a. 공산주의자들 테러
(4) 제주도에서 게릴라 집결 제주도 게릴라가 섬 남서쪽에 있는 대정면에 집결하고 있다는 보고가 있는데, 이는 이 지역에서 주민들의 좀 더 강력한 지지와 약한 경찰의 방해와 보다 효율적 인 남로당 조직이 그 원인이라고 한다. (방첩대 정기보고 제192호. C-3)
(5) 제주도에서 삐라 살포 8월 12일 공산당 노선을 추종하는 삐라가 "단정분쇄투쟁위원회"의 명의로 제주도 일대에 살포되었다. (방첩대 정기보고 제192호. F-3)
(6) 북한인들 제주도에 도착 자칭 "북조선인민군 증원부대 및 선거촉구위원회"라고 하는 새로운 공산주의자 들의 집단이 8월 7일 북한으로부터 제주도에 도착했다는 소문이 제주도 일대에 유포되고 있다. 전하는 바에 따르면 이 조직은 세 그룹으로 나누어져 있으며, 각 그룹은 15명으로 구성되어 있고 조천면, 대정면, 한림면으로 각각 파견되었다.

1. ARMED FORCES
a. North Korean Constabulary Attack South Korean Police
At 162000 August an estimated 20 North Korean Constabularymen came south of the 38th parallel and attacked the YANGKANG NI (1071.0-
1695.9) police box. South Korean police reinforcements were sent from
CHUNCHON. The firefight lasted approximately one hour but no casualties were reported. (7th Division Flash Report. C-3)
b. Soviet Ship Fires On South Korean Coast Guard Vessel
At 170400 August the South Korean Coast Guard vessel "KWANOJU", on patrol off the CHEJU-DO coast, sighted a 500 ton Soviet ship. The
Soviet ship was ordered to stop but this order was ignored and the
Soviet ship opened fire from deck-mounted machine guns on the Korean
Coast Guard ship. No damage or casualties were reported. (CIC Flash

2. POLITICAL ACTIVITIES
Communist Instructions In Preparation For 25 August Election
The SOUTH KOREA LABOR PARTY has issued orders instructing all
South Korean cell leaders to arrive in North KOREA on or before 25
August. The cell leaders are to bring with them a list of all cell members. (CIC S/I, 09 August. F-3)
Another report states that the SKLP is attempting to get all
Communists, moderate leftists, former SKLP members and even persons who are anti-SKLP to go to North KOREA to participate in the 25 August election. Those who go to North KOREA will be utilized by the North
Koreans in the election, taken into the party and kept in North KOREA after the election but will be allowed no freedom.
After the election the SKLP and the NORTH KOREA LABOR PARTY will no longer use their old party names but will operate under a new name which will be chosen for both parties. At such time the newly named party will be under the leadership of the present NKLP staff and the

(1) Public Official Beaten In SEOUL
During the afternoon of 16 August Dr. OH, Assistant
Director of the National Land Administration, was severely beaten by unknown assailants at his home in SEOUL. (7th Div Flash Report. A-1)

(2) Hand Grenade Exploded Near Seoul Police Box
At 162200 August a home made hand grenade, composed of an iron jacket filled with rocks, metal pieces, paper and black powder, was placed at the rear of a police box in SEOUL. The hand grenade exploded but caused no damage. (CIC Flash Report. A-1)
(3) Student Arrested For Handbill Distribution In SEOUL
On 15 August a student of the SEOUL University middle school was apprehended after he had completed the distribution of 500 DEMOCRATIC STUDENT'S LEAGUE handbills urging support of the 25 August election and the Democratic People's Republic. The student claimed to have been given 200 won for distributing the handbills. (CIC P/R #192. A-1)
(4) Guerrillas Concentrate On CHEJU-DO
It is reported that the CHEJU-DO guerrilla forces are concentrating in TAI JUNG Myun, in the southwest portion of the island, because of stronger popular support, less police interference and a more efficient SKLP organization in that area. (CIC P/R #192. C-3)
(5) Handbills Distributed On CHEJU-DO
On 12 August handbills following the usual Communist party line were distributed on CHEJU-DO by the "Separate Government Destructive Strife Committee" (CIC P/R #192. F-3)
(6) North Koreans Arrive on CHEJU-DO
Rumors are being circulated on CHEJU-DO that a new communist group calling itself the "Reinforcement of the North Korean People's Army and Election Urging Committee" arrived on CHEJU-DO from North KOREA on 07 August. This organization has allegedly been divided into 3 groups of 15 men each and one such group dispatched to CHO CHUN Myun, HALLIM Myun and TAI JUNG Myun. (CIC P/R #192. F-6)
(7) Communist Constabularyman Imprisoned
During the period 20 July - 01 August 16 members of the South Korean Constabulary were arrested and imprisoned for organizing a plot to assassinate present political leaders, disrupt communications and destroy equipment and sanitary facilities in South KOREA. The instigator of the plot is allegedly an agent of the North Korean People's Army. (CIC P/R #192. C-2)
