1. 이 공문은 1947년 12월 14일 더피 중령이 구두로 요청한 데 따른 것입니다.
2. 1947년 9월 15일 오전 11시께 제주농업학교 학생 500여 명이 오현중학교로 몰려가서 건물 1동(중학생들이 사용했던 전 일본군 막사)을 완전히 파괴했습니다. 이 사건은 오현중학교가 위치했던 토지의 사용과 관련해 제주농업학교 학생들과 오현중학교 학생들 사이에 갈등이 일어나면서 발생했습니다.
3. 이 건물은 적산 건물이고 도청 학무과에서 직접 관리하고 있지만 건물을 안전하게 지켜야 하는 궁극적 책임은 제주도 재산관리관에게 있습니다(1945년 12월 6일 자 군정법령 제33호, 1946년 4월 23일 자 군정법령 제73호).
4. 재산관리관은 1947년 9월 18일 오후 개인적으로 도지사실로 찾아가 유 도지사에게 이 사건의 실상을 완곡하게 설명했습니다. 재산관리관은 도청이 사용하는 적산을 도지사가 조심스럽게 보호해야 하며 이번 파괴에 관해 누구에게 책임을 물을 것인지 결정해야 한다고 요구했습니다.
5. 유 도지사는 해당 문제를 철저히 조사할 것이며 며칠 안에 누구에게 책임이 있고 그에 대해 어떤 조치를 취할 것인지 재산관리관에게 알리겠다고 말했습니다. 그러나 현재까지 아무런 보고도 받지 못했습니다.
6. 도 재산관리관은 도지사가 적산에 대한 보호와 필요 조치를 제때 취하지 않은 것은 용납할 수 없는 일이라고 생각하고 있습니다.

SUBJECT: Improper Administration of Governor Ryu Hai Chin on
18 September 1947.

1. Letter is forwarded as requested verbally by Lt. Col. Duffy
on 14 December 1947.
2. On 15 September 1947 at approximately 1100 hours approximately
500 students from the Cheju Agricultural School went to the Oh Hyon Boys
Middle School and tore down completely one building (a former Japanese barracks used by the boys of Middle School). This destruction was the result of a quarrel between students of the Agricultural School and students of the Oh - Hyon Boys Middle School over the usage of land the
Oh - Hyon Boys Middle School was located on.
3. This building was a vested building and although controlled directly by the Provincial Bureau of Education it is the ultimate responsibility of the undersigned for the safe keeping of it. (Ordinance
Number 33 dated 6 December 1945 and Ordinance Number 73 dated 23 April
1946).
4. The undersigned personally went to the office of Governor Ryu
Hai Chin on the afternoon of 18 September 1947 and diplomatically explained the facts of the case to Governor Ryu. The undersigned requested that the governor carefully safeguard vested property used by the Provincial Government and determine who or whom was responsible for the destruction.
5. Governor Ryu said that he would have the matter thoroughly investigated and within several days would notify the undersigned who was responsible and action taken against them. To date, no report has been received by the undersigned.
6. In the opinion of the undersigned, the lack of protection for a vested property and lack of necessary action by the Governor is inexcusable.
