제목: 경비대의 잔혹성에 관한 보고

경비대 군인들이 행한 시민들에 대한 잔혹한 행위에 대한 보고가 매우 빈번히 귀하와 본인에게 올라오고 있다. 그러나 보고 중 어떤 것은 사실이고 어떤 것은 거짓이다.
경비대원들은 자신들의 위치가 제복 때문에 그들이 민간인들에 대한 권위를 가 지고 있다고 믿는 것으로 생각된다. 귀하도 알고 있듯이 그것은 잘못이다. 본인은 귀하가 그들의 권한, 임무, 권리, 그리고 특권을 확고하고 정확히 제한하는 회람 형식의 지시문을 발표한다면 이러한 월권행위의 대부분이 시정될 것이라고 확신 한다. 그러나 지시문은 신중하게 작성되어야 하며 모든 경비대원에게 고지되고 읽도록 해야 한다고 생각한다.

SUBJECT: Reports of Brutality by Constabulary
TO : Director
Department of Internal Security
Quite frequently, reports come to you and come to me of brutal treatment of persons by Constabulary troops. No doubt some of it is true, and some is false.
It appears to me that the Constabulary personnel believe, because of their position and uniform, that they have authority over civilians. That, as you know, is in error, and I believe that much could be corrected if a circular directive were issued by your office, firmly and accurately limiting their authority, duties, rights and privileges - both in an affirmative and negative manner. This circular should be carefully worded and I believe should be printed so that it would be seen and made known to each member of the Constabulary.
