1948년 4월 27일자 서울 정치고문관 보고서 제279호에 포함된 1월 1일부터 4월 27일까지 한국에서 일어난 소요통계 및 이에 따른 결과와 관련해 다음은 1948년 4월 30일까지의 완전하고 수정된 통계입니다. 이 통계는 서울의 제24군단 사령부 정보참모부가 작성했습니다.
대부분의 이들 소요는 남한 출신이거나 특정 파괴활동을 목적으로 남한에 파견된 북한출신이거나 간에 공산주의자들의 파괴활동 때문이라고 믿어집니다.
4월 제주도에서 발생한 소요는 단지 부분적으로만 공산주의자들의 활동 때문이라고 사료됩니다. 군정장관 윌리엄 딘 소장은 제주도를 방문하여, 주로 이북출신들인 경찰과 최근 제주도에 들어온 청년단체 회원-이들 또한 주로 이북출신으로 구성된 서북청년단원으로-에 대한 제주 도민들의 적개심이 많다는 것을 알았습니다. 제주 도민들은 분명히 모든 육지사람들을 싫어하며 남한사람들이 싫어하듯이 북한 사람들에 대해 특별한 반감을 갖고 있습니다. 바꿔 말해 자신들이 역사적 관점을 견지하고 있는 제주 도민들은 이방인들이 치안을 맡거나 간섭하는 것을 원하지 않습니다. 그들은 그들 자신의 경찰력을 원하고 있습니다. 분명히 공산주의 선동가들은 이러한 적개심을 간파하고 제주도에 출현해서 자신들의 대의 명분을 위해 나쁜 상황을 극대화시키고 있습니다.

[illegible] List of these disorders are believed to be due to sub-versive activities of Communist stooges, either South Koreans, or North noreans sent to South Korea for specific subversive activities.

The disorders occurring on Cheju Island during the month of April are believed to be only partially due to Communist activities. Military Governor [illegible] F. DEAN, visited the Island and found [illegible] among the islanders toward the police who happen to be largely North Koreans are toward certain youth groups which have repeatedly appeared on the island, also composed, largely, of North Korean members of the Northwest Youth Association. The Cheju islanders apparently have a dislike for all the island Koreans and, along with the South Koreans, they share a special antipathy toward North Koreans.) In other words, the Cheju islanders do not want to be policed by or interfered with out siders, which is in keeping with their history, perspective it they want their own police force. Apparently the Communist agitators discovered this resentment and they appeared on the island to make the most of a bad situation in the interest of the Communist cause. [illegible]
