WEEKLY ACTIVITIES OF K M A G CG, USAFIK Chief, KMAG 26 April 1949 MISn:oy 1. The President of Korea has verbally agreed to a modification of the offices of DND. In general, the new-planned organization will dispose of the office of the Supreme G/S, DND, reduce the number of Bureaus from 6 to 3 and vest more authority and responsibility in the Chief of Staff, Army, and Chief of Opns, Navy. It will reduce the number of Officers assigned DND from 119 to approximately 19. This is considered a great step forward in the organization of the Korean Armed Forces. New organization to be effective c/a 1 May 1949. 2. C/a 15 July, the 1st Regular Military Academy class will commence at KMA. This class will consist of approximately 300 Cadets and will be of two years duration. Such other Officer candidate classes as are required to fill existing authorized Officer strength will be run concurrently with the Academy class and will be of six months duration. Size of classes will be approximately 500, dependent upon current requirements. 3. Orders received from President to cease Reserve recruiting. Budgetary allocation permitted a Reserve Corps of 30,000. Of this number, approximately 22,000 had been recruited prior to receipt of order halting recruitment. DND states the order was issued because it was felt that a large Reserve force would detract too much from the primary mission of the RA (training) and because of the constant danger of infiltrating dissidents. 4. Recent inspm of Army field ration factory, conducted by Advisor G-4, reveals following: Factory is modern and sanitary and is being managed in a very capable manner. Production averages about 700 cases per day (60 packages to case) and guard was sufficient to protect government property on hand. Some facts about field rations: Small biscuit, containing dehydrated eggs and milk; flour, brown sugar, salt, water. Each package contains 1,000 calories, weighs 250 grams and costs 40 won per package. Ration has been used by units in field in opns against guerrilla forces. All reports indicate that troops like the biscuits and can live for about 3 days on a small quantity of same. Biscuit will be used to supplement the ration of troops engaged in field opns. 5. Plans for the trng inspm mentioned in report of 19 April have been firmed up and become effective immediately. One 2nd Lt and 3 Pvt from Inmingun deserted and turned in to SK forces. Reason for desertion unk. One Pvt first class from the Ho An Dae deserted and turned in to the SK forces. Reason unknown. b. Personnel in KA suspected of Leftist activities - no change since last report. 7. Operations: a. 38th Parallel: 7 incidents reported, with following results: Enemy: KIA 1; WIA 0; POW 0; MIA 0 KA: KIA 0; WIA 0; POW 0; MIA 0 b. South Korea: 12 incidents reported, with following results: Enemy: KIA 31; WIA 0; POW 22; MIA 0 KA: KIA 4; WIA 3; POW 0; MIA 0 c. Cheju Do: 2 incidents reported, with following results: Enemy: KIA 4; WIA 0; POW 92; MIA 0 KA: KIA 1; WIA 0; POW 0; MIA 0 d. Operations in general: No notable change in opns during period. Gen Chung from Chiri San Task Force Hq reports that body of Kim Chi Hwoi has been found. Kim Chi Hwoi was original leader of Yosu rebellion forces, an ex-Officer of 14th Korean Regt. Army Hq now requesting confirmation of this report. Opns terminate c/a 1 May 1949. 8. KA Strength: 3094 Off; 64484 EM; 1398 Cadets, TOTAL 68976. 9. Reserve Corps: 2nd OCS class to graduate 25 Apr 49. Strength: 118 Off; 1009 Cadet Off; Off Cand 133; 20955 EM; TOTAL 22215. 10. Korean Navy: Of 19 vessels inspected by Naval patrols, one was found to be operating illegally. Vessel was escorted to 2 DECLASSIFIED Authority NND 6 20855 SUBJ; Wkly Activities, KMAG 26 Apr 49 WHS W:oy Inchon for further examination and investigation.
