남조선과도입법의원 의원과 남조선 양민 여러분
본관은 입법의원의 이 첫 회의가 민주주의로 가는 과정에 있어 중요한 진전일 뿐만 아니라 남조선에서 남조선 자치정부의 발전에도 가장 중요한 첫걸음이라고 생각합니다.
입법의원은 남조선 인민만을 위한 공복(公僕)이며, 그리고 그 설립을 통해 미사령부는 남조선 인민을 위한, 인민에 의한 자치 프로그램을 발전시키는데 대한 높은 신뢰를 갖고 있습니다. 미소공동위원회에 의한 통일된 임시정부 수립이 있을 때까지 입법의원 구성원의 성실한 봉사와 남조선 인민의 전폭적인 지지로, 정부 내 민주적 진보의 속도는 크게 향상될 것입니다.
이 위대한 입법의원의 개원으로, 인민은 처음으로 입법기관을 갖게 됐으며, 이를 통해 조선이 안고 있는 많은 과제를 자유롭게 논의하고 연구할 수 있는 기관, 그리고 인민의 희망과 사고에 따라 보다 나은 사회적, 경제적 삶을 가져올 방법과 수단을 강구할 수 있게 됐습니다. 그 입법적 지위에 더하여, 이 기관은 남조선이 안고 있는 많은 문제점을 자유롭게 논의할 열린 토론의 장이 될 것이며, 이를 통해 조선 인민이 자신의 희망 사항을 알릴 수 있을 것입니다. 선출되고 선택된 인민의 대표로서, 이 입법의원은 막중한 책임을 지고 있으며, 나는 입법의원이 성실하게 임무를 이행할 것이라고 확신합니다.
우리의 신성한 의무를 이행하기는 쉽지가 않을 것입니다. 모든 과제를 연구하면서 우리는 루머와 선전과는 다른 진실을 찾아내야 합니다. 국가의 장래 행복에 결정적인 영향을 미칠 제안된 개혁안에 대해 주의 깊게 연구하고 숙고해야 합니다. 우리는 최종 행동에서 건전한 판단을 내리기 위해 모든 질문의 모든 측면을 들어야 할 것입니다. 나라의 행복과 상충 된다면 우리는 그 어떤 정치적 생각도
제쳐 놓아야 하며, 공공의 이익을 위해 그 개혁의 뒤에서 단결해야 합니다. 우리는 당리당략에서 벗어나고 당의 노선에 얽매인 행동을 피해야 하며, 국가의 행복에 집중해야 합니다.
참된 민주적 실천의 진전과 정부 내 인민의 참된 대표성은 흔들림 없이 계속되 어야 합니다. 따라서 본관은 이 입법의원에 모든 계층의 중요한 공직자를 선출하는 선거뿐만 아니라 모든 선출 입법기관의 선거에서도 남조선의 모든 성인이 이 른 시일 내에 직접적이고 보편적인 참정권을 행사할 수 있도록 법과 제도를 준비 하도록 그 첫 임무를 부여하겠습니다. 이 과정을 통해 본관의 목소리를 듣고 있는 사람들 대부분이 갖고 있는 가장 큰 희망을 뛰어넘는 대의민주주의의 진전이 있을 것이라고 예상합니다.

UPON OPENING OF LEGISLATIVE ASSEMBLY

Members of the Interim Legislative Assembly and good people of South Korea:
I consider that this initial meeting of the Legislative Assembly marks the most important step forward in the development of Democratic processes as well as the greatest single step in the progress of Korean self-government in South Korea.
The Legislative Assembly is the public servant only of the people of South Korea, and through its establishment the American Command has high confidence of furthering the self-governing program for, by and of the South
Korean people. With sincere service by the members of the Assembly itself, and the full support of the people of South Korea, the tempo of democratic progress in government will be greatly increased, pending the establishment of the Provisional Government of united Korea by the Joint US-Soviet Commission.
With the opening of this great assembly, the people have for the first time a law making body, a body free to discuss and study the many
Korean problems and devise ways and means according to the wishes and psychology of the people to make for better social and economic life. In addition to its legislative status this body will be an open forum for free discussion of Korean affairs through which the Korean people can make known their wishes. As elected and selected representatives of the people, this
Assembly takes on great responsibilities which I have full confidence that it will faithfully discharge.
Discharge of our sacred duties here will not be easy. In study of all problems, we will have to seek facts as opposed to rumors and propaganda. We will have to study carefully and think through proposed reforms

clearly to determine their final effect on the future welfare of the nation. We will have to hear all sides of every question in order to insure sound judgement in final action. We will have to set aside any purely political ideas where they conflict with the welfare of the country, and unite behind those reforms for the general good. We must rise above party politics and avoid action tied strictly to party lines, concentrating on the national welfare.
Progress in truly democratic practices and true representation of the people in government must go on unimpeded. Therefore, I charge this Legislative Assembly as one of its first duties to provide laws and machinery whereby all adult Southern Koreans will, at an early date, be able able to exercise direct universal suffrage in the election of an all-elected national legislative body as well as in election of key officials on all levels. Through this process I foresee progress in representative democracy beyond the highest hope of most of those who hear my voice.
