경무부장에게 보내는 비망록
1. 위와 같은 제목의 1948년 6월 10일자 첨부서한이 사려 깊게 고려돼왔다.
2. 제주도의 최근 상황은 비정상적이므로 법과 공중치안을 회복시키기 위해 경찰과 경비대의 증원이 요구됐다. 현시점에서 경찰의 상시증원에 대한 어떤 결정도 비정상적인 상황에 근거하게 될 것이며 향후에도 바꾸기 어려울 것이다. 일단 제주도 경찰의 위상과 지위가 높아지게 되면 실제로 증강이 요구되든 아니든 간에 한국경제에 부담으로 남을 것이다.
3. 국방경비대는 야전훈련을 위해 제주도로 파견하는 연대들을 교대시킬 계획이다. 1개 연대가 제주도에 4～6주 동안 주둔할 것이다. 산간지대에는 항상 훈련에 임하고 있는 연대가 있게 될 것이다. 이것은 반대세력이 산으로 도피하여 그 곳에서 조직하고 훈련하는 것을 막는데 기여할 것이다. 이는 또한 경찰에게 자신들을 실제로 지원하고 후원할 수 있는 병력을 보태주는 것이기도 하다. 도지사는 대부분 타지역 출신들로 구성된 국방경비대 1개 연대를 항상 준비되어 있는 상태로 보유하게 될 것이다.
현시점에서 제주도의 임시 과잉 경찰력을 너무 빠르게 감축시켜서는 안 된다. 그러나 법과 질서 유지에 필요한 최소한의 경찰력 규모는 제주도의 수비대로서 그 숫자가 결정되어야 한다.
4. 제주도의 경찰에 제주 도민들을 채용하기 위한 모든 노력이 이뤄져야 하며 그들은 제주도의 경찰학교에서 훈련받아야 한다. 이 학교는 특별히 국립경찰의 교관들을 선발했어야 했다. 제주도의 고위경찰 간부들에게는 제주도지사를 위해 일해야 한다고 지시해야 한다. 항상 제주도지사가 제주도의 최고 권력자이고 경찰과 경비대는 치안과 공공질서를 유지하기 위한 지사의 도구라는 점을 명확히 해야 한다.
5. 산악 경찰부대를 창설하는 것은 바람직하지 않은 것으로 사료된다. 제주도의 지형이 그와 같기 때문에 기마대는 거의 굽은 길에서 자동차부대와 마찬가지로 속도와 장거리 이동성을 상실하게 될 것이다.
기마대는 그와 같은 지형에서는 그 자체가 구식임이 입증됐다. 산악경찰도 마찬가지다.
6. C항에서 구체화된 건의사항 관련
a. 제주도의 경찰감찰청을 경찰관구로 승격시키는 건의사항은 승인되지 않았다.
b. 제주도에 2개 경찰서를 신설해야 한다는 건의사항은 승인되지 않았다.
c. 현재 승인된 500명의 경찰력이 상시적으로 800명으로 강화돼야 한다는 건의사항은 승인되지 않았다.

SUBJECT: A Summary Report on the Jei-Ju Police
MEMORANDUM TO: Director, National Police
THRU : Adviser, National Police
1. The attached letter of 10 June 1948, subject as above, has been carefully considered.
2. The recent situation on Jei-Ju Island was unusual and required an increased strength of Police and Constabulary in order to insure the restoration of law and public safety. Any decision at this time for the permanent augmentation of the Police would be based on an unusual situation and would be hard to change in the future. An increased Police Force on the Island in rank and status, once made, will remain a burden to the economy of Korea whether actually required or not.
3. The Korean Constabulary plans to rotate regiments to Che ju-Do for field-training. A regiment will remain there for a period of four to six weeks. There will always be a regiment training in the mountains. This will contribute to preventing dissidence from fleeing to the mountains and organizing and training there. It also gives the Police a force that can give them real support and backing. The Governor of the Island will always have on call a Constabulary Regiment composed, for the most part, of non-island personnel. The temporary over-strength of the Police on Cheju-Do at this time should not be reduced too quickly. However, the least number of Police necessary for the maintenance of law and order should be the number decided upon as a garrison for Cheju-Do.
4. Every effort must be made to recruit Islanders for the Police Force there, and they must be trained at the Police School on Cheju-Do. This School should have specially selected instructors of National Police Force. The senior Police official of the Island must be instructed to work for the Governor of Cheju-Do. It must be distinctly understood at all times that the Governor of Cheju-Do is the No. 1 man on the Island and that the Police and the Constabulary are his instruments for maintaining peace and public order.
5. It is believed inadvisable to organize a mountain Police unit. The terrain on Cheju-Do is such that a horse unit would be almost as road bound as a motor unit and lack the-speed and long range mobility of a motor unit. Horse cavalry has proved itself outmoded in such terrain. The same holds true for mountain Police.
6. Relative to recommendations embodied in paragraph 0:
a. Recommendation to elevate Cheju-Do Island from the status of Police Inspection Command to Police Division is not approved.
b. Recommendation that two District Police Stations should be newly set up on Cheju-Do is not approved.
c. Recommendation that the present authorized strength of 500 be permanently increased to 800 is not approved.
