지시에 따라 사면 사례 유형을 좀 더 명확하게 정리하였습니다. 3월 17일 서신의 제16항(paragrah 16)에서 유엔조선임시위원단이 제시한, 매우 자유로운 해석에 의한 경우를 제외하고는 "정치범"으로 불릴 사례는 없습니다.
가석방 중인 90명은 선거등록과 투표가 가능하도록 사면을 받았습니다.

To present a clearer picture of the types of cases pardoned in response to your directive. None of these cases could be called
"political prisoners" except under the very liberal interpretation presented by the UNTCOK in paragraph 16 of its letter of 17 March.
