상황, 전라남도
사면 정책이 매우 성공적이다. 첫 보고는 반란군 50명이 소총 20정과 카빈을 들고 자발적으로 체포되었다는 것이다. 이후 보고는 무기의 숫자는 알려지지 않 았으나 272명이 투항했음을 보여 주고 있다.
상황, 제주도
통상의 작전이 계속되고 있다. 1월 10~18일 경비대 19명이 죽고 38명이 부상을 입었다.

The following items were pertinent to the activity of KMAG the week
17 through 23 January 1949:
1. Weaknesses in Supply procedures made subject of letter to Minister
National Defense.
2. Prevented purchase by MND of 1000 horses ahead of any planning for their support.
3. Engr Demolition Team to Cheju do to seal caves from old Jap defense positions now being used by Rebels.
4. Sight mounts not as yet received for cannon. 50% short.
5. Artillery training started 17 Jan and hope to have 6 Bns capable of massing their fires by 1 April.
6. Authority to activate another Regt at Kwangju has been requested by Constabulary from MND. Availability of weapons will probably be deciding factor.
7. Equalization and redistribution of arms between Regts and Brigs progresses.
8. Constabulary has established road blocks at Kaesong, Munson, Tong
Duch Chon Ni, Pochong, Chunchon and Kangnung.
9. 7th Brig organization, Seoul area, proceeds.
10. Strength of Reserve to date, 731 - all selected leaders.
11. Strength of Constabulary: 67,090
Coast Guard : 3,438
12. Casualties in Constabulary since 1 October 1948:
Killed: 42 Off, 192 EM
Wounded: 19 Off, 160 EM

13. Situation, Chung Cheng Pukto:
Operation of 6th Brig elements against 60 Rebels in vicinity of Wol Kak San, Han Su, Chungju completed and Constabulary withdrawn. Casualties: Rebels, 34 Killed, remainder dispersed; Army, 1 Officer and 5 EM Killed; Police, 1 Killed, 1 Wounded.
Situation, Kangwondo: Quiet.
Situation, Cholla Nam Do:
Amnesty program seems very successful. First reports were that 50 Rebels have been captured voluntarily with 20 rifles and carbines. Later report indicated 272 surrenders with number of arms as yet unknown.
Situation, Cheju do:
Usual operations continue; Constabulary casualties 10-18
January are 19 Killed, 38 Wounded.
14. 4 G4 Officers (From ZI) and 3 China Mission Officers interviewed, oriented and assigned.
15. In order to more closely coordinate efforts of Army and
DMD, American Advisors assigned to various Bureaus of DMD, in addition to primary duty of advising Army.
16. Rumor of envisaged rice ration allowance made subject of letter to Minister of National Defense, with recommendations that he contact Dept of Agriculture and make sufficient provision for Constabulary rations.
