(2) 제주도에서 무장대 체포 (추가보고)
경비대는 7월 25일과 26일 이틀에 걸친 산악지역 작전에서 무장대 10명을 생포했다. 생포된 무장대 중 1명의 소지품에는 현금 10만 원과 무장대가 사용하는 암호, 반동분자로 분류된 우익인사의 명단 등이 있었다. 이 자는 생포된 직후 탈출했다. (방첩대 정기보고 제181호. B-2)

a. Additional Cabinet Members Appointed
The appointment of three more members of the Korean Cabinet by
President RHEE has been announced.
YOON Chi Yong - Minister of Internal Affairs
CHON Chin Han - Minister of Social Affairs
AHN Ho Sang - Minister of Education
It is expected that the remainder of the Cabinet members will be announced by 05 August.
COMMENT: YOON Chi Yong, elected to the National Assembly from
SEOUL on the HANKOOK DEMOCRATIC PARTY ticket, was formerly the personal secretary of President RHEE. YOON, as a member of the Assembly, was appointed to the National Assembly Liaison Committee created to maintain liaison between the National Assembly, the UN Commission and the Commanding
General of the U.S. Occupation Forces and also was a member of the Foreign
Affairs Committee.
CHON Chin Han was elected to the National Assembly on the
HANKOOK DEMOCRATIC PARTY ticket from KYONGSANG-PUKTO. CHON is Chairman of the GREAT KOREAN LABOR ALLIANCE and was one of the 33 members of RHEE's
National Representatives Group.
AHN Ho Sang is a philosophy professor of Seoul University.
AHN was educated in Germany and at Oxford and has been active in educational activities in KOREA for some time.
b. Youth Groups Contemplating Merger In CHUNGCHONG-PUKTO
The GENERAL ALLIANCE OF KOREAN YOUNG MEN, the NORTHWEST YOUNG MEN'S
ASSOCIATION, the NATIONAL SOCIETY for the ACCELERATION OF KOREAN INDEPENDENCE
YOUTH CORPS and the KOREAN INDEPENDENCE YOUNG MEN'S SOCIETY are reportedly contemplating a merger of their organizations in CHUNGCHONG-PUKTO. (CIC

(1) Communists Arrested In CHUNGCHONG-NAMDO (Delayed Report)
On 25 July the CHUNGCHONG-NAMDO police discovered an underground election of representatives to the North Korean Supreme People's Council was being conducted throughout CHUNGCHONG-NAMDO. Thirty-one SOUTH KOREA LABOR
PARTY members were arrested by the TAEJON (1040-1190) police between 26-29
July and charged with participation in this election. All of the communists arrested were officials of the Provincial Government. (CIC P/R #180. B-2)

(2) Raiders Captured on CHEJU-DO (Delayed Report)
During an operation in the mountains on CHEJU-DO on 25 and 26
July the Korean Constabulary captured 10 raiders. In the possession of one of the captured raiders was 100,000 won, pass words used by the raiders and a list of rightists classified as reactionaries. The man who possessed these items escaped shortly after his capture. (CIC P/R #181. B-2)

Representatives to North KOREA Arrested In KANGWON-DO
On 28 July the SHINBUK (1070-1690) police arrested 4 communists who were attempting to enter North KOREA. One of the arrestees had secret instructions from his party ordering him to attend the second Joint
Conference in PYONGYANG on 25 August. The other arrestees claimed to be entering North KOREA to go to school. (CIC P/R #181. C-6)

6. INTELLIGENCE CONCERNING ADJACENT AREAS
The following is a radio report transmitted to the Far East Command on
03 August:
An informant, a driver for a Soviet Army Rear Services Officer, stated that in early June most of the former Soviet Army Officers connected with
Headquarters Soviet Forces in North KOREA in PYONGYANG left that Headquarters and a new but smaller group took their place. Informant stated he was told by an interpreter and a Soviet Major that the new officers are from HAMHUNG.
He further stated officer personnel and vehicles have been decreased by fifty percent and the headquarters building in PYONGYANG contains many empty offices which were formerly occupied. (F-3)
Informant further stated that it is reported that Ground Force units at MIRIM-NI (880-1820) are now under the direct control of the elements of the 40th Division Headquarters stationed in PYONGYANG. (F-6)
COMMENT: There is no information to confirm or deny the above reports, but it is very likely that General MERKULOV has taken at least a portion of his staff with him to PYONGYANG from HAMHUNG, where the headquarters of the
40th Division have been last reported. No report has been received to indicate that the entire headquarters has been moved from HAMHUNG to PYONGYANG nor has any information been received to indicate that the 40th
Division has a new Commanding General.
On 28 July, one battalion of the Independent Mixed Brigade of approximately 300 men moved into SARIWON (880-1750) region. (F-3)
Another report indicates that a force of approximately 300 men called
"Protective Guard" moved into YANGYANG (1160-1732) and is now occupying border guard billets. It is further reported that this unit will take over the guard of the 38th parallel, but no date was specified. The term "Protective Guard" is not recognized. (F-3)
A directive reported to have been sent by PAK Houn Yung on 11 July states that the Soviet Army is planning to withdraw a majority of its forces by 15 August. The directive outlined a plan for disturbances in South KOREA simultaneously with this withdrawal. (F-3)
