b. 제주도에서 경찰이 무장대 사살 5월 27일 경찰 1개 소대가 사계리 인근(916.0-1120.5)에서 숫자 미상의 무장대들을 발견하고 5명을 죽였다. (미군정보고, 경찰보고)
c. 제주도에 삐라 살포
(1) 5월 27일 제주농업학교에 선동적인 삐라가 살포되었다.
주: 농업학교는 지난 5월 25일 한 학생에 대한 살해 기도 사건이 일어났던 곳이다(정기보고 제845호 참고). 삐라가 살포된 곳은 기숙사 안으로, 그곳에서는 며칠 전 살해 기도 사건이 일어나기도 했었는데 현재 경비대의 무기와 탄약이 보관되어 있다. (미군정보고, B-2)
(2) 5월 26일 제주도 공업학교(Cheju Industrial School)에서 동맹휴학을 옹호하는 삐라가 살포되었다. 이 삐라는 자칭 "인민희생회"(People's Self-Sacrificing Organization)라 칭한 사람들의 명의로 되어 있었으며, 동맹휴학에 따르지 않는 모든 학생들을 처벌할 것이라고 강조하였다. (미군정보고, B-2)
d. 제주도에서 무장대 조직 밝혀지다.
체포된 무장대 1명이 제주도의 무장대 조직에 대해 다음의 정보를 제공해주었다. 그는 무장대들은 자신들을 "게릴라"라 칭하고 있으며, 약 30명 단위의 그룹으로 구성된 이들은 개별 작전이 가능한 7명의 분대로 조직되어 있다고 진술했다. 또 그는 자기 지휘관들로부터 가장 큰 무장대 부대는 연대 규모이며 교육은 공산
주의와 정부에 관한 강의로 이루어져 있다는 소리를 들었다. (미군정보고, F-6)

1. ARMED FORCES
U.S. Troops Fired On At Parallel
(1) At 280900 May a five man U.S. patrol was fired on at
(1165.6-1697.9) by unidentified persons from north of the 38th parallel. One round was fired by the Americans while taking cover. The patrol observed to the North for 20 minutes, but saw no movement. At 281015 May two shots were heard and investigation revealed that the South Korean police at
(1165.3-1697.7) had fired at a North Korean emplacement located at (1165.0-1698.8). (7th Div Flash Rpt. B-2)
(2) At 281330 May a U.S. soldier on OP duty at (1166.5-
1697.8) was fired on by North Korean Constabularymen from north of the 38th parallel. The soldier took cover and returned the fire; the exchange lasted for approximately one and one half hours. A patrol was sent to support the observer but was unable to reach him because the approach was fire-swept.
U.S. personnel suffered no casualties. (7th Div Flash Rpt. B-2)
2. POLITICAL ACTIVITIES
a. UNITED YOUNG MEN'S PARTY Attempts to Inspire Members in KANGWON-DO
Two members of the UNITED YOUNG MEN'S PARTY from the
SEOUL party headquarters have been dispatched to CHUNCHON
(1060-1680) in an attempt to inject new life and spirit into the party. This effort by the UNITED YOUNG MEN'S PARTY results from the "loss of face" suffered by the CHUNCHON UYMP because its candidate was defeated by the NATIONAL SOCIETY for the
ACCELERATION of KOREAN INDEPENDENCE candidate in the recent election. (CIC P/R #127; B-3)
b. U.S. Congress Compiled Communist Blacklist
The Foreign Relations Committee of the U.S. Congress has compiled a blacklist of 506 communist leaders in Europe and Asia. Six of the communist leaders included in the list are of Korean nationality. The Koreans included, with party affiliations, follows:

TC'HEI Yong Gun - Chosun Democratic Party (North Korea)
KIM Il Sung - North Korea Labor Party
KIM Mu Jong - North Korea Labor Party

COMMENT: Of the six Korean communists listed, PAK Heun
Yung is the only one whose major field of operation is in South
KOREA. HUH Hun, rival of PAK Heun Yung for leadership of South
Korean Communists and wanted by South Korean authorities for instigating wide-spread riots, was not included in this Congressional compilation of "Who's Who among world communists."

3. CIVIL UNREST
a. Rightist Killed in KANGWON-DO
At 271600 May a rightist was attacked and killed by a mob of 20 communists near TONG BONG-NI (1177.0-1680.5). (7th Div Flash Rpt. D-3)
b. Police Kill Raiders on CHEJU-DO
On 27 May a police platoon located an undetermined number of raiders in the vicinity of SAKI RI (916.0-1130.5) and killed five of the raiders. (MG Report. Police Report)
c. Handbills Distributed on CHEJU-DO
(1) On 27 May inflamatory handbills were distributed in the Agricultural School on CHEJU DO.
NOTE: This is the same school at which an attempt was made to murder a student on 25 May (See P/R #845). Constabulary arms and ammunition are stored within the dormitory where the murder was attempted and the handbills were distributed. (MG Report. B-2)
(2) On 26 May handbills advocating a school strike were distributed at the CHEJU-DO Industrial School. These handbills were signed by persons calling themselves the "People's Self-Sacrificing Organization" and promised punishment for all who disobeyed the strike order. (MG Report. B-2)
d. Raider Organization on CHEJU-DO Revealed
A captured raider gave the following information as to the organization of raider units on CHEJU-DO. He stated that the raiders called themselves the "Mobile Combat Army" (YOO KYUK TAE) and that the groups consisted of about thirty men organized into seven man squads, each capable of individual action. The prisoner was told by his leaders that the largest raider unit was of regimental size and that training consists of lectures on communism and government. (MG Report. F-6)
e. Prices On South Korean Police Quoted
Information was received on 28 May that the NORTH KOREA LABOR PARTY has quoted prices to be paid to its cells for slain South Korean Police. The prices range from one million won for a police captain to two hundred thousand won for an ordinary policeman. South Korean police emblems and badges are worth one hundred thousand won to the NORTH KOREA LABOR PARTY. (CIC P/R #127. Police Report)

5. SABOTAGE AND ESPIONAGE
a. Korean Discovered in U.S. Ammunition Dump
At 222130 May an unidentified Korean was discovered in the area of the 2nd Battalion, 31st Infantry ammunition dump near CHUNCHON (1060-1680). The Korean failed to halt when challenged and the guard fired three rounds at the Korean without effect. As he escaped the Korean was seen to drop an object which was found to be a white phosphorus rifle grenade. An inventory revealed that two other grenades of the same type were missing. (CIC P/R #127. b. Espionage Agent Operating In KYONGGI-DO
It is reported that a female Korean espionage agent
is operating in the village of CHUNJON NI (1082-1698) and is allegedly gathering information concerning U.S. troops at nearby OP #23. (CIC P/R #127. C-6)
