전라남도 :
제주도 (991-1151): 제주도에서 총파업이 진행 중이다. 선박회사 상당수를 포함한 모든 운송기관의 경영진과 노동자가 파업에 돌입했다. 조선인이 소유하거나 군정이 감독하는 모든 공장에서도 파업이 진행 중이다. 모든 학교의 교직원과 학생들은 동맹휴업에 들어갔다. 군정의 조선인 직원 75%도 파업에 들어갔다. 파업 참가자들의 요구사항은 다양하지만, 파업의 근본 원인은 경찰에 대한 분노에 있는 것으로 보인다. 이 분노는 3월 1일 폭동 중에 경찰이 보인 대응이 유발한 것이며, "남조선노동당"(공산주의자)의 주민 선동으로 더 부추겨져 왔다. 이번 보고 기간 말일까지 보고된 폭력 사태는 없었다.

In KWANGJU (991 - 1350) seven students have been arrested in connection with the beating and subsequent death of a school teacher of the Normal School.

3. Civil Relations.
a. General Conditions.
A 3rd Bn, 1st Inf motorized patrol reported that the police of UIHUNG
(1168 - 1476) and KUNSAN DONG (1186 - 1488) expect trouble in the near future, because of a food shortage. The rice contribution in this area was good but the distribution has been small and the people are dissatisfied. The people are mixing tree bark and roots with their rice to make it go farther.
b. Civil Disturbances by Province.
Cholla-South:
CHEJU (991 - 1151): A general strike is in progress on CHEJU Island.
The management and labor of all transportation agencies including a large percentage of the shipping, are on strike. This applies also to all factories, both Korean owned and those supervised by MG. The teachers and pupils of all schools are also on strike. 75% of the Korean MG employees are on strike. Although many and varied demands are being made by the striking elements, the basic reason for the strike appears to be a hatred for the police because of police actions during the 1 March riot; this hatred has been engendered by recent agitation of the populace by the
"South Korean Labor Party" (Communist). No violence had been reported as of the end of this period.
4. Summary of Intelligence in Adjacent Areas.
(EXTRACT: 7th Inf Div G-2 Periodic Report #58, 11 March 1947):
"32nd Inf reports extremely strained relations between 1st Bn, 32nd Inf and a company of Korean Constabulary stationed in UIJONGBU. The Korean Constabulary are living in an area contiguous to the 1st Bn camp. The ill feeling had its first open manifestations in stoning of soldiers' and officers' dogs by
Koreans. There were threats made by soldiers and officers concerned. However the basic cause was the jealousy aroused by the Americans' illegal relationships with some eight Korean women living next door to the Constabulary. The relationships were entirely voluntary, but nevertheless aroused jealousy.

"During the night 27/28 Feb 47, Korean Constabulary men without the knowledge of their CO seized the women, confined them in a room in the Korean Constabulary Barracks, stripped some of them, beat some of them, and clipped their hair. When the Americans got wind of this illegal seizure and harsh treatment, the battalion CO through his S-2 took steps to effect the release of the women or to have them turned over to the police. Finally at 2020, 28 Feb
47, they were released. Action was then taken by S-2 to get the police to remove the women from the area, which police agreed to do.
"However, at approximately 1900, 1 Mar 47, some 18 soldiers, of whom at least
13 were armed, removed the women from UIJONGBU to SEOUL. 16 men surrounded the Korean Constabulary area while two men removed them and their belongings via jeep and trailer to SEOUL. Naturally the Korean Constabulary were alarmed by the security force deployed all around their camp. They got word to the battalion S-2 who arrested the 16 men involved.
"Investigation revealed the following conditions and attitudes: (1) Feeling between Korean Constabulary and Americans is extremely bad; (2) Feeling between South Korean Police and Americans is very good; (3) Police Chief reports that Korean Constabulary give him a lot of trouble in UIJONGBU by:
(a) Violating the Korean curfew enforced by police; (b) Failure to pay for items taken from stores.
"Both women involved and Army interpreters said that Korean Constabulary is spreading rumors that Americans are removing rice and gold from Korea. Also interpreters report that Korean Constabulary have attempted to intimidate them and get them to quit. (Source evaluation C-2). Disciplinary action is being taken against soldiers involved and matter has been brought to the attention of Korean Constabulary."
