UNITED NATIONS TEMPORARY COMMISSION ON KOREA Press Release No. 55 13 April 1948 WORK OF THE FIELD OBSERVATION GROUPS Observation Groups I, II and III commenced their wo[rk] on 5 April and concluded their first week of observation on 10 April. They observed the conduct of registration and inquired into conditions connected with a free atmosphere. Observation Group I, consisting of representatives of Australia, China, El Salvador, France, India and the Philippine Republic visited Seoul, Kaesong, Inchon, Chunchon and the island of Cheju-do. On the island of Cheju-do, the group visited two of the three voting areas and interviewed representatives of the election committees. The group also held conferences with the governor of the province, the local chief of police and the American military authorities in connection with the disturbances which began on 3 April. Observation Group II, consisting of the representatives of Canada and Syria, visited Chonrju, Taejon, Iri, Chonju and Kwang ju. Observation Group III, consisting of the representatives of China, El Salvador and France, visited Taegu and Pusan. Both groups were able to conduct tours into the country with the purpose of ascertaining the conditions of registration of voters in the villages and of observing the conditions in the provincial capitals through conferences held with Korean and American authorities.
