제주도의 정치 상황과 관련해 말한다면, 현재 상황에 이르게 한 많은 요소들이 있습니다. 본인이 1947년 4월 제주도에 부임한 이래 제주도의 농민들과 지도급 인사를 일본인들이 본토 사람들만큼 제주도민들을 심하게 다루지 않았었다는 데 의견의 일치를 보입니다. 또한 여기에 많은 공장들이 있었고 사람들을 돌볼 수 있는 충분한 식량 공급이 있었다는 것에 대해서도 의견의 일치가 있습니다. 군정 하의 상황은 일본통치기만큼 좋지 않습니다. 제주도민들은 조선어와 조금 다른 언 어를 구사합니다(방언). 제주는 자체의 소신 등을 가진 섬이며 작은 국가와도 같 습니다. 공직에 있는 본토인들은 제주도민이나 제주 출신의 사람들과는 잘 어울 리지 않는 듯합니다. 경찰 지휘부 내에는 본토 경찰과 제주도 출신 경찰 사이에 눈에 띄는 균열이 있습니다. 이 균열이 언젠가 문제가 될 수 있습니다.
제주도로 부임하기 전 러치 장군과의 면담에서 장군은 자신은 전임 도지사를 해임하지 않을 것이라고 밝혔는데 그 이유는 그 도지사가 조선의 다른 도지사들과 비슷하기 때문이라고 했습니다. 그러나 본인이 제주도에 부임한 지 약 1주일이 지나자 신임 도지사가 부임했고 본인은 이를 통지받지 못했습니다. 유 도지사 와의 첫 면담에서 그는 자신은 정치가일 뿐이지 사업가가 아니라고 말했습니다.
제주도에서 유 도지사의 통치 기간에 그의 태도는 "미국인을 그냥 참아주는 것"
정도의 태도인 것 같았습니다. 도지사와 여러 차례 면담했으나 그는 아주 무례한 태도를 보였으며 이유를 알리지 않은 채 사무실을 나가기도 했습니다. 8월 15일
에 있었던 경비대와 경찰의 시가행진 동안에 그는 경찰은 사열했으나 경비대는 사열하지 못했습니다. 그는 자신의 편과 가까운 단체를 제외하고는 어떠한 단체의 회합도 금지했습니다. 이와 같은 유 도지사의 행위는 본인은 물론 제주도민들을 당혹하게 했습니다. 제주도 내 우파의 테러는 증가했고 도지사는 이런 행위를 막기 위한 조치를 취하지 않고 있습니다. 많은 사람들이 도지사가 부임한 이래 공직에서 해임되고 있고 조선식으로 해임됐습니다.
박 전 도지사는 제주도 좌파 단체의 대표입니다. 사람들의 충고를 경청하고 따르는 사람이 그런 단체의 대표로 있는 것은 좋은 일이라고 본인은 생각합니다. 박 전 도지사는 공산주의자가 아니며 매우 친미적입니다. 그는 자신의 정치적 신념 때문에, 또 본인이 우파가 아니기 때문에 좌파인 것입니다. 그는 조선이나 군정에 위험한 인물이 아닙니다.
모든 사항을 요약해보자면, 유 도지사는 매우 고압적인 태도로 제주도에서의 정치 경력을 시작했고 현재까지 그 같은 태도를 계속 유지해 오고 있습니다. 그의 태도와 행동은 빈민들에 대해 독재적입니다.

MEMORANDUM:
To: Lt. Col. Nelson (OSI)
In reference to the political situation on Cheju Do, there are many factors that lead to the present situation. Since my coming to Cheju in April 1947 the consensus of opinion amongst the farmers and higher class of people is that the
Japanese did not treat thm as badly as the people on the mainland were treated and that there were many factories operating here with a sufficient food supply on the island to take care of the people. Under Military Government the condition is not as good as under the Japanese. The people on the island speak a trifle different Korean language. (A dialect). Cheju itself being an island with its beliefs etc. is like a small nation. Mainland people in public offices do not seem to get along with Cheju people as well as a person from this island.
There is at present a slightly noticeable rift in the police command on the island between the mainland police and the police originally from this island.
This rift someday might lead to trouble.
In a conference with General Lerch before my coming to the island, the General stated that he was not going to relieve the old Governor as he was no weaker than any other Governor in Korea. However, approximately one week after my arrival on the island a new Governor came to the island and my office was not notified.
In the first conference with Governor Ryu, he stated that he was not a business man but only a politician. During the Governors regime on the island his attitude seems to be one of "just tolerating Americans". During different conferences with the Governor he has most impolitely stood up and walked out of the office for no known reason whatsoever. During the August 15 parade by the Constabulary and
Police, he reviewed the police but failed to review the Constabulary. He has never allowed a meeting of any party except the ones that are closely affiliated with his side. Such action places the undersigned in an embarrassing position with the peoples of the island. Terroristic acts of the Rightist are increasing on the island and the Governor has taken no steps to stop such action. A number of people have been relieved from office since the Governors arrival but relieved in a Korean manner.
Ex-Governor Pak is chairman of the Leftist organization on the island and it is my belief that it is better to have a person at the head of that organization who will listen to a persons advice and follow his advice. Ex-Governor Pak is not a Communist and is very pro-American. He is Leftist for his own political reasons and because he is not a rightist. He is not a dangerous person to Korea or Military Government.
In summing everything up, Governor Ryu started his political career on this island in a high handed manner and has continued in the same manner till this day.
His manner and actions are dictatorial amongst a population of poor people.
