a. 제주도에서 공산주의자들의 최근 공격
(1) 4월 11일 오전 2시 대동청년단원 2명과 경찰 1명이 신엄리(938-1148)에서 피살되었다. 애월(931-1145)에서는 경찰 1명과 대동청년단원 1명이 부상당했다. (방첩대 긴급보고. 경찰보고)
(2) 4월 8일 무장한 공산주의자들이 성산(994-1145)에서 지서 1곳을 공격했다. 공산주의자 1명이 사망했고 경찰의 피해는 없었다. (경찰보고)
(3) 4월 9일부터 10일 사이에 제주 비행장 활주로에서 서쪽으로 0.5마일 지점에 있는 작은 시멘트 교량을 폭파하려는 시도가 있었다. 피해는 미미했다. (경찰보고)

a. ONGJIN Branch of the KOREAN INDEPENDENCE PARTY Select
Election Candidate
The ONGJIN GUN (840-1680) branch of the KOREAN INDEPENDENCE PARTY held an unofficial meeting on 07 April and decided to run one candidate as representative for their gun in the May election. It had previously been decided on 30 March that the ONGJIN branch of the KIP would support the election but no one from the party would be a candidate. (CIC P/R #87.

3. CIVIL UNREST
a. Recent Communist Attacks On CHEJU-DO
(1). At 110200 April two members of the DAI DONG YOUTH and one policeman were killed at SINAM (938-1148). One policeman and one DAI DONG YOUTH member was wounded at AEWOL (931-

(2) On 08 April a mob of armed communists attacked a police box at SENGSONG (994-1145), CHEJU DO. One communist was killed, no police casualties. (Police rpt)
(3) During the period 09-10 April an attempt was made to blow up a small concrete bridge one-half mile west of the
CHEJU airstrip. Only negligible damage occurred. (Police rpt)
b. Registration Official Killed In CHOLLA-NAMDO (Delayed
Report)
At 060005 April, CHOI Chung Nak, chairman of the registration committee in NAJU GUN (980-1355), was shot and killed as he left the registration booth. (Police rpt)
c. Anti-Election Demonstrations In CHOLLA-NAMDO
(1) At 090900 April the students of the SONGJUNGI
(980-1349) Middle school went on strike in protest against the coming election. (Police rpt).
(2) At 091000 April a mob of 50 held an illegal demonstration near the Tongjin market in KWANGJU (990-1370).
Handbills opposing the election were distributed before the leaders of the mob were arrested. (Police rpt)

Report)
A demonstration was held in INCHON (960-1630) by approximately 40 laborers and 100 students on 05 April.
Handbills were distributed following the usual communist party line of urging the boycotting of the registration and disruption of the May election. (CIC P/R #87. B-2)
e. Communist Leader Arrested In KANGWON-DO
CHOI Don Pil, Chairman of the KANGNUNG GUN (1180-1660)
branch of the SOUTH KOREA LABOR PARTY, was arrested 09 April.

f. Communist Rioters Awaiting Outcome of North-South
Conference
The "Student Agitating Department" of the DEMOCRATIC
PEOPLES FRONT are ready to carry out riots to disrupt the
May election. Final instructions and the date riots are to begin are being withheld pending the outcome of the NorthSouth conference. Initially the agitation will be against teachers and professors but the real purpose is to disrupt the South Korean election. (CIC S/I, 12 April. C-3)
g. Communists Set Key Points For Election Riots
A meeting of SOUTH KOREA LABOR PARTY cell leaders was held in SEOUL on 04 April. It was decided that no change would be made in previous plans -- which instructed leaders of 11 important headquarters of the KOREAN PATRIOTIC DEMOCRATIC YOUTH ASSOCIATION on the course of action during the election (actual plans were not divulged). Changes in the schedule are expected pending the outcome of the unification conference in North KOREA. All members of the KOREAN PATRIOTIC
DEMOCRATIC YOUTH ASSOCIATION have been instructed to actively support and protect KIM Koo and KIM Kyu Sik, until further orders because of their importance in the unification conference. (CIC S/I, 12 April. C-3)

1,413 Koreans crossed the 38th parallel from North KOREA and entered camps at KAESONG (980-1690), UIJONGBU (1000-
