e. 제주에서 경찰, 폭동 분쇄 (추가보고)19 3월 2일 일단의 폭도들이 함덕지서(965-1155)를 공격했다. 경찰은 공포를 쏘아 폭도들을 격퇴했다. 사상자나 체포자에 관한 보고는 없다.(방첩대 정기보고 제74호. 경찰보고)

1. ARMED FORCES
a. South Korean Policeman Killed By North Korean
Constabulary
At about 261330 March four North Korean Constabularymen entered the South Korean village of KOIN-JUNG (933.4-1696.6)
and abducted a South Korean policeman and a civilian. The civilian escaped, but the policeman was taken north of the
38th parallel to the vicinity of 933.2-1697.1) and killed.
At about 261530 March the South Korean policemen were fired upon while retrieving the body of their dead comrade. During this period a U.S. officer saw in this general area, (933.4-
1696.6) - (932.9-1697.2) about 30 NK Constabulary armed with rifles and two Soviet soldiers armed with sub-machine guns,
50 SK police armed with a .30 cal. water cooled machine gun, rifles and carbines and about 40 DAI DONG Youth members armed with Japanese rifles. (7th Division Flash rpt. C-2)
2. POLITICAL ACTIVITIES
a. Rightist Parties Seek To Subsidize VETERANS ASSOCIATION
Offers of financial aid from both the KOREAN DEMOCRATIC
PARTY and the NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN
INDEPENDENCE have been turned down by the KOREAN VETERANS ASSOCIATION. The KVA stated, in refusing the aid, that they cannot support either of these parties. Upon being refused, NSAKI asked if the KVA would accept financial aid from Dr. RHEE. The
KVA stated that they would consider this. It is expected that
RHEE aid will be accepted because the KOREAN VETERANS ASSOCIATION supports both LEE Chung Chun and RHEE. (CIC 8/I, 25

b. Rightist Pre-Election Activities Increase
The NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN
INDEPENDENCE continues its pre-election ground work by a recruiting campaign in the SEOUL area. Representatives of
NSAKI will distribute membership cards to all residents in the area with simultaneous instructions that a recipient of the card should comply with NSAKI directions concerning the election. This campaign is being based on the assumption that every South Korean citizen should be a member of NSAKI since this organization is not a political party in the ordinary sense, but a national movement toward independence. 3. CIVIL UNREST
a. Communist Cells Within Constabulary & Coast Guard
On 25 March SOUTH KOREA LABOR PARTY members held a meeting in TAEGU (1150-1430) at which time plans were made to continue attacks against police boxes until after the election.

b. Policeman Attacked By Communist Mob - CHOLLA-NAMDO
On 24 March a policeman in KWANGJU was attacked by a mob of 30 communists when he attempted to break up an illegal demonstration. Two of the communists were wounded. (MG

c. SEOUL University Students Plan Strike
On 17 and 18 March approximately 700 students of the
College of Literature & Science of SEOUL University held illegal meetings demanding that the president resign and that minor school administration changes be made. If necessary to secure their demands, a school strike will be held.
It is assumed that this strike will take place between 03 and 07 April and that though the announced reason for the strike will be school problems its actual motive will be to oppose the general election. (CIC S/I, 25 March. B-4)
d. Communist Leaders Arrested In CHOLLA-PUKTO
(1) The KUNSAN (970-1450) police arrested the vicechairman of the IMSIL GUN (1020-1400) SOUTH KOREA LABOR
PARTY on 18 March. This communist was arrested on charges of underground activities and for leading the attack on the
SONG SO (1040-1410) police box on 26 February. (CIC P/R #74.

(2) On 15 March the CHI-RI SAN Mountain (1058-1382)
police arrested a KEN Too Pong, principal member of the
CHOLLA-PUKTO SOUTH KOREA LABOR PARTY. KEN was charged with instigating riots in April 1947 and February and March 1948.

e. CHEJU-DO Police Break Up Riots (Delayed Report)
On 02 March a large mob started to attack the police box at HAMDOK (965-1155), CHEJU-DO. The police dispersed the mob by firing into the air. No casualties or arrests were reported. (CIC P/R #74. Police rpt)
f. New Riots and Strikes In KYONGSANG-PUKTO
(1) At 0200 27 March the YONG NAN police box in
KYUNJU GUN (1220-1440) was attacked by four communists armed with one shotgun. Police dispersed the people and confiscated the shotgun. (CIC Flash rpt. Police rpt)
(2) At 270230 the SANG NAM (1240-1420) police box was attacked by ten people armed with rifles. Police and attackers exchanged fire. No casualties were reported. The mob escaped into KYONGSANG-NAMDO. (CIC Flash rpt. Police rpt).
(3) At 270300 the KYONGGOK police box at KYONGJU
GUN (1210-1430) was attacked by a mob of 20 communists.
The mob attempted to use dynamite, but it failed to go off.

(4) The TAEGU (1150-1430) Normal School and the KYONG
BOK Middle school are on strike. A general school strike is expected to break out on 29 March in KYONGSANG-PUKTO. (CIC
