Civil Unrest- (1) CHEJU-DO Raiders Stop Up Action On 6 January Constabulary intelligence sources reported that there had been an increase in Raider activities on CHEJU-DO within the past week. The guerrillas are said to have had an increase in armament and now possess a mortar, 4 machine guns and additional rifles. Previously unreported attacks wore made by the rebels on a EALLII Myon (930-1130) village and on SHIBUK, a small north CHEJU village (coordinates unknown). In the attack in HALLIM Myon on 3 January 5 civilians were killed and 50 houses were burned, while in the raid on SEIBUK on 4 January the guerrillas were driven off by combined police-Constabulary action before serious damage was done. (Constabulary Report) COMMENT: Korean Security forces see a parallel between the reported increase in guerrilla activities and the appearance of 2 vessels, flying the Soviet flag, on 3 January (P/R 1029). A more likely cause for the increase in unrest is that the Raiders are taking advantage of possible confusion attending the replacement of the 9th Regiment by the 2nd Regiment.
