Following are general comments on UNTCOK and related activities since those reported Seoul POLAD's 270 April 26.
1. Meetings: At 33rd plenary session on morning April 28, Commission adopted resolution to proceed with observation of election (text telegraphed Seoul POLAD 283 April 28).
At 34th plenary session afternoon April 28, 35th session morning April 29 and 36th session afternoon April 30, Commission debated what it would do after election and where it would write its report. These meetings culminated in resolution adopted at 36th session April 30 to write report in Tokyo. (Text telegraphed Seoul POLAD's 292 April 30 and 298 May 1).
(Note: The 31st and 32nd plenary sessions have not hitherto been mentioned in these weekly summaries. Number 31 took place on April 3 for further discussion of General Hodge's request for postponement of election. Number 32 on April 17 passed resolution re death Roxas.)

Main committee met morning April 27 to discuss reports on observation tours made previous week. These were approved with little discussion. Some minor deficiencies noted by some members were directed to be brought to attention liaison officer General Weckerling.
2. Documents: Press release 57, April 28, confirming decision observe election. Restricted document A/AC.19/69 April 30 contained resolution write report in Tokyo. (Department please note that POLAD does not receive all restricted documents and that therefore USUN should obtain full set at Lake Success.)
3. General attitude of delegates: Seem well satisfied with results of previous weeks observation trips which, along with favorable results of former observations, moved Commission to proceed with observation of election. Patterson and Mughir abstained in keeping with their apparently fixed determination to oppose UNTCOK doing anything constructive about problem of Korea. In fact Patterson first voted "no" but latter changed his vote to abstention. Paul Boncour abstained, so he says, because he thought that "free atmosphere" existing is better than "reasonable".
In general, as reported during past week, delegates and secretariat staff are tired of Korea and homesick but "vacation" in Japan preparing report may restore their morale.
4. Korean attitude: Korean interest in election continues to be sustained but Pyongyang conference news detracts from wholehearted concentration on election. In Seoul hundreds of Koreans line up to read newspaper bulletin boards and rumors abound as to what is going on in Pyongyang. Rightist papers deprecate this Communist red herring and rightist leaders are making effort exert party discipline to force some freelance rightist candidates to drop out of election in favor of other more approved candidates. Registration of Daniel Choi (dismissed chief of Seoul police detectives) in Rhee's district is causing some comment (said American deliberately got him registered to oppose Rhee).
5. Communist opposition: Violence and threats are current (although as yet not so serious as anticipated) and advice to Communist followers to vote for party members (not registered), other persons not registered, or cast blank votes so that in this manner it may become known how many oppose South Korea election. As previously reported attacks on and murder of some election officials or members of their families create fear and unrest among that body of public servants which gives command some

concern. We fear this form of violent opposition may be stepped up as election day approaches. Cheju Island riots appear to result from dissatisfaction not entirely connected with election. Six page breakdown of various incidents submitted to UNTCOK is being airmailed.
6. Other telegrams during week on UNTCOK matters were: 271 April 26; 274 and 277 April 27; 280 April 28; 283 April 29; 292 April 30; 296 and 298 May 1.
