Gen Roberts file- D/S Unrestricted CURRENT CONSTABULARY AFFAIRS 3/9./ CG, USAMGIK Adv to Dir 27 July 1948 DIS The following items of minor and major interest are forwarded for your information: 1. 1 KC EM died 24 July - cause diagnosed "typhoid fever." All men of this organization had been immunized for typhoid. 2. ADIS and 8 Officers returned Monday evening from inspection trip to 12th Regt at Kunsan, 3rd Regt at Kunsan and Chonju, and 5th Brig and 4th Regt at Kwangju. Bulk of work was accomplished by inspecting Saturday and Sunday. Conclusions drawn: organization and basic training - excellent; housing - good to excellent; large Officer and NCO shortage; a few good Officers can cover up for many poor ones; Officers' education not up to low U. S. standards; need IAE program; need more manuals; communications poor but improving due to education of operators and installation of equipment; need maps; supply situation better; excellent care of arms; fair security of arms; better cooperation with police and civil authorities. 3. Alert plan for Civil Disturbance in Seoul made. Staff of KC and Advisors to be briefed. 4. Units guarding installations are rotating organizations on this work so that all training will be parallel. 5. Preparing special request for money for printing certain training manuals in Korean. A necessary expense. Units have few manuals they can read. 6. C. O., 20th Infantry, at Camp Hillemayer commendably cooperative with KC. 7. Movement of two battalions to Chaju-do completed. 11th Regiment now stationed at Suwon. 8. Reorganizing Special Troops currently. Lt Col Johnson, Advisor for Engineers, to be acting Advisor in addition to other duties. 9. Planning to transfer married Officer Advisors to Seoul area and returning single men to provinces. NCO of KC Finance Department who absconded with ₩687,000 captured with part of money still intact. 11. Group of 5 American Officers and 18 EM (Signal Corps) from Tokyo greatly assisting in solving communications problems. 12. Our Engineer platoon with American and Korean Officers and with 4 compressors, reported for dyke job, but have been withdrawn until asking department is ready for them and also to train. W. L.
