM during the night of
