1. 최근 상황 전개 :
c. 제주도 선거: 1948년 5월 10일 선거 동안에 투표자와 투표소에 대한 습격을 포함하여 대규모의 폭동이 제주도에서 발생했다. 선거 결과는 무효로 선언됐고, 그날 이후 국회 내 2개 의석이 제주도 지역구 의원 선출을 위해 공석으로 남겨져 왔다. 1949년 5월 10일에 공석을 채우기 위한 선거가 있을 예정이다. 유엔한국 위원단의 한 위원회가 그 선거를 감독하기 위해 5월 8일 제주도로 출발하기로 예 정되어 있었다. 이승만 정부의 전 외무부 장관인 장택상은 보고된 바에 의하면 국 회의 한 의석을 얻기 위해 제주도 국회의원 후보로 출마할 것이다.1
논평: 대규모의 군사 작전이 몇 개월 동안 제주도에 있는 게릴라 부대들에 맞서
실행되었고 한국 육군은 게릴라 활동을 진압하는 데 현저한 성공을 거둔 것으로 보고되었다. 분명히 남한 정부와 유엔한국위원단은 이제 제주도의 상황이 선거를 치르기 위한 자유로운 분위기에 도움이 된다고 생각하고 있다.
d. 순시를 끝마친 이승만 대통령: 이승만 대통령은 1,500마일에 해당하는 남부 지방 친선 순시를 끝마치고 귀환했다. 그의 순시 기간에 대통령은 거의 1백만 명으로 집계되는 군중들에게 예정된 20회의 연설을 하였다. (B-2)2
논평: 분명히 이승만 대통령은 남부지방 국민들에 대한 자신의 인기를 증가시
키려고 시도하고 있다. 남부지방은 이승만 정부에 대한 불만이 가장 많이 표출된 곳이었다.

POLITICAL REPORT
1. Recent Developments:
e. Retention of U.S. Troops Advocated: A joint society of rightist groups headed by President RHEE, reportedly is preparing posters which advocate delay in the anticipated withdrawal of U.S. troops from Korea. The posters will be distributed in Seoul, prior to the 10 May anniversary of the
United Nations supervised elections, which led to the establishment of the
South Korean Republic. Statements on the posters will urge that U.S. troops remain in South Korea until the departure of Soviet forces from North Korea has been confirmed or until the future of the Republic has been safeguarded.
They will also demand abrogation of the United Nations veto power and will announce a mass meeting which will be held on 10 May, in commemoration of the 1948 elections. (B-2)(a)
Source Comment: President RHEE and his followers, concerned over Communist victories in China and the instability of their own government, probably are planning a scheme to secure public support for the retention of the stabilizing influence of U.S. troops, and to forestall a probable future collapse of the shaky RHEE government. (a)
b. Attack on North Korea Rumored: Rumors to the effect that some South
Korean Government officials are planning an invasion of North Korea, before the departure of U.S. troops, are circulating among troops of the South Korean
Army. The planned invasion is said to be predicated on the reasoning that
Chinese Communist troops will soon become available to assist the North Koreans and that there is a better chance of involving the U.S., in the struggle, if
U.S. troops are on the scene. (B-3)(a)
Comment: Although the information concerning an invasion of North Korea
is unconfirmed, it is possible that some South Korean officials feel that their terms of office will be limited should U.S. tactical forces be withdrawn, as rumored.
c. Election Scheduled for Cheju Island: During the 10 May 1948 election, extensive disturbances occurred on Cheju Island including attacks on voters and polling booths. Election results were declared void, and since that date, two seats in the National Assembly have been held vacant for Cheju
Island representatives. An election to fill the seats is scheduled for
10 May 1949. A committee of the United Nations Commission on Korea (UNCOK)
was scheduled to depart for Cheju Island, on 8 May, to supervise the election.
CHANG Taik Sang, former minister of Foreign Affairs in President RHEE's
Government, reportedly will run for a seat in the Assembly as a representative from Cheju Island. (a)
Comment: Extensive military operations have been conducted against
guerrilla forces on Cheju Island for several months and the Korean Army has reported marked success in quelling guerrilla activities. Apparently the South Korean Government and UNCOK now feel that the situation on the
Island is conducive to a free atmosphere for an election.
d. President RHEE Completes Tour: President RHEE has returned from a
1,500 mile good will tour of the southern provinces of South Korea. During his trip, the chief executive made 20 scheduled speeches to crowds totaling nearly a million persons. (B-2)(a)
Comment: Apparently President RHEE is attempting to increase his populari-
ty with people of the southern provinces. These provinces have been the scene of most of the dissatisfaction which has been demonstrated against the RHEE Government.
