d. 개괄
(3) 공산주의자들, 제주도 폭동의 소강상태 설명 남로당 중앙당이 근로인민당에 보낸 평당원들에게는 공개되지 않은 2급 비밀로 분류된 비망록에 따르면 제주도 폭동이 잠잠한 것은 경찰과 경비대의 작전 결과 때문이 아니고 자신들의 자발적 결정에 의한 것으로 미국 점령군 사령관이 제 주도 폭동을 주한미육군의 철수 지연의 빌미로 이용하는 것을 막기 위한 것이다.
이 소강상태는 7월 하순까지 계속될 것이다. 보고서에 따르면 수많은 무기와 인 민군대가 장차 폭동에 동원될 수 있으며 필요하다면 더 많은 증원부대를 보내주 겠다고 김일성이 약속했다. (방첩대 정기보고 제164호. C-3)

1. ARMED FORCES
U.S. Patrol Fired On By North Korean Constabularymen
At 141000 July, 3 North Korean Constabularymen located at (938.4-1696.6)
fired 3 rounds at a 3-man U.S. patrol in the vicinity of (936.4-1696.4).
The U.S. patrol fired 7 rounds in return. No casualties resulted. (7th

2. POLITICAL ACTIVITIES
SOUTH KOREA LABOR PARTY Supports Dr. JAISOHN
During the last week of June officials of the CHUNGCHONG NAMDO branch of the SOUTH KOREA LABOR PARTY sent a letter to Dr. JAISOHN pledging to support and follow him as the greatest and most capable leader in KOREA. The letter was sent under the name of the KOREAN PEOPLE'S REPUBLICAN PARTY and was endorsed by fictitious signatories. (CIC P/R #164. B-2)
COMMENT: This "pledge" was dispatched prior to JAISOHN'S issuance of a statement in which he disclaimed all political ambitions. (See P/R #077, 06
July).
3. CIVIL UNREST
a. Communist Terrorism
(1) Communists Arrested In CHOLLA-PUKTO (Delayed Report)
Two staff members of the SOUTH KOREA LABOR PARTY in IRI (995-
1455) were arrested on 04 July and charged with making plans to kill police officers and members of rightist parties. (CIC P/R #164. B-3)
(2) Communist Hideout Discovered In CHOLLA-NAMDO
On 08 July the police conducted a raid on a home in DAI DUK RI
(946-1355) and discovered 7 members of the "XX Corps" communist action squad.
In the fight that followed the owner of the home (a widow) and 1 member of the communist squad were killed. One policeman was seriously wounded. The other communists escaped. The police confiscated 2 U.S. carbines with 6 rounds of ammunition, 1 air gun, 1 unserviceable shotgun, 3 swords and 5 rounds of Japanese ammunition. Investigation revealed that 5 other members of the squad had been sleeping in a nearby house but escaped when they heard the firing. (CIC P/R #164. C-2)
(3) CHOLLA-NAMDO Police Box Attack Disrupted (Delayed Report)
On 29 June a mob of 30 rioters who were planning an attack on a police box was discovered by the police in the mountains near YUSAN RI (1005-
1297). The police ordered the mob to disperse but they refused and in the ensuing fight 2 members of the mob were killed. (CIC P/R #162. C-3)
(4) Communist Murderer Killed In CHOLLA-NAMDO (Delayed Report)
On 06 July a SOUTH KOREA LABOR PARTY member in KWANTONG RI (971-
1369), wanted for a murder committed on 13 May, was shot and killed by the

(5) Police Attacked In CHOLLA-PUKTO (Delayed Report)
On 08 July police officers on duty in the mountains in the vicinity of KUNSAN (970-1450) were attacked by armed rioters. One policeman was wounded; all the rioters escaped. (CIC P/R #164. B-2)
(6) Constabularymen Attack Rightists In CHUNGCHONG-NAMDO (Delayed Report)
During the period 5 to 7 July 15 constabularymen from TAEJON (1040-1490), on furlough in SONG DONG Myun (coordinates unknown) beat the myun chief, a school principal, a teacher who formerly renounced affiliation with the communist party and 2 rightist leaders. Constabularymen were dispatched from TAEJON and an unknown number of men suspected of being involved in the incidents were arrested. (CIC P/R #164. B-2)

(1) Civilians Attacked In CHOLLA-NAMDO
On 09 July, 2 persons were attacked by a mob of 15 terrorists in YONGAN Gun (970-1309). One person was killed and the other was severely beaten. (CIC P/R #164. C-3)
(2) Civilian Beaten In CHOLLA-NAMDO
A tenant of the NAJU orchards (972-1334) was recently beaten and driven from his home by a group of 4 or 5 students from the NAJU Horticulture school. (CIC P/R #164. A-3)
(3) Police Disperse Mob In KYONGSANG-NAMDO (Delayed Report)
On 06 July a mob of 20 persons in JOO AM Myun (1222-1338) was dispersed by the police who fired over their heads. (CIC P/R #164. C-2)
d. General
(1) Communist Propaganda In KYONGGI-DO
On 11 July, 2 communist demonstrations were held in INCHON. Both groups, one consisting of approximately 80 people and the other of approximately 20 students, shouted anti-American and anti-National Assembly propaganda. (CIC P/R #164. C-3)
Additional propaganda in the form of handbills were distributed in SEOUL on 07 July. The handbills called upon the people to "smash" the UN Commission, the separate government in South KOREA and the pro-Japanese and terrorists who were using American weapons to Kill Koreans. (CIC P/R #164. F-6)
(2) Communist Agents In SEOUL
Two members of the NORTH KOREA LABOR PARTY are reportedly in SEOUL on an important mission of gathering information and spreading communist propaganda. Their expenses are supposedly being met by the sale of opium. (CIC P/R #164. F-6)
COMMENT: A recent report (see P/R #883) stated that 1000 pounds of opium is being shipped into SOUTH KOREA from North KOREA to defray the expenses of communist activities.

(3) Communists Give Reason For Lull In CHEJU-DO Riots
According to a memorandum from the Central Headquarters of the SOUTH KOREA LABOR PARTY to the LABORING PEOPLE'S PARTY, which was classified confidential and not to be given to ordinary party members, the lull in the riots on CHEJU-DO is not the result of police or constabulary action but is voluntary on the part of the raiders to prevent the Commanding General of the U.S. Occupation Forces from using the riots as an excuse to delay the withdrawal of U.S. Occupation Forces in KOREA. This period of calm will continue only until the latter part of July.
Numerous weapons and North Korea People's Army troops are reportedly now available for future riots, and further reinforcements when needed have been promised by KIM Il Sung. (CIC P/R #164. C-3)
(4) Post Engineer Has Labor Problems
At 1h1015 July a Korean labor representative of the Post Engineer drafting shop presented a letter demanding higher wages to a representative of the Post Engineer. The wage increase demand was refused and at 1100 hours 38 Korean employees of the electric shop held a meeting and decided to quit work. All 38 members left work at 1115 hours. (7th Div Flash Report. It was later learned that the employees who conducted the meeting intend to sabotage electric power lines leading into and transformer within the Camp Sobingo area. (7th Div Flash Report. F-3)
