문: 제주도의 정치 상황은 어떠한가?
답: 1947년 3월 1일경 제주도에 부임했을 때 도민 대다수는 좌파였다. 첫 단
계는 일반대중을 극좌로부터 분리하는 것이었다. 이 첫 단계에서 본인은 극우의 힘을 빌려 조직과 선전 활동 등을 성공적으로 했다. 현 단계는 일반대중을 중도 노선으로 이끄는 것이다. 이것이 두 번째 단계다. 일반대중은 경제 상황에 의해 좌우될 것이다.

문: 제3단계는 무엇인가?
답: 본인은 2단계만 계획했을 뿐이다.

문: 도지사는 왜 첫 단계에서 극우의 힘을 이용했는가?
답: 중도 노선이 없었기 때문이었다.

답: 없다. 그들은 일반적인 경제 상황 때문에 자연스럽게 넘어오게 될 것이다.

답: 약간의 개선이 있지만 상황은 거의 동일하다.

답: 극좌파에 의한 집회는 없다. 경찰이 집회를 통제하고 있다.

답: 본인은 모르는 문제다. 본인은 집회를 통제하지 않는다.

답: 그렇지 않다고 생각한다.

문: 도지사는 아직도 자신이 모든 집회를 통제해야 한다고 믿는가?
답: 그렇다. 본인은 대중집회를 통제할 권한이 회복되기를 바란다.

문: 도지사와 경찰의 관계는 어떠한가?
답: 평화적인 관계다. 청장 김영배는 본인의 친구다.

문: 이전 회담에서 도지사는 좌파들을 억제하고 있다고 밝혔다. 그런 상황이 여전히 존재하는가?
답: 그렇다. 그렇다고 생각한다.

문: 1947년 8월 15일 도지사는 경찰을 사열했으나 경비대를 사열하는 데는 실패했다. 이유는 무엇인가?
답: 물을 마시기 위해 갔다.

문: 제주도에서 극우파가 초래한 문제들이 많으며 또한 그것들이 증가하고 있다는 보고가 있다. 이에 대해 도지사는 어떻게 설명하겠는가?

을 다룰 때 신중함을 발휘하지 않는다. 사실인가?
답: 그렇다. 그렇다고 생각한다.

문: 많은 경찰이 미국인의 명령과 미국인 인사들에 대해 적대적이다. 경찰은 방
첩대 직원, 미국인 급사, 군정청 통역사를 폭행했다. 왜 그런가?
답: 본인은 그런 행위들이 미국인 인사들에 반대해 일어났다고 생각하지 않는다. 하지만 조선인과 미국인들이 몇몇 문제를 일으켰다. 본인은 미국인과 조선인이 모두 취해서 벌어졌던 한 사례에 대해서만 들었다. 경찰은 문제를 일으킬 의도가 없다.

문: 극우파들이 극좌파들을 폭행하여 직장을 그만두도록 하고 있는가?
답: 사실이 아니다.

문: 박경훈 전 도지사에 대해 어떻게 생각하는가?
답: 본인은 그가 명확한 사상이나 이념을 갖고 있지 않다고 생각한다. 그는 때로는 우파, 때로는 좌파, 때로는 중도파로 보인다.

문: 식량 배급량은 제주 전 지역이 같은가?
답: 전 지역이 같다.

문: 농민들이 도시민들보다 더 나은 대우를 받아야 하는가?
답: 그렇다. 그렇다고 생각한다.

문: 식량배급표는 여전히 면장실에 보관하고 있는가?
답: 그렇다.

문: 도 식량사무소에서 구매한 곡물은 아직도 창고가 아닌 야외에 쌓여 있는

답: 창고가 충분하지 않다. 본인은 위해 도청 소유의 토지 1,000평을 이용하여
보다 큰 창고를 건설할 계획을 세웠다. 이를 도 식량사무소에 빌려줄 것이다.

문: 이전 면담에서 도지사는 하곡수집계획이 실행됐더라면 도지사의 배급 문
제는 발생하지 않았었을 것이라고 진술했다. 사실인가?
답: 아니다. 곡물은 농민들에게 돌려줘야 했다. 본인은 수송비용을 절약했다.

문: 현재 배급량은 어떠한가?
답: 2홉이다. 1홉은 미곡이고 1홉은 잡곡이다.

답: 아니다. 도시민들만이 그렇게 받고 있다.

문: 도지사는 미국인들이 좋은 일이든 나쁜 일이든 도청에서 일어나는 모든 사항에 대해 알아야 한다는 것을 알고 있는가?
답: 본인은 매달 국장들과 회의를 한다. 본인은 국장들이 각각의 국에 있는 미국인 고문관들에게 (역자: 모든 사항을) 알려야 한다는 것을 설명할 것이다.

문: 예산을 계획할 때 미국인 고문관들과 예산 문제에 대해 상의하는가?
답: 본인은 예산과 관련해 김두현 부지사에게 미국인 고문관들과 상의하라고 했다.

답: 그렇게 해야 한다. 본인은 그들에게 월간보고서를 작성하라고 지시했다
주: 1947년 7월에는 1건의 보고서만 제출됐으며, 해당 보고서는 학무국에서 온 것이었다.

문: 1947년 10월 16일 중앙관재처는 조선인 선정위원회의 임명이 조선인 도지사에 의해 이뤄져야 하고, 위원 명단이 재산관리관 켈리 대위에게 회송돼야 한다는 명령을 작성했다. 그리고 그가 이를 다시 중앙관재처에 전달할 것이었다. 관재처장이 명단을 세 차례 요청했으나 받지 못했다. 도지사는 작성된 서식을 직접 전달했고 미국인 고문관은 이를 통지받지 못했다. 왜 그랬는가?
답: 위원 명단이 담긴 보고서가 1948년 1월 7일 도 관재처에 제출됐다. 우리
는 누가 서울에 보고서를 전달했는지 알지 못한다.

문: 1947년 9월 15일 오현중학교가 파괴됐다. 오현중학교는 적산 또는 일본인 재산이었다. 도지사는 자신이 조사해 켈리 대위에게 보고할 것이라고 말했다. 이제 6개월이 지났고 보고는 없었다. 왜 그랬는가?
답: 기억이 안 난다.

문: 적산은 누가 책임을 맡고 있는가?

답: 제주도에는 철도가 없고 수송 수단으로 단지 트럭이 있을 뿐이다. 제주도 순환도로는 중앙정부가 보수해야 한다. 제주도청이 부담하기엔 금액이 너무 크다. 본인은 트럭 타이어의 특별할당을 원한다. 현재 할당량은 미국인 지역에서 사용하는 타이어의 단 1%밖에 되지 않는다. 제주도에서 가장 중요한 것은 공식적인 사업 활동이다. 이를 위해 축수산대학이 중앙정부에 의해 세워져야 한다. 많은 곡식 할당량이 다른 도에서 들어온다. 우리는 가능
한 모든 작물을 재배해야 한다. 본인은 지난해 경작용으로 1,000만 원을 요구했으나 100만 원을 받는 데 그쳤다. 적절한 경작이 이뤄지면 우리는 자립할 수 있다. 농민들은 비료를 사용해 왔다. 일반적인 사용과 관개를 위해 우리에게는 수도시설의 개선이 필요하다. 농업시험장, 산림관리학교, 축산학교들이 세워져야 한다. 본인은 산림관리 10개년 계획을 세웠으며, 우리는 목재를 스스로 공급하게 될 수 있다. 본인은 도립 도서관을 계획했고 이는 1948년 3월 1일에 개관할 예정이다.

1. Q. What is your political party?
A. Democratic Independent Party.
2. Q. What is the political situation on Cheju?
A. When I came to Cheju about 1 March 1947 the large majority of people were
Leftist. The first stage was to get the general public to leave from extreme left. On this first stage I succeeded by borrowing the Extreme
Rightist Power by organizing, propaganda speeches, etc. The present stage is to get the general public into middle line. This is the second stage.
The general people will be controlled by Economic conditions.
3. Q. What is the third stage?
A. I have only planned the second stage.
4. Q. Why did you use Extreme Rightist Power in the first stage?
A. There was no middle line.
5. Q. Did you use any rough means to get the people to the middle line?
A. No, they will come over naturally, because of average economic conditions.
6. Q. Are economic conditions better than last spring?
A. The conditions are about the same with some improvement.
7. Q. When we held a previous conference you stated that you formerly controlled public meetings but they were placed under police authority. What is the situation now?
A. There are no meetings by Extreme Leftists. The police control meetings.
8. Q. Why are there no meetings by Extreme Leftists?
A. I do not know, I do not control meetings.
9. Q. Are police Extreme Rightists?
A. I think not.
10. Q. Do you still believe you should control all meetings?
A. Yes, I hope to recover the authority to control public meetings.
11. Q. What is the relationship between you and the police?
A. The relationship is peaceful. The Chief is a friend of mine. KIM Yong Bai.
12. Q. You stated in a previous conference that you were driving the Leftist down does that condition still exist?
A. Yes, I think so.

13. Q. On 15 August 1947, you reviewed the Police but failed to review the
Constabulary. What was the reason?
A. I went to drink some water.
14. Q. It is reported that there is more trouble on Cheju caused by Extreme
Rightist and it is growing - how do you explain?
A. I do not think Extreme Rightist make any trouble.
15. Q. Who makes the trouble?
A. Extreme Leftist, even when their power is weakened.
16. Q. Who leads the Leftists (Extreme)?
A. An, Se Eun.
17. Q. What is his party?
A. Nam Ro Tong, South Korea Labor Party organized by Communists.
18. Q. Do you think there is more trouble now than a year ago, say June or July?
A. A little increased on account of UN.
19. Q. What have you done to stop these troubles?
A. I organized a "leading group" of myself and the Chiefs of Sections and
Bureaus and we are going around and make speeches to explain the purpose of government.
20. Q. What is your schedule?
A. We begin our meetings on 24 February 1948.
21. Q. It is reported that leftists have grown from 50-50 to 2/3 of the population.
It is said that leftists on Cheju are increasing - is that true?
A. No, it is not true. I would say left are 10%. That is extreme leftists.
22. Q. It has been stated that the police are responsible for leftist sympathy.
Is that true?
A. I do not think so.
23. Q. Many of the high police positions are held by mainland police and they do not use discretion in dealing with political cases. Is that true?
A. Yes, I think so.
24. Q. Many police are hostile to American orders and American personnel. They have beaten CIC employees, American houseboys, Military Government interpreters. Why is that?
A. I do not think that their actions was against American personnel, but the
Korean and Americans made some trouble. I only heard of a case where both
Americans and Koreans were drunk. The police do not intend to make trouble.
25. Q. Do Extreme Rightists beat up Leftists to get him to resign his job?
A. Not true.

26. Q. What do you think of Pak, Kyung Hun, the former Governor?
A. I think he has no definite thought or ideas. Sometimes he looks like a Right, sometimes as a Left, sometimes Middle.
27. Q. Is the ration the same all over Cheju?
A. The same all over.
28. Q. Should farmers have better treatment than city people?
A. Yes, I think so.
29. Q. Are ration cards still held in Mung Changs Office?
A. Yes.
30. Q. Is grain purchased by P.F.S. still piled out of doors and not in warehouses?
A. Not enough warehouses. I planned to build a bigger warehouse by using
1000 pyung of land, property of Provincial Government, to be rented to
P.F.S.
31. Q. You stated in a previous conference that your ration problems would not exist if the summer grain program had been carried out, is that true?
A. No, the grain had to go back to the farmers and I saved expenses in transportation.
32. Q. What is the present ration?
A. Two hop, one rice and one other grain.
33. Q. Does everybody get that?
A. No, only for city people.
34. Q. Are city people getting it now?
A. Yes.
35. Q. Many provincial warehouses need repair. What is being done?
A. It is the concern of P.F.S. and they have fixed some parts.
36. Q. Have you asked for protection for rice received from Cholla Namdo?
A. We are making grass mats, a Cheju product. It is a good grain cover.
37. Q. How much rice have you received?
A. I don't know.
38. Q. Is it polished or unpolished?
A. Polished rice.
39. Q. Did Cheju reach the rice quota?
A. Rice was 200 suk short of quota. Other grain was 800 suk over the quota.
115% collection was made on the total collection.

40. Q. Do you and your Bureau and Section Chiefs understand the duties and responsibilities of American advisers?
A. Yes.
41. Q. Do you and the Bureau and Section Chiefs understand that Americans must concur and agree on all decisions?
A. Yes, I understand.
42. Q. If you or a Provincial Chief would make an incorrect serious decision or show dishonesty what would happen to the Korean?
A. He would be discharged.
43. Q. The American Adviser of a Bureau that failed?
A. He is only an adviser and would not be held in full responsibility.
44. Q. Do you know that Americans are to be kept informed on all matters in the Provincial Government - good or bad?
A. I hold a meeting with the Chiefs of Bureaus every month. I will explain that they must keep American Advisers informed in each bureau.
45. Q. Are American Advisers consulted on budget matters, when a budget is planned?
A. I told the Vice-Governor Kim, Doo Hyun, to consult with American Advisers in regard to the budget.
46. Q. Do you and your Chiefs report on expenditures of Bureau funds?
A. They are supposed to. I told them to make monthly reports.
NOTE: Only one report was received for the month of July 1947, and
that report was from the Bureau of Education.
47. Q. On 16 October 1947, the National Property Custodian wrote an order that the appointments for Korean Selection Committee should be made by the
Governor (Korean) and returned to Captain Kelly, Provincial Property
Custodian, who would forward them to the National Office. The Bureau
Chief called for them three times and never received them. The Governor forwarded the completed forms directly and the American Adviser was not informed. Why?
A. A report was submitted to Provincial Property Custody on 7 January 1948, showing names of members. We do not know who forwarded the report to
Seoul.
48. Q. On 15 September 1947, Oh Ryon Boys Middle School was torn down. It was vested or Japanese property. The Governor said he would investigate and report to Captain Kelly. It has now been six months and no report. Why?
A. I don't remember.
49. Q. Who is responsible for vested property?
A. Captain Kelly.
50. Q. Who controls vested property?
A. Captain Kelly.

51. Q. Do you try to cooperate with Americans, keep them informed and consult with them?
A. Yes, I try to.
52. Q. Do you have anything to add?
A. There are no railroads on Cheju, only truck transportation. The road around the island should be repaired by the National Government. It would cost too much for the Provincial Government. I want a special allotment of tires for trucks. The present allocation is only 1% of the tires for the American zone. Most important thing on Cheju Island is the operation of official business. Therefore, a Livestock and Fishery College should be established by the National Government. Many grain allocations come from other provinces. We must raise all the crops possible. I request
10,000,000 for cultivation of lands last year, but received only 1,000,000.
With proper cultivation we can be self supporting. The farmers have used fertilizer. We need water improvements for general use and irrigation.
Agriculture Experimental Station, Forestry and Livestock Schools should be established. I have made a 10 year Forestry Plan and we can be self supporting for lumber. I have planned a Provincial Library and have planned to open March 1st 1948.
