During the period 1 March 1948 - 1 July 1948, bands of native raiders numbering from ten to fifty men committed numerous acts of violence, primarily in protest against abuse of authority by police. Subversive elements unfriendly to Military Government have taken advantage of the civil unrest to promote their own cause. Since 27 June 1948 conditions have become tranquil with no acts of violence reported. b. Friendly Forces: - Own Troops: - The garrison at Cheju Do can be supported in emergencies and weather permitting, by two platoons of Infantry from the 2nd Bn, 1st Inf, airlifted from the Pusan airfield. Korean Constabulary: - Disposition is indicated on accompanying overlay. Strength of units: 1st Bn, 9th Regt - 251 3rd Bn, 5th Regt - 1014 3rd Bn, 6th Regt - 1014 Constabulary troops are engaged in apprehending and screening Cheju Islanders suspected of participating in raids. Constabulary forces are directly subordinate to Department of Internal Security in Seoul. National Police: - Disposition: A force of 620 policemen is distributed among the twenty-seven permanent police boxes which extend around the perimeter of the island, at a distance not exceeding one kilometer inland. Additional, temporary police sub-stations are established further inland as conditions in the opinion of the Police Chief warrant. Police mission is to furnish protection to island residents. Police are under command of District Chief of Police with Hq at Cheju City(951-1152). Relations between forces - Friction exists between Police and Constabulary. The Cheju Islanders generally are friendly toward Constabulary and hostile toward Police. Coast Guard - A patrol of three vessels is maintained continuously around the Island. Mission of patrol is to prevent landing of subversive elements on Island, to intercept smugglers, and to enforce fishing laws. Patrol is based at Mokpo (938-1308) and is subordinate to Hq Korean Coast Guard at Seoul. 2. The Sixth Infantry Division is charged with the support of Military Government or comparable authority on Cheju-Do Island and the taking of such emergency action in cooperation with Military Government or comparable authority as is necessary to prevent a coup. 3. Effective 26 August 1948 the 1st Infantry Regiment will: a. Be responsible for furnishing, operating, and controlling one rifle platoon on Cheju-Do Island. Be prepared to support the platoon on Cheju-Do by two platoons from the 2nd Bn to be airlifted from Pusan airfield. b. Utilize this platoon to back up Military Government or comparable American authority. The platoon will not interfere with local disturbances unless American lives or property are threatened. c. Keep abreast of the local situation and keep Division Headquarters advised at all times. d. Take such emergency action in cooperation with Military Government or comparable authority as is necessary to prevent a coup. e. Keep Cheju-Do Island airfield clear and functional. f. Conduct a training program for the platoon on Cheju-Do Island in compliance with training memorandum with special emphasis on the following: (1) Inspections. (2) Scouting and patrolling. (3) Squad and Platoon Tactics. (4) Individual cooking. (5) Tactical marches. (6) Night exercises. (7) Physical conditioning. g. Will so dispose the security of the platoon to provide against the possibility of any type surprise attack. This is of particular importance on Cheju-Do where armed attacks on police authorities have been encountered. H. Designate an officer to inspect the Cheju-Do garrison once each month submitting a report of inspection together with any recommendations to this Headquarters. I. The platoon leader of the Cheju-Do Platoon will familiarize himself with all letters and memoranda concerning the Island. He will keep a daily journal submitting one copy to this Headquarters. 4. a. The Platoon will be attached to 59th MG Company for Class I and II supply. The 1st Inf Regt is responsible for all other supplies and logistical support. b. The primary means of transportation for units of the 1st Inf Regt to and from Cheju-Do Island will be by water as arranged by this Headquarters. c. Commanding Officer, 1st Inf Regt, will furnish one (1) 1½ ton and two (2) ¼ ton vehicles for use of the Cheju-Do garrison. 5. Communication to Cheju-Do consists of one SCR 399 operated and maintained by Military Government. The platoon leader will maintain close liaison with Military Government for receiving and transmitting messages to Hq 6th Inf Div which is done on a schedule basis.
