g. 제주도에서 무장대 물자 은닉처 발견
6월 29일 제주도 경찰은 무장대에게 납치되어 억류되어 있던 경비대원 2명을 구출했다. 경비대원 1명이 어승생악(948-1138) 인근의 폭도 보급품 은닉처로 정 찰대를 안내했으며 경비대는 그곳에서 소총 5정, 수류탄 11개, 일본제 플라스틱 대전차 지뢰 6발, 곡사포 탄약 17발, M-1 소총 실탄 800발, 경찰 제복 4벌, 철모 몇 개, 칼과 취사 장비 등을 압수했다. (미군정보고. B-2)

1. ARMED FORCES
a. North KOREA Constabularymen Cross Parallel
At 300500 June 2 North Korea Constabularymen crossed the parallel at (935.0-1696.5) and came approximately 500 yards into South Korea. The NKC were observed and fired on by 3 South Korean police guarding the town of
UCHONG-DONG (934.7-1696.3). The NKC withdrew north of the parallel after a fire fight which lasted approximately 10 minutes. No casualties were reported.

b. North Korean Constabularymen Abduct South Koreans
On 30 June 3 North Korean Constabularymen violated the parallel at
(959.2-1696.4) and abducted an undetermined number of South Koreans. (7th

2. POLITICAL ACTIVITIES
a. UNITED NATIONS TEMPORARY COMMISSION ON KOREA Visits National Assembly
The 6 delegates of the UN Commission and most of the Secretariat attended a part of the afternoon session of the National Assembly 30 June.
In a few introductory remarks Dr. RHEE, Assembly Chairman, thanked the
Commission on behalf of the Korean people for their efforts and emphasized the Assembly's desire for unification of the Korean people.
Mr. VALLE, delegate from EL SALVADOR and Chairman of the UN Commission, made a short speech in reply. He stated that "on 25 June, the Commission resolved unanimously to place on record its opinion that the results of the ballot of May 10th 1948, were a valid expression of the free will of the electorate in those parts of Korea which were accessible to the Commission and in which the inhabitants constituted approximately two-thirds of the people of whole Korea." This decision was made as a result of observation of the election and a previous declaration that there existed a "reasonable degree of free atmosphere wherein the democratic rights of freedom of speech, press and assembly were respected."
VALLE reiterated that the Commission was ready for consultation with the elected "representatives of the Korean people if they desire such consultation."
The Assembly and the Korean people were congratulated on the patriotism they had shown during the election and the hope was expressed that the representatives would strive for the attainment of unification "within the shortest possible time."
b. KOREAN INDEPENDENCE PARTY Attempts To Gain Support of Assemblyman
It is reported that leaders of the MASAN (1150-1350) branch of KIM
Koo's KOREAN INDEPENDENCE PARTY recently met with the member of the National
Assembly from MASAN, reportedly an "Independent", and unsuccessfully attempted to secure his support for their party. (CIC P/R [illegible]153. G-3)

3. CIVIL UNREST
a. South Korean Constabularymen Distribute Propaganda In KYONGSANG-NAMDO (Delayed Report)
South Korean Constabularymen on leave from the PUSAN area are reportedly spreading communist propaganda in KUNHAE (1187-1362). The police have been unable to cope with the situation due to the recent directive which prevents interference with constabularymen unless they are engaged in activity of a criminal nature. b. Communists Attempt To Incite Student Violence In KYONGSANG-PUKTO
Printed documents are being disseminated by the SOUTH KOREA LABOR PARTY to the KOREAN DEMOCRATIC STUDENTS ALLIANCE in an attempt to incite the students to participate in acts of violence. The documents contained the usual communist attacks on the South Korea government, the election and the "imperialistic" plans of the United States. The papers also warned the students that the Japanese will once again rule Korea as a result of present conditions. Making use of the supposedly high ideals of the students, the propaganda asked the students to be "kind, loving and to live rightly", but further urged them to destroy the ALL KOREA STUDENTS LEAGUE because "they are terrorists." c. Communist Cells Being Reactivated Among Railroad Employees
Cells of the SOUTH KOREA LABOR PARTY among PUSAN railroad employees are being reactivated after a lull in activity caused by numerous arrests of communists. Meetings are held twice each week and members are instructed to distribute handbills, strike and assassinate influential persons while the National Assembly is in session. The former leader of the SOUTH KOREA LABOR PARTY within the PUSAN railroad has been dispatched to North KOREA for three months training. (CIC P/R #153. B-3)
COMMENT: Other reports have been received of attempts by the communists to strengthen the party by reorganizing and training leaders.
d. North KOREA Assassin Arrested In KANGWON-DO (Delayed Report)
On 21 June an alleged assassin was arrested by the police in CHONG CHON NI (1130-1660). The potential assassin is a member of a group of 4 sent from North KOREA to kill important officials in South KOREA. Each assassin supposedly was armed with a pistol and one hand grenade. The three members of the group still at large are reported to be in the CHUNCHON (1060-1680) area. (CIC P/R #153. C-6)
e. Communist Propaganda Distributed In KYONGSANG-NAMDO
Recent reports state that handbills supporting the North-South Conference, and the People's Republic and opposing the recent election have been distributed in the PUSAN area. One group of handbills stated that 400,000 citizens are suffering from inflation caused by the occupation of U.S. and Soviet troops and invited the people to attend a meeting of the NATIONAL INDEPENDENCE FEDERATION which would demand the withdrawal of U.S. and Soviet troops from KOREA. f. Coast Guard Criticized In KYONGSANG-NAMDO
It is reported that public opinion in the PUSAN area is against the South KOREA Coast Guard because the Coast Guard is authorized to operate on land under certain conditions and has in the past taken advantage of this opportunity to interfere with the duties of the National Police. g. Police Uncover Raider Supply Cache On CHEJU-DO
On 29 June the police on CHEJU-DO recaptured two Korean Constabularymen who had previously been captured and held prisoner by raiders. One of the constabularymen led patrols to a raider supply cache in the vicinity of

SONGSANG AK (948-1138) where the patrols confiscated 5 rifles, 11 hand grenades, 6 plastic Japanese anti-tank mines, 17 rounds of howitzer ammunition, 800 rounds of M1 rifle ammunition, 4 police uniforms, several helmets, swords and cooking equipment. (MG Report. B-2)
h. Rightist Terrorism
(1) Addititional information concerning the attack on the chairman of the UNITED YOUNG MEN'S PARTY in TAEGU on 15 June (See P/R 867) indicates that the attack resulted from friction between two factions of the UYMP. (CIC P/R #153. B-3)
(2) On 20 June 2 members of the 5th Constabulary Regt. led 50 persons in an attack on the UNITED YOUNG MEN'S PARTY office in PANG-GON NI (1143-1347). The two constabularymen are known to have taken part in the beating of a summer grain collector in August 1947. One of the constabularymen is presently being detained at the MASAN (1155-1357) police station but the police have no authority for an arrest. (CIC P/R #153. C-3)
i. Terrorism By Unidentified Persons
On 23 June the home of a judge of the TAEGU District Court was bombed by unknown persons. Considerable property damage was inflicted but no injuries resulted. (CIC P/R #153. B-2)

5. SABOTAGE AND ESPIONAGE
a. Communist Espionage Agents Arrested (Delayed Reports)
(1) On 20 June one RO Hyun Min was arrested in CHUMINJIN (1170-1680) and charged with espionage activities. RO was allegedly gathering information about the U.S. Occupation Forces, the South Korea Constabulary and present economic conditions in South KOREA. (CIC P/R #153. C-6)
(2) On 25 June two alleged espionage and sabotage agents were arrested in NAEPYONG NI (1080-1680) and are being held by the CHUNCHON police. (CIC P/R #153. C-6)
(3) On 26 June three youthful North Korean espionage agents were arrested at NAEPYONG NI (1080-1680). They reported that more agents were being sent from North KOREA. (CIC P/R #153. C-6)
b. North Korean Smuggler Apprehended (Delayed Report)
A member of the NORTH KOREA LABOR PARTY, PAK Hun Soon, was arrested on 22 June in KANGNUNG (1180-1660). PAK allegedly smuggled 5,900,000 won into South KOREA on about 30 December 1947. This was to be used to finance communist activities in South KOREA. (CIC P/R #153. C-6)

a. State Department Attempts To Negotiate South KOREA Power Problem
Negotiations, on a State Department level, to solve the distribution of electric power to South KOREA opened with a note to the Soviet Foreign Office on 30 June 1948. The communication outlined the original agreement between the United States and Soviet Occupation Forces regarding payment for electric power and listed the many attempts made by the Commanding General, USAFIK, to meet the terms of the agreement by substitution for materials not currently available or by complete payment in U.S. dollars.

The note to the Soviet Foreign Office specifically referred to the
12 June letter from the Commanding General to the Soviet Command in which the Commanding General stated that materials for full payment of the outstanding obligation were either in or enroute to SEOUL and again offered to settle the account in U.S. dollars if so desired by the SOVIET authorities.
The note closed with the following:
"Acknowledgement has not been made of General Hodge's letter of June
12, 1948. It is the view of this Government that so long as Soviet Forces remain in occupation of North Korea, the Soviet Command cannot divest itself unilaterally of its responsibilities, including the responsibility incurred under the agreement of June 17, 1947. Should the Soviet Command persist in refusing to maintain an adequate flow of electric power to South Korea, the people of that area will thereby be subjected to unwarranted hardships. It is urged, therefore, that instructions be transmitted to the Soviet Command in
Korea to resume deliveries of electric power to South Korea immediately, and to participate with representatives of the U.S. Command in negotiations proposed by General Hodge."
b. "Special Corps" Replaces Community Protective Corps
It is reported that a "Special Corps" has been formed in YONGAM Gun
(969-1308) to replace the Community Protective Corps which was ordered disbanded in a proclamation of the Military Governor issued 22 May. It is further reported that similar organizations exist in all police districts.
