6. 제주도 경찰을 살해한 경비대원 3명이 지난주 제주도에서 처형되었다. 이곳 사령부 미고문관 2명이 지켜봤다.
8. 신임 미군고문관 4명이 도착하여 통위부에 배속되었다. 명단은 다음과 같다.

9. 제주도에 미군 장교들을 파견하는 것은 "해외 근무"로 간주 된다. 정상적인 교 대 기간은 3개월이다.
24. 해안경비대가 경비행기들이 토요일 제주도에 도착하였다고 보고하였다.

MAJOR AND MINOR MATTERS CONCERNING KOREAN CONSTABULARY

1. Applications of Ex-Officers received, total to date 510. Expectancy estimated: about 200 Officers. These will undergo refresher and indoctrination course at KCTC, along side present class, just entered.
2. Nurse acquisition program moving rapidly. Have necessary 20 to start refresher training at 34th General Hospital on 15 August.
Miss Barody, ex-nurse now with Department of Labor, doing exceptional work. Seems to be only one who tries to solve problem away from desk. Elements in Police, Constabulary, etc. who opposed, being briefed and educated. Efforts appear successful.
3. Steps advanced to acquire educated Korean technicians as junior Officers for our technical services (Ord, Engr, Sig, Med). Will take full course at KCTC before duty with units. Special Troop units are suffering from lack of technical Officers.
4. Advisor, DIS and team inspected 1st Regiment, KC, (near 34th General Hospital) 7 August. Due to Regiments being on extensive guard duty in vicinity of Seoul, good showing was not expected. Found otherwise. Regiment is excellent. CO is intelligent and active. Compared favorably to excellent American unit.
5. In 1st Regt, KC, last week, 85 suspected Communists were jailed. Included 1 Officer.
6. Three (3) Constabulary murderers of Police in Chaju do were executed last week in Chaju. Two American Officers this Headquarters, witnessed.
7. First of two Weapons Schools at Taegu training instructors in all Infantry Weapons, graduated 7 August. Brig Gen Song Ho and Col Wright (AC/S, DIS) attended. Steps being taken with XXIV Corps to get certain weapons to units in order that these new instructors be employed while matter is still fresh in minds.
8. Four new American Advisors, recently arrived, assigned to DIS, viz:

9. Detail of American Officers to Chaju do is to be considered "Foreign Service." Normal tour 3 months.
10. Curriculum at KOTC being markedly revised and improved. New CO assigned. (This Officer has made the 2nd Regt tops). New Advisor with school experience assigned. More American instructors to be given.
11. Following provisions taken already for security in case of disturbance or emergency for next 10 days:
a. Parading troops to spend minimum time in Seoul.
b. At end of parade, troops move to trains if spotted.
c. American Advisors in general, to remain at home stations, (or with bulk of troops.)
d. Americans and Koreans to check ammo before departure for Seoul.
e. Team earmarked to inspect for ammo on arrival here.
f. Ammo in Seoul prepared for quick issue.
g. Plans for Civil disturbance have been dusted off, read and discussed by American Advisors and Korean Staff.
h. Efforts of Police and Constabulary being coordinated by G-3, USANGIK.
i. American Duty Officers to be at DIS between 13 Aug and 16 Aug.
12. Six (6) KC Officers depart for Ft Benning Advanced course on 12 August.
13. All Korean Constabulary units instructed to assist in flood, fire, earthquake emergencies when called on by Civil Affairs Officers.
14. Study initiated to determine locations of units of KC when and if all American troops are relieved. This, in order that long term plans can be made for release of facilities, now temporarily held; in order that repairs be not made in case of future movement, etc.
15. Promotion policy being studied by ODDIS.
16. Organizing Headquarters, Sp Trps. (Previously omitted from T/O) Lt Col Mannes, Advisor, takes over.

20. Procurement 225,000 yards wool cloth for winter uniforms moving.
21. Compiling inspection guide and report form.
22. Planning to move Engr Depot to Ascom.
23. Planned to return Engr Plat with compressors from Kumje to Ascom
7 August.
24. Coast Guard reports that Cub planes arrived at Cheju do Saturday.
25. Attached letter is example of how Constabulary goes into action in emergencies.
