Following are general comments on UNTCOK and related activities since those reported Seoul POLAD's 304, May 3: One. Meetings: Main committee met May 3 and approved revised plan for observation of election as contained in restricted document A/AC.19/W.42/7, copies of which were airmailed Department that date. On May 7 and 8 delegates and staff began leave Seoul to their posts of observation. At 37th and 38th plenary sessions held May 5 and 6, form and outline of report to General Assembly were discussed. Part one of report will cover developments up to election and part two election itself. Certain contested candidate cases (of which UNTCOK has received several) were also discussed but no definite action taken. Some of these contested cases may have to be examined after election if UNTCOK insists but none is sufficiently serious to lead to belief that they will materially change UNTCOCK's report. Two. Documents: Press release number 58, May 5 announcing membership of liaison group (delegates of France and China with appropriate staff) to remain in Seoul during proposed absence of commission in Tokyo. Three. Tokyo trip: Commission sent Haussner to Tokyo to arrange for proposed trip there on May 15 of 34 persons for purpose of writing report by first week in June. He reported difficulties (Seoul POLAD 320, May 6) and have just learned that he is returning tomorrow without having been able to make satisfactory arrangements. With regard proposed Tokyo trip, Korean press has been critical. DONG A ILBO (extreme rightist) stated that Koreans were indignant at decision of UNTCOK to write report in hostile Japan (probably refers to Korean riots in Japan) and suggested that if report is to be written abroad why not China or some other country. Four. Future commission plans: After election delegates intend meet in Seoul May 12, 13 and 14 to discuss election results and possibly to hear Kim Koo and Kimm Kiusic whom commission has invited give it their observations on north-south leaders conference at Pyongyang. Then commission considered going to Tokyo after which plans seem indefinite. Some think commission will return to Seoul; others think only part of delegation --- p438 --- with an almost entirely reconstituted secretariat personnel. We are frequently asked for our views on what UNTCOK's future functions should be and more and what US plans and policies with respect Korea are. We naturally express hope that UNTCOK will carry off remaining provisions of UN resolution but that reply is not very helpful in view of general nature of that resolution (except paragraph four thereof), anomalies arising out of North Korean and USSR boycott of what UNTCOK is doing in South Korea and various press stories about future US policy especially with respect to withdrawal. I shall submit separate telegram on this subject shortly as we feel it is becoming so "hot" that Dept can best give answer through secretariat at Lake Success or in some new directive to us here, substance of which we could convey to various delegates. Five. Korean attitude: There is still sustained interest in election which takes place tomorrow. It is not believed that return of Kim Koo and Kimm Kiusic will materially affect results. Communist inspired violence which may intimidate many voters to avoid polls is more serious. Reports today from Taegu and Cheju Island are not reassuring. Between April 6 and May 4, of election officials seven were killed and nine seriously wounded and two candidates assassinated. Six.
