None reported. 2. Counterintelligence. Subversive Activity. Illegal Activity of a Subversive Nature. a. A 1st Bn, 63rd Inf, motorized patrol on 14 March 46, found that the KOCHANG (971 - 1385) Police Chief on 4 March 47, had arrested 13 Communists for planning attacks on police, Right Wing leaders, and for putting up posters denouncing rice collection. The Chief of Police at HUNG-DOK (970 - 1395) reported that on 10 March 47, about 15 men held a secret meeting in CHULPO (968 - 1403) to organize a new political party called the "Popular Association"; police are investigating. b. A 2nd Bn, 63rd Inf, mortorized patrol on 14 March 47, found the police at TONGG-MI (978 - 1403) had arrested five leaders at a meeting of 700 Communists. 3. Civil Relations. Civil Disturbances by Province. Cholla-South: a. CHEJU (991 - 1151) - Details of the 1 March 47 riot as summarized from a 55th MG Co. Report: An application for a meeting on 1 March of the nonregistered "Democratic Peoples' Front Line Party" was approved by MG on 26 Feb 47 for the athletic grounds; the meeting was to be limited to the inhabitants of CHEJU City. On 28 Feb, this party without authority changed the meeting place to the North Primary School and invited, by means of posters, the surrounding villagers. MG refused to give permission for this meeting and told the leaders that they would be held responsible for any disturbances that might develope. Also on 28 Feb, a group of Middle School students were refused permission to hold a parade. At 1000, 1 March 47, a large group of school boys and girls held an unauthorized ceremony at the new school still under construction. Police allowed them one-half hour to complete the ceremony and they then dispersed. Meanwhile large crowds in parade formation began converging on the city from E, W and S. The police were unable to stop them and to avoid trouble the police were instructed to allow the parades to continue and to arrest the leaders later. The parades were well organized and all converged on the North Primary School. All MG personnel and tactical troops were alerted and the dependents were evacuated to the air-field. The ceremony at the North Primary School started at 1100 and ended at about 1400. At least one speaker stated that the people who planned the meeting would be arrested and the speaker urged the crowd to march on the police station and release the prisoners there. The crowd was estimated Confidential (over) DECLASSIFIED Authority [illegible] Confidential [illegible] 25,000 of which about 18,100 were from CHEJU City. A rumour states that some of the farmers from the outlying villages were forced to attend under threats of being fined 150 yon and being denied their rice ration. At the termination of the meeting at about 1400, the crowd affected a well planned organization into two groups. Advance police information indicated that these two groups planned to attack District Police Station #1 (in which the jail is located) and the Inspection Command Building. The two groups, carrying flags and banners and singing songs, moved out of the North Primary School grounds and paraded through the streets of CHEJU. One group, swelled by curious spectators, stopped in front of District Police Station #1. The Provincial MG Governor and a few MG personnel were present. The mob demanded that the police permit them to enter the jail. The police refused and some rocks were thrown by the mob. At about the same time the second group arrived in front of the Inspection Command Building. The MG Public Safety Officer and a few MG personnel with a light machine-gun mounted on a ½-ton truck were present. The mob stopped at the sight of the machine-gun and began to jeer and throw a few stones. The Public Safety Officer sent a mounted police messenger to bring the MG Provincial Governor to the scene of this disturbance; the Public Safety Officer at this time did not know of the mob at District Police Station #1. The messenger delivered the message to the Provincial Governor and the Provincial Governor got in his ½-ton truck and came to the Inspection Command Building. In clearing the way for the ½-ton truck, the mounted policeman accidentally knocked down a child with his horse. This action was the spark that set the mob in motion. They advanced on the police and attempted to storm the jail. The police fired into the mob and dispersed it. Five rioters (one a woman) were killed, four were critically wounded (one died shortly after the riot) and two slightly wounded. The MG Provincial Governor joined the MG Public Safety Officer. When the firing was heard from the direction of District Police Station #1, the Public Safety Officer suggested to the Provincial Governor that the alerted MG soldiers be brought in closer to the mobs. The Provincial Governor misunderstood the suggestion because he departed and then brought MG soldiers into the District Police Station #1 area. Here the soldiers encountered no resistance; the mob in front of this station had already dispersed. The mob in front of the Inspection Command Station finally sent an English speaking Korean to the Public Safety Officer to ask permission to continue the parade. This was refused and the mob was ordered to disperse. After some discussion the mob formed a parade in reverse and started off via the route by which they had approached. The police followed and cut the parade into several small segments. These small segments were then dispersed by the police. The situation was quiet and under control by 1700. b. On CHEJU the general strike is still in progress. No disturbances reported as of the close of this period. 4. Summary of Intelligence in Adjacent Areas. None reported. 5. Miscellaneous. None.
