수신: 제20연대장 로스웰 브라운(Rothwell H. Brown) 대령 발신: 6사단장 올랜도 워드(Orlando Ward) 소장 친애하는 브라운에게, 본인은 귀하가 (본관이 지휘하는 6)사단을 떠나는 것을 서운하게 생각하며 귀하의 새로운 임무에 행운이 함께 하기를 기원하는 바이다. 본인은 귀하가 제주도를 책임지게 된 것을 다행으로 생각하며 제주도가 매우 잠잠해질 것이라고 확신하는 바이다. 본인은 한가지 주의를 환기시키고자 하는데 그것이 적절할 지 그렇지 않을 지 모르겠지만 본인은 과거에 남아메리카와 그 밖의 지역에서 공산주의의 선동과 관련이 전혀 없는 엄청난 규모의 소요와 혁명이 있었던 때를 상기하지 않을 수 없다. 그것은 제주도에 공산주의의 선동이 없다는 것을 의미하지는 않는다. 또 한 가지, 본인은 주요한 문제가 경찰의 증오심에 의하여 발생되었다고 심각하게 느끼고 있다. 이러한 소요들은 시민들이 신뢰하지 않는 사람들을 교체하여 적절한 조치를 강구함으로써 자극요인들을 제거할 때까지 계속될 것이다. 본인이 귀하의 주의를 환기시키고자 하는 또 하나의 사항은 제주도 주둔 군정중대의 내부경제와 훈련상태가 매우 빈약한 상황이라는 것이다. 본인의 최근 시찰에서 본 바에 의하면 그들은 귀하의 부대와 비교해 볼 때 매우 준비가 되어 있지 않았다. 본인은 귀하가 군정중대를 강화시키기 위하여 필요한 조치를 취할 것이라고 확신하는 바이다. 본인은 또한 군정 중대원들이 시내에서 매우 빠른 속도로 달린다는 것에 주목하는 바이다. 이러한 사항은 교통사고를 일으킬 경우에 매우 빠르게 적개심을 일으킬 것이기 때문에 좋지 않은 행위이다. 무장한 한국 민간인들이 거리를 활보하고 있다는 보고를 받았다. HEADQUARTERS 6TH INFANTRY DIVISION APO 6 1 March 1948 THRU: Commanding Officer 20th Infantry Regiment APO 6 Unit 2 TO : Commanding Officer Cheju Detachment I hope you have read the Defense of Duffer's Drift. If not you should read it. Your situation is comparable to the author's. It is always interesting and to one's advantage to sit down and estimate the situation. Never be caught in the position, "When in danger - when in doubt - run in circles, scream and shout." What would you do if a foreign power landed on the field near your barracks, as if by accident, but probably by design? What would you do if one of their ships was ostensibly shipwrecked? In short, what would you do if a group of armed men of foreign origin, landed on your isolated island? You, of course, would contact the Military Government commander. On the other hand, suppose you were unable to contact him. What would you do? Think it over. Talk to him about it? What is the International law involved? What is to our (the United States) best interest? You, as an officer in command of troops, must be sure that you have anticipated situations such as these. You must be certain that you have mobility. You must be certain that you have communications. You must have "plays" to meet probable situations. How would you contact such a group? Would you do it yourself in such a manner that you would be held as hostage, leaving your detachment without a head? Would you send a message by one of your Enlisted men, arranging for the leader of the visitors to meet you at a place where you could dominate the situation? Have you thought of these things? Have you considered what you would do? If not, you better start thinking. Seldom in your life will you have the independent command you have now. Looking backward, I can anticipate that there will be many times in your career when you will criticize the commanders over you for not doing this and not doing that. You now have the opportunity of being an independent commander yourself. You are the target for comment. You should look forward, backward, and into the present. You have the privilege, the duty, and responsibility on your shoulders. In other words, you are in a position to be criticized by your subordinates and superiors, if in an emergency you are found wanting. Any lack of preparation, of discipline, or of training, on your part, might mean a great deal to your country. Lack of imagination, lack of forethought, lack of planning, might be disastrous. I am writing this letter to stimulate the thoughts and actions of you and those who follow you in this assignment. You should certainly take advantage of this rare opportunity when you, as a soldier, are placed upon your own. Remember that "it is much easier to be controversial than constructive." Your resources are limited, but --- p318 --- certainly forethought, planning, anticipation, and time, are all available to you in unlimited quantities.
