1. 미소공동위원회에 보내는 진정서에 서명을 받는 것은 불법이 아닙니다. 누구든 이 때문에 조사받거나 구금됐다면 그는 즉시 석방돼야 할 것입니다. 이를 검사장에게 조언하고 그가 뭐라고 말하는지 우리에게 무선으로 통보해 주시기 바랍니다.
2. 군정법령 제79호에 의거하여 개정된 군정법령 제55호에 따라 정식으로 등록된 정당에 가입하는 것은 불법이 아닙니다. 만일 검사장이 정식으로 등록된 정당에 가입했다는 혐의로 누군가를 구금하고 있다면 검사장에게 즉시 그들을 석방하라고 조언해야 합니다.
3. 1개 도(道) 안에서만 활동하는 정당은 도지사에게 등록해야 합니다. 만약 정당의 활동이 도를 넘어선다면 공보부에 등록해야 합니다.
4. 도지사실에 등록되지 않은 정당에 소속돼 있다는 이유로 기소된 사람들이 있다면, 우리가 등록 여부를 확인할 수 있도록 해당 정당의 명칭을 우리에게 보내주시기 바랍니다(영어, 한자, 그리고 조선어로).
5. 군정장관은 행정명령 제1호와 제2호를 통해 대한민청과 조선민청 등 2개 조직을 해산한 바 있습니다. 전자는 우파로, 후자는 좌파로 여겨졌습니다. 이들 조직에 소속되는 것은 불법입니다. 대한민청은 1946년 4월 22일에 해체됐고, 조선민청은 1947년 5월 16일에 해체됐습니다.

1 8 Oct Justice CCAO 1. It is not illegal to procure signatures to
1947 Cheju Do a petition to US-USSR Joint Commission. If any man is being investigated and held for this alone he should be released immediately. Please advise the Chief Prosecutor of this and let us know by radio what he says.
2. It is not illegal to belong to any party which has registered properly under Ordnance
No. 55, as amended by Ordnance No. 79. If the
Chief Prosecutor is holding any man on charge of belonging to any party which is properly registered, he should be advised to release them immediately.
3. For parties whose activities extend only within one province the place to register is with the Provincial Governor. If the activities extend beyond the province, the place of registration is Department of Public Information.
4. If there are people held under accusation of belonging to a party which is not registered in the office of the Provincial Governor, please send us the name of the party (in English, Chinese and Korean characters) they are accused of belonging to, so we can check and see whether it is registered.
5. Two organizations have been dissolved by the
Military Governor in Executive Orders Nos. 1 and
2, Dai Han Ming Chung and Chosun Min Chung, the first being considered rightist and the latter leftist. It is illegal to belong to either of these organizations. Dai Han Min Chung was dissolved on 22 April 1947 and Chosun Min Chung on
16 May, 1947.
