3. 민간인 소요
a. 공산주의자들 테러
제주도 무장대, 위협과 테러로 마을 주민들의 지지를 얻어내다
8월 19일 무장한 20명을 포함한 무장대 40명이 세화리(985-1153)에 침입하여 주민들에게 북한선거를 지지할 것을 강요하며 백지투표 용지에 강제로 서명하도록 했다. 경찰은 이 무장대를 공격해서 격퇴했는데 양측의 보고된 사상자는 없었다.
보고에 따르면 무장 조직은 제주도의 모든 지역에서 주민들에게 백지에 이름을 기입하도록 하고, 인민군을 지원하기 위해 돈과 식량을 제공할 것을 강요하고 있다. 마을 주민들은 무장대로부터 양자택일 할 것을 요구받았는데, 자신들에게 협조하는 사람은 최악의 경우 경찰에 체포되어도 며칠 구류를 살다가 풀려날 것이고 협조를 거절하는 사람은 죽게 되며 그 집은 불 태워질 것이라고 하였다.
8월 18일 제주도의 중남부 지역에 위치한 서귀면에서 마을 주민 5명이 무장대로부터 칼에 찔려 중상을 입었다. 그 이유는 이들이 북한 정부와 선거를 지지하는 청원서에 서명하기를 거부했기 때문이다. (방첩대 정기보고 제199호. C-3)

1. ARMED FORCES
Police Patrol Attacked By North Korean Constabularyman
At 240430 August 5 or 6 North Korean Constabularyman came approximately 1500 yards south of the parallel to a point approximately 1500 yards northeast of TO MOON (927.4-1695.4) and attacked a police patrol of the TO MOON police box. The firefight which developed lasted about 20 minutes and each side fired approximately 25 rounds.
South Korean police investigated the scene and found the body of a man believed to have been an NKC, who had been shot to death. No identifying papers were found and no weapons were found in the vicinity. (CIC Flash Report. Police Report)
2. POLITICAL ACTIVITIES
a. Departure of UN Representatives Expected
It is anticipated that all members of the UN Commission will have departed from SEOUL by 02 September. The Chinese, El Salvador, Philippine, Indian and Canadian delegates are expected to leave on 26 August, followed by the French delegate on 02 September. The UN Commission is not expected to meet again in Plenary Session but it is possible that the Main Committee will meet to discuss consultations with the Korean Government or actually hold such consultations prior to the Commission's departure from SEOUL. b. Korean Diplomatic Representatives Announced
The Korean delegation to the United Nations General Assembly is to consist of the following persons.

(3) Dr. Chough Byong Ok, Counsellor
(4) Helen Kim, member
(5) Dr. Chun Kyu Hong, Legal Advisor
(6) Kim Moo Pyung, Economic Advisor
It is planned that CHOUGH Byong Ok will join the other representatives in Paris after making a tour to China, the Republic of the Philippines and the United States to express the thanks and appreciation of the Republic of Korea for these countries' assistance in the establishment of the Korean Republic and for their provisional recognition of the new government. CHEJU-DO Raiders Secure Villagers Support By Threats And Terrorism
On 19 August 40 raiders, 20 of whom were armed, invaded the village of SAI MHU LI (985-1153) and attempted to force the residents to place their names on blank ballots, indicating their support of the North Korean election. The police attacked the raiders and drove them off with no casualties reported to either side.

Raider groups reportedly have been visiting villages in practically every myun on CHEJU-DO, forcing the residents to place their names on blank forms and to contribute money and food to support the People's Army. Two alternatives are allegedly given the villagers by the raiders: Those who help the raiders will, at the worst, be arrested by the police, kept in custody for a few days, and then released; those who refuse to help the raiders will be killed and their homes burned.
It is reported that on 18 August 5 persons in SOK UI Myun, located in south central CHEJU-DO, were stabbed by raiders because they refused to sign petitions supporting the North Korean government and the election. (CIC P/R #199. C-3)
