청년단체 지도자를 상대로 한 군정장관 연설

조선의 다양한 청년단체 지도자들을 만나 반갑습니다. 나는 여러분이 공통된 신념으로 뭉쳤고, 그 신념을 이루기 위해 함께 일하기로 서약한 젊은 남녀로 구성됐다는 점이 늘 흥미로웠습니다. 여러분은 많은 조선인을 대표하고 있으며, 여러분의 행동은 조선의 다가올 운명을 결정하는 데 도움이 될 것입니다. 심지어 지금, 오늘 그리고 향후 몇 주 내에 여러분은, 여러분과 동료 조선인들이 그렇게 오랫동안 분투해왔던 독립과 자유라는 목표를 향한 나라의 진보에 큰 힘이 될 것입니다.
그러나 힘은, 이지적으로 적용되거나 현명하게 지시되지 않는다면, 비극적인 결과로 종종 이어집니다. 이것이 내가 오늘 여러분에게 하고 싶은 말입니다.
청년기의 특징 중 하나가 이상주의와 모든 반대에 맞서 이상을 성취하려는 강한 열망이라고 할 수 있습니다. 그것은 그 이상이 최선이거나, 그 이상을 성취하기 위해 이용된 수단이 적절하다면 매우 좋습니다. 그러나 청년들은 갈등을 빚고 있는 타인의 생각에 대해 종종 편협하고, 인내심이 부족해 다른 사람의 생각에 거의 주의를 기울이지 않습니다. 나 역시 젊었을 때 그랬고, 나에게 동의하지 않는 사람에 대해 편협했고, 참지를 못했습니다. 지금의 나는, 나의 이상을 희생하지 않고도 다른 사람들에 대해 인내심을 갖게 됐습니다. 인간의 경험은, 우리가 인내심을 갖고 다른 사람의 견해를 들어준다면 우리 자신을 향상시키고 큰 가치를 지닌 어떤 것을 배울 수 있다는 것을 보여줍니다.
다가오는 선거에서 여러분은 자유로운 분위기 속에서 선거권을 행사하는 조선인을 실질적으로 돕는데 자신의 능력을 발휘할 기회를 갖게 될 것입니다.
시민의 가장 중요한 의무 중 하나가 국사(國事)에 참여하는 것입니다. 여러분은 사람들이 투표하도록 독려하는 것으로 이 의무를 이행할 수 있습니다. 다가오는 선거에서 유엔임시위원단이 정부를 수립하는 데 자문역할을 할 국회에 선거를 통해 뽑힌 가장 유능한 남녀가 인민 다수의 생각을 대변할 수 있도록 하는 것이 아주 중요합니다. 결국 가능한 한 많은 사람이 투표할 필요가 있습니다. 투표하도록 사람들을 독려함으로써 여러분은 나라에 큰 도움을 줄 수 있습니다. 그러나 여기에 위험한 점이 있습니다. 여러분의 열정 때문에, 유권자에게 자신의 뜻을 강요하거나, 혹은 다른 사람에 대해 물리력을 쓰거나 위협하거나, 자신과 생각이 다르다고 투표를 못하게 막으려 해서는 안 됩니다. 여러분처럼, 시민들이 정부에서 자신의 몫을 가질 수 있도록 독려하는 도덕적인 힘을 보여주어야 합니다. 여러분은 경찰을 대표하지는 않습니다. 만약 경찰력을 행사하려 시도한다면 그것은 법을 위반하는 것이며 법적 처벌의 대상이 될 것입니다.
여러분 단체의 목표와 활동이 정치적이라면, 여러분은 정당에 관한 법령 제55조에 의해 반드시 등록해야 합니다. 만약 특정 정당과 연관됐거나, 그것을 위해 활동한다면 등록할 때 그것을 적시해야 합니다. 등록된 단체가 아니고, 등록에 관한 법령 제55조의 요건에 해당한다면 즉시 등록절차를 밟고 해당 법률의 모든 다른 조항도 준수해야 한다.
등록일과 투표일에는 다른 사람의 등록할 권리 혹은 그들이 선택한 후보에 투표를 하는 데 개입하지 않도록 최대한 주의를 해야 합니다. 그런 날에는 어떤 일이 있더라도 투표소 근처에 모여서는 안 됩니다. 그 수가 많건, 적건 상관없이 여러분의 존재만으로도 여러분과 견해를 달리하는 사람들에게는 무력을 사용하려는 위협으로 해석될 수 있습니다.
이것은 매우 중요합니다. 향후 몇 주 동안 여러분의 행동은 유엔임시위원단 구성원과 전국 각지에 있는 그들 대표자의 밀착감시를 받게 될 것입니다. 위원단은 유엔총회에 선거가 공정하게 치러졌는지, 선거기간 동안 분위기가 자유로웠는지, 모든 유권자가 어떤 간섭도 없이 자유롭게 그들의 선택을 표현할 기회를 가졌는지 보고해야 합니다.
다양한 청년단체들의 지도자로서, 여러분은 큰 책임을 지고 있습니다. 조직 구성원들의 활동을 통제할 의무가 있으며, 그것을 통해 자유로운 선거 과정에 파괴적인 힘이 아닌 건설적인 힘이 될 수 있을 것입니다. 여러분은 구성원들에게 위협이나 무력 사용, 혹은 자유로운 선거에 개입하거나 시민의 권리를 제한하려는 그 어떤 불법행위도 용서되지 않을 것이며, 범법자의 젊음을 이유로 용인되지 않고 법에 따라 철저하게 처벌받을 것이라는 점을 반드시 한번 상기시켜야 합니다. 형벌은 피한다고 할지라도, 유엔임시위원단이 선거의 효력을 확인하는 것을 막는 행동은 나라의 발전을 위험에 빠뜨리는 행위라는 것을 반드시 상기시켜야 합니다.
나는 여러분의 지도력에 대해 확신하고 있으며, 조선 인민이 아무런 간섭을 받지 않고 투표할 수 있도록 독려하는 건설적인 과업으로 구성원을 이끌 수 있다고 믿습니다. 여러분의 건설적인 계획에 큰 성공이 있기를 기원합니다.

THE LEADERS OF THE YOUTH ASSOCIATION
I am very happy to meet with the leaders of the various youth associations in Korea. I have always been interested in your associations because they are composed of the young men and women who are bound together by common ideals and who have pledged themselves to work together to attain those ideals. You represent a large proportion of the whole population of Korea and through your activities will help to shape the destiny of your country in the coming years.
Even now, today, and in the next few weeks, you can be a tremendous force in the progress of your country toward the goal of independence and freedom, which you, and your fellow Koreans, have been striving for so long. But force, if it is not intelligently applied and wisely directed, can often lead to disastrous results. It is about this which I wish to speak to you today.
One of the characteristics of youth is idealism and a burning desire to achieve the ideal against all opposition. That kind of thing is very fine provided the ideal is the best, and provided the means used to achieve that ideal are proper. However, youth is often intolerant of views of others which are in conflict with those of youth; and youth in its impatience will often give little heed to views of others. I know this because, when I was a young man, I felt intolerant towards those who did not agree with me, and I was impatient with them. I have now become tolerant of other people without sacrificing my own ideals. Human experience shows that, if we are patient and listen to views of others, we can often improve ourselves and learn something of great value.
In the forthcoming elections you will have an opportunity to demonstrate your ability to actively assist the Korean people in their exercise of the full right of the franchise in a free atmosphere
One of the most important duties of citizenship is to take part in civic affairs. You can do this by encouraging people to vote. In the forthcoming elections it is highly important that the views of

the majority of the people be represented by the most able men and women elected to the National Assembly for the purpose of consulting the United Nations Temporary Commission on Korea in the establishment of a national government. It is necessary, therefore, that as many people vote as possible. You can be of tremendous help to your c[illegible]try by encouraging people to vote. But here is the danger point.
You should not permit yourself, in your enthusiasm, to try to impose upon voters your own will, or to use force or threats against others, or to prevent them from voting, if their views are not the same as your views. You represent a moral force encouraging your fellow citizens to take their share in government as you do. You do not represent a police force. If you attempt to exercise the power of a police force, you will be acting contrary to law and will be subject to punishment under the law.
If the aims and activities of your association are political, you must be registered in accordance with the provisions of Ordinance No. 55 governing political parties. If you are associated with any particular political party and are acting for it, you should indicate that in your registration. If you are not already registered and come within the requirements of Ordinance No. 55 for regist ion, you must take immediate steps to register and to comply with all other provisions of that law.
On days of registration and on the day of election you must be most careful not to interfere with the rights of others to register or to vote for the candidate of their choice. By all means you must not congregate around polling places on those days. Your mere presence in large numbers, or even in small groups, might be interpreted as a threat to use force against others who do not share your views.
This is extremely important. Your activities during the next few weeks will be under the closest scrutiny of members of the United
Nations Temporary Commission on Korea and their representatives throughout the country. The Commission is required to report to the

United Nations Assembly on whether a fair election has been held and whether there was free atmosphere preceding and during election time so that all eligible voters had an opportunity to express their choice freely without any interference whatsoever.
As leaders of the various youth organizations you have a great responsibility. You have the duty of controlling the activities of the other members of your organizations, in such a way that you will be a constructive force and not a destructive force interfering with the processes of a free election. You must remind your members that threats, use of force, or any other unlawful acts interfering with a free election or restricting the rights of fellow citizens will not be excused and will not be tolerated on the ground of the youthfulness of the offenders but will be fully punished under the law. You must remind them also that, even if they escape punishment, they will endanger the progress of their country by committing acts which might prevent the United Nations Temporary Commission on Korea from recognizing the validity of the election.
I have confidence in your leadership and feel sure that you can guide the activities of your fellow members into constructive work in encouraging fellow Koreans to vote but not in interfering with them in any way whatsoever. I wish you great success in your constructive program.
