1. 군정법률 제5호(입법의원선거법)의 대부분이, 다가오는 선거를 하는 데 적용될 것이라는 가정하에, 각종 선거절차가 지연 없이 진행되기 위해서는 최고 책임자가 확실하게 선포하고 약속하는 게 중요합니다.
2. 기술적인 준비가 반드시 즉각적으로 이뤄져야 하며, 그렇지 않으면 선거 프로그램 전체가 무효로 될 것입니다.
3. 첨부된 문건(첨부문서 No.1)은 우선 고려되어야 할 준비사항들을 제시하고 있습니다. 최대한 빨리 당신의 의사를 들을 수 있기를 바랍니다.

우선되어야 할 조치들

3. 선거법 22, 13조 수정안 발표 (80일이 70일로 대체)
4. 도지사는 도선거관리위원회를, 군, 부, 구의 책임자는 선거구 선거위원회를 조직하도록 명령.
5. 군, 부, 구의 행정 책임자(heads)에게 각 행정구역별(읍, 면, 부, 구)를 인구 3,000명을 기준으로 선거구를 구분하고 이를 표기하는 지도를 준비하도록 명령.
6. 군, 부, 구의 행정 책임자가 준비한 지도에 따라 투표 하위구의 선거위원회 구성원으로 임명된 사람들의 명단을 준비하도록 투표구(읍, 면, 부, 구) 행정 책임 자들에게 명령.
7. 남조선과도정부에 등록용지와 선거인 명부는 한꺼번에 인쇄되어야 한다고 통지.
8. 군, 부, 구의 행정 책임자에게 가능한 곳에서는, 선거구 선거위원회 구성원으로 법관 1명을 임명하도록 지시.

SUBJECT: Proclamation by Chief Executive and Other Important
Steps in Election Procedure.
1. Under the assumption that most of Public Act No. 5
("Law for the Election of Members of the Korean Interim Legislative Assembly") will be adopted for the conduct of the coming elections, it is essential that the Chief Executive issue certain proclamations and make certain appointments in order to proceed without delay with the various election steps.
2. Certain technical preparations must go forward immediately or the entire election program will be vitiated.
3. The attached (Inclosure No. 1) presents the provisions to which priority consideration should be given. I will appreciate it if I can get an expression from you as early as possible.

STEPS TO BE GIVEN PRIORITY
1. Announce election date (Section 22).
2. Organize Central Election Committee (Section 13)
3. Publish amendments to Sections 22 and 13 Election Law
(replace the 80 days' period by a period of 70 days.)
4. Order the organization of provincial election committees by the provincial governors and the organization of election committees of the electoral districts by the heads of GUN, PU and KU.
5. Order the administrative heads of GUN, PU and KU to prepare maps which indicate the division of each voting district (EUP, MYUN, PU and KU) into voting subdistricts on the basis of one voting subdistrict for 3,000 population (See attached).
6. Order the administrative heads of voting districts (EUP, MYUN, PU and KU) to prepare a list of persons to be appointed members of the election committees of the voting subdistricts in accordance with the maps to be prepared by the heads of GUN, PU and
KU.
7. Inform South Korea Interim Government that registration papers and poll registers shall be printed at once.
8. Order the administrative heads of the GUN, PU and KU that, wherever possible, a judge shall be appointed a member of the election committee of the electoral district.
