g. 제주도에서 무장대 생포
(1) 6월 22일 무장대 9명이 북촌리(969-1155)의 한 동굴에서 생포되었다. 이들 중 2명은 6월 16일 경찰 2명을 살해했다고 자백했다. 경찰은 사제수류탄 여러 발을 압수했다. (미군정보고, B-2)
(2) 경비대는 6월 21일 오후 6시부터 다음 날 오후 6시까지 무장대 48명을 송당리(978-1148) 인근에서 체포하고 카빈 1정을 회수했다. 체포자 중에는 애월 경비대원 1명이 포함되어 있었다. 같은 기간 동안 폭도 29명이 삼양리(959-1153)에서 체포되었다. (미군정보고, B-2)

a. Press Report of Draft Constitution
According to the Korean Press of 23 June, the Constitution
Committee of the National Assembly has dropped the proposal for a responsible cabinet with executive power centering in a Prime Minister and has substituted a draft providing for concentration of executive power in the president with the cabinet responsible to him. (Korean Press)
COMMENT: When the draft Constitution was presented to the Assembly on 23 June considerable debate ensued. The debate, however, was stopped by adjournment until 26 June.
b. Moderates Infiltrate Into Rightist Party
It is reported that members of the KOREAN INDEPENDENCE PARTY have infiltrated into the CHINJU (1100-1350) branch of the UNITED YOUNG MEN'S
PARTY and now control that branch of the organization. The infiltrators plan to support KIM Koo and KIM Kyu Sik's policies. (CIC P/R #148. F-6)
COMMENT: Despite the evaluation of this report, the development is not unexpected in that this is not the first instance of clandestine opposition to the RHEE-HANKOOK line (generally supported by the UYMP) on the part of KIM Koo and his followers.

a. Communist Potential Assassins Arrested in PUSAN (Delayed Report)
On 15 June the police arrested one LEE Myung Oo who confessed being a responsible member of the SOUTH KOREA LABOR PARTY in the PUSAN Third Area and a member of the SKLP fighting group. LEE also revealed he had given a weapon to another communist with instructions for killing rightists, police, members of the National Assembly and staff members of the GREAT KOREAN LABOR
ALLIANCE. The police arrested the potential assassin and confiscated the weapon and documentary instructions. (CIC P/R #148. C-3)
b. Communist Terrorism in CHOLLA-NAMDO (Delayed Report)
On 16 June 4 rioters beat the village leader and two rightists in
CHINDO-UP (926-1270). (CIC P/R #148. C-3)
c. Rightists Terrorize Communists in CHOLLA-NAMDO (Delayed Report)
On 15 June a mob attacked the home of a member of the SOUTH KOREA
LABOR PARTY in NAJU Gun (972-1376), threatened the SKLP member and set fire to his house. (CIC P/R #148. C-3)
d. Terrorism in KYONGSANG-NAMDO (Delayed Report)
(1) On 18 June unknown persons threw a hand grenade at the home of

(2) On 15 June the chief of the TONG Myun fire department, YANG SAN
Gun (1202-1376) was killed by 3 terrorists. (Police Report)
e. Communist Killed In KYONGSANG-NAMDO (Delayed Report)
On 17 June a participant in the 02 June raid on the KIM HAM Myun office was killed in HADONG Gun (1075-1341) when he attempted to resist arrest. (CIC P/R #148. C-3)
f. Rioter Arrested In CHOLLA-PUKTO
On 20 June the police arrested 2 communist members of a fighting group who attempted to attack a local police box in WAMJU (1015-1430).

g. Raiders Captured On CHEJU-DO
(1) On 22 June 9 raiders were captured in a cave in the village of
PUKCHON NI (969-1155). Two of the prisoners confessed killing 2 policemen on 16 June. The police also confiscated several home-made hand grenades.

(2) The Constabulary, during the 24-hour period ending 221800 June, captured 48 raiders, including one AWOL constabularyman, in the vicinity of SONG DANG NI (978-1148). One carbine was recovered. During the same period 29 raiders were captured in SAMYANG-NI (959-1153). (MG Report. B-2)

On 22 June the Military Governor issued Executive Order Number 23 establishing an Election Review Board effective 25 June. The Review Board will be composed of the following members:
KIM, Young Moo Chairman - Chief Justice of the Supreme Court
KIM, Chan Yong Justice of the Supreme Court - appointed by the
Military Governor
YANG, Dai-Kyung Justice of the Supreme Court - appointed by the
Military Governor
CHANG, Myun Member - designated by the National Assembly
SUH, Soon Yung Member - designated by the National Assembly
The purpose of the Election Review Board is to present an opportunity for any defeated candidate to request a review of the validity of the election in the electoral district in which he sought election. This review must be requested by a written application not later than 9 July and must include the following information:
a. Name of the electoral district concerned
b. The defeated candidates name and address and the name of the elected candidate
c. A brief summary of alleged violations of the election law and/or the
