Confidential G-2 PERIODIC REPORT From: 1800I 30 Aug 47 To : 1800I 31 Aug 47 HQ 6TH INF DIV Pusan, Korea 1900I 31 August 1947 No. 682. MAPS: KOREA, 1/250,000. 1. Non-Operational Intelligence. None reported. 2. Counterintelligence. Subversive Activity. Sabotage. (EXTRACT: XXIV Corps G-2 Periodic Report #617, 26 August 47): "CHEJU-DO Police Communications Sabotaged – CHEJU-DO police reported by letter last week to the Division [M] police director that !communication wires for police use in CHEJU-DO have been repeatedly cut or entangled by certain groups of late!." 3. Civil Relations. General Conditions. a. (EXTRACT: XXIV Corps G-2 Periodic Report #617, 26 August 47): "Rice Prices Drop Again – Rice prices continued their downward spiral last week with Monday's quotations on the SEOUL market varying from 550 to 570 yen per small mal as compared with the 670 yen list price 10 days ago. Previous to the 670 yen quotation rice had been pegged at 730 yen during the latter part of July. "COMMENT – Lowering of prices in the rice market has been caused by speculators who have stores of last year's rice they want to unload before this year's rice crop is brought up." b. (EXTRACT: XXIV Corps G-2 Periodic Report #617, 26 August 47): "NKC Grain Collection Quota 86 per Cent Completed – The New Korea Company reported the collection of 122,093 suk of rice up to 15 August 47. This represents 86 per cent of its quota of summer grain. The NKC collection amounts to 57 per cent of all summer grain scheduled to be collected by all agencies throughout South Korea. Cholla-Namdo reported a completed quota of 100.2 per cent." 4. Summary of Intelligence in Adjacent Areas. a. (EXTRACT: XXIV Corps G-2 Periodic Report #617, 26 August 47): "Marine Club Attempting To Undermine Coast Guard – A C-3 source reported that the Marine Club, located on Chungmu Ro In SEOUL, is a !South Korea Labor Party! affiliate now working to undermine the Korean coast guard. The club is trying to gain old coast guard members and get them back in the coast guard as Communist Agents." b. (EXTRACT: XXIV Corps G-2 Periodic Report #618, 27 August 47): "Dr KIM Says He Wants No More Of !U. S. Dictatorship! – !As far as I am concerned the occupation of Korea by the United States is nothing but a Confidential (over) 1021 DECLASSIFIED Authority NND745070 Confidential dictatorship and I want nothing more of it! -- so went a recent reply by Dr KIM, Kyu Sik, speaker of the South Korean Interim Legislative Assembl to his CIC interviewer. Dr KIM said he was considering 'French' leave instead of returning to the speaker's chair when the Assembly again goes into session on 1 September 47. "I am getting very discouraged with the run of politics in Korea and I frankly am sick of being in the midst of such a political muddle!, the Leftist old man complained." c. (EXTRACT: XXIV Corps G-2 Periodic Report #618, 27 August 47): "Korean Students Sent Into Russia For Study - In a letter intercepted in the exchange mail from North Korea, a Pyongan-Namdo writer stated that Korean students are being sent to the USSR for from three to five years of study. The fact that Soviets are sending many Korean students to MOSCOW and other points in Russia is confirmed by other letter intercepts. d. (EXTRACT: XXIV Corps G-2 Periodic Report #619, 28 August 47): "Korea University Professor Returns From PYONGYANG - The Communist cause lost another ivy-towered supporter, when Professor PA, Kuk Chai, went in person to North Korea to contribute his services to the Humanitarian program of reform at PYONGYANG. Following his actual experience at the KIM, Il Sung university, he returned to the south, recounting his bitter disilliusionment." e. (EXTRACT: 7th Inf Div G-2 Periodic Report #198, 28 August 47): "Investigation Of Border Incidents - The two South Korean farmers who were abducted by NKC at KUNLIO (889 - 1695) on 22 August 47 were released after two hours of questioning by the NKC. The South Korean citizen of HWASONG-DONG (900 - 1396) HYONG SONG LI area, who was abducted on 10 August 47 was released by the NKC on 24 August 47. His correct name is LI, Sang Hi instead of the reported KIM, Sang Li. LI has not returned to his home because he is afraid he will again be abducted. "COMMENT - An on the spot investigation of the recent 38th parallel incidents in the U. S. OP #7 (324.8 - 1695.6) area was conducted by the assistant G-2 on 25/26 August 47. This investigation determined that the South Korean Police request assistance of the political Right wing 'North West Young Men's Association' in guarding and patrolling the 38th parallel. According to Lt Col STILLMAN, CO 54th MG (KAESONG), the police in this area were reduced in strength approximately 40% and, therefore, are experiencing difficulty in performing their assigned mission. The police in this area do not know the correct procedure to follow in the handling of refugees, unlawful violators of the parallel, and the unauthorized items carried across the demarcation line. A SKP was noted wearing U. S. Army issue clothing. This is an extremely dangerous practice as the Soviet Forces, if an incident occurs, will mistake the SKP for an American soldier and accuse the United States of an overt border act." 5.
