(미군정보고, B-2) b. 제주도 인민해방군 조직 제주도에서 심문받던 한 포로가 무장대 집단은 인민해방군 제5연대로 재조직되었으며 김달삼이 지휘하고 있다고 진술했다. (미군정보고, B-2)

ARMED FORCES a. U.S. Personnel Fired On At Parallel (1) At 021040 June two shots were fired at a motorized U.S. patrol while dismounting at (917.9-1696.6). The patrol took cover and two more shots were fired while the driver turned the vehicle around. All shots came from the direction of the parallel. The patrol remained in the area for 25 minutes but observed nothing. (7th Div. Flash Rpt. B-2) (2) At 021600 May two rounds were fired at a parallel orientation group at (900.5-1697.05). The fire came from the direction of the parallel but the persons who fired the rounds were not observed. (7th Div Flash Rpt. A-2) b. North Korean Constabularymen Cut Power Lines Ten North Korean Constabularymen were observed by U.S. personnel near parallel marker #44 (935.1-1696.7) at 021315 June. One NKC cut two of the five power lines on a nearby pole. The power lines run from North KOREA and formerly furnished power to OP #10 and PAEKCHON (933.5-1695.7). (7th Div. Flash Rpt. B-2) 2. POLITICAL ACTIVITIES Negative 3. CIVIL UNREST a. Police Captures Load of Dynamite Enroute to CHEJU DO During the 24 hour period ending 011800 June the CHUJA-DO (929-1206) police seized a boat carrying dynamite from PUSAN to CHEJU DO. (MG Report. Peoples Liberation Army Organize on CHEJU-DO A prisoner interrogated on CHEJU-DO stated that the raider groups had been reorganized into the 5th Regiment of the People's Liberation Army, commanded by a KIM Tal S[illegible]n. (MG Report) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers. (Sec.Incl. #1) 5. SABOTAGE AND ESPIONAGE False Information Leads to Power Cut at INCHON Power Barge It was reported at 030255 June that a Korean switchboard operator at the power barge at INCHON (960-1630) relayed false information to the power sub-stations. This caused the sub-stations to cut transmission of power and the power barge to shut down operations. (CIC Flash Rpt. The Government which you will form will certainly wish to have the approval of the United Nations of the world and such a committee could be most helpful to both the UN and the Korean Assembly in carrying out the remaining provisions of the UN Resolution of November 14, 1947. Third, that the Assembly avoid precipitant action in the adoption of any constitution providing a form of government which may not be suitable to Korean needs and psychology. The constitution provides the basic foundation of the State and its provisions should be the subject of most careful and serious considerations. I wish you and all other elected representatives of the Korean people every success. I assure you that as the senior United States representative in Korea I will continue to do everything I can to assist the Korean people in attaining their life-long desire -- namely, an independent Korean nation, united under its own sovereign government." 8. OTHER National Assembly Oath of Office The following oath of office was administered to the members of the Korean National Assembly on 31 May 1948: "We, members of the National Assembly, upon our honor pledge to prepare a constitution, establish a national government, and unite South and North Korea. We pledge to build an everlasting foundation for our country. We pledge to exert our efforts to improve Korea's standard of living, advance goodwill among nations and work in the general interests of world peace. On this 31st day of May, in the 4281st year of our national existence we vow to Almighty God, to our patriotic ancestors, and to our thirty million brothers and sisters to carry out these pledges to the best of our ability."
