Telecommunications - No violations reported during the period. 4. CIVIL RELATIONS. a. Disturbances - No civil disturbances reported during the period. b. Political Parties and Other Organizations - The 7th Division reports that an unauthorized Communist meeting was held at CHUNCHON¹ on 25 June 46. Local police disbanded the meeting and arrested thirteen men for investigation and action by Military Government. A preliminary survey disclosed that members of such Leftist organizations as the Democratic People's Front and the Democratic Young Men's Alliance attended this meeting. c. Korean Press. (1) Recently several newspapers have been brought to SEOUL from N. KOREA. A translation of articles from these papers has been made by this Headquarters. See Incl #1. (2) For the purpose of showing matters of current public interest in KOREA, translations have been made of the headlines of the leading articles of all major newspapers in SEOUL and of the text of the articles considered to be of particular interest. See Incl #2. (3) Digests of the 30 June and 1 July editions of the leading SEOUL newspapers have been made by the Public Relations Office, this Headquarters. The "Korean Press Summaries" are attached hereto. 5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS. Whether there is an outright conscription of labor in N. KOREA has always been a debateable subject, although it has been established fairly well that the Communists have used various methods to persuade "voluntary" enlistment. More recent indications tend to confirm the belief that the mobilization of workers is arbitrary. Information obtained from a translation of SEOUL police station reports indicate that KIM, Il Sawng, head of the Interim People's Committee, has ordered the conscription of all young men from 17 to 27 years of age in N. KOREA. The report is based on an alleged broadcast of the PYONGYANG Radio Station at 0600 hours on 14 June 1946. At this time it was announced that the Interim People's Committee had declared its intention of restoring the "ancestral country" and increasing the output of food and products in N. KOREA. In fulfillment of this goal, General KIM, Il Sawng has ordered the mobilization of all young men, as stated above, for duty as patriotic laborers. Anyone who refuses to comply with this edict will be punished. According to the broadcast, General KIM was to start a tour of inspection on 16 June 46 of the important cities in both North and South HAMGYONG Provinces. 6. MISCELLANEOUS.
