3. 대민관계
a. 전반적 상황
1947년 3월 11일, 제53야전포병대대의 차량정찰대는 다음의 상황을 보고했다. 통영(1142-1315) 주민의 약 90%가 좌파다. 삼천포(1107-1324)에는 "남조선노동당"과 "Korean Battlefield Association"12에 속한 약 3만명의 좌파가 있다. 이들 대부분은 미곡 수집에 불만을 가진 농민들이다. 사천(1108-1342) 근처 학교의 학생들은 공산주의자 교직원 2명이 전근 처리되자 3월 2일 동맹휴업에 들어갔다. 해당 교직원 중 1명은 최근 삼천포에 있는 자택에서 공산주의자 학생 9명과 함께 모임을 가졌다. 이 모임은 어느 형사에 의해 해산됐다. 거제도(1159-1315) 주민들은 우파로 전향하기로 한 듯하며, 이제 40% 미만의 주민들만이 좌파를 선호한다. 3월 1일 우파 집회 이후 우익 지도자들의 집 벽에는 사망 광고가 나붙었다. 경찰 조사에 따르면, 좌파의 소행일 것이라는 예상과는 달리, 이는 우파 3명이 우익 정당의 자금 문제와 관련하여 당 간부들을 위협하기 위해 붙인 것이었다. 범인 3명은 강제 노동 3일을 선고받았다. 거제도 주민들은 이 사건을 우스운 일로 생각하고 있다.

좌파 선전문이 지지자들에게 인내할 것을 권고하다 - 3월 7일 방첩대(CIC)가 얻은 압수된 좌파 문서가 번역됐다. 해당 문서는 다음과 같이 요약할 수 있다. '사실 독립을 원하기에는 너무 이르다. 우리가 무엇으로 독립을 이룰 것인가? 독립국가의 사람들이 될 능력이 우리에게 아직 없다는 사실을 분명히 알아야 한다. 오로지 러시아만이 조선을 소중히 여기고 구원했다. 러시아의 도움이 없다면, 조선의 독립도 민족의 행복도 실현될 수 없다. 지리적인 관점에서 보더라도 오직 러시아만이 우리가 도움을 청할 수 있는 국가다. 3,000만 조선 인민이여! 공산주의 사회를 최대한 빨리 실현하여 행복을 만끽하자. 우리가 조선에서 공산주의 실현에 실패한다면, 우리 민족은 종말을 고하게 될 것이다.(중략) 인민공화국의 새로운 대통령 박헌영, 만세!'

3. Civil Relations.
a. General Conditions.
A motorized patrol from the 53rd FA Bn, on 11 March 47, reported the following conditions: In TONGYONG (1142 - 1315) approximately 90% of the population is Leftist. In SAMCHONPO (1107 - 1324) there are about 30,000
Leftists who have memberships in the "South Korea Labor Party" and the
"Korean Battlefield Association"; most of them are farmers who are dissatisfied with the rice collection. The students of a school near SACHON
(1108 - 1342) went on a strike on 2 March, because two Communist teachers had been transferred. One of the teachers recently held a meeting in his house in SAMCHONPO with nine Communist leaders; a police detective broke up the meeting. The population of KOJE Island (1159 - 1315) appears to have made a decided swing to the Right and less than 40% of the people now favor the Left. After the 1 March Rightist meeting, death notices appeared on the walls of the homes of the Right Wing leaders. Police investigation disclosed that, instead of being Leftist inspired as anticipated, they were put up by three Rightists who were trying to frighten party heads into some action concerning the funds of the Right Wing Party.
The three were sentenced to one week at hard labor and the people of KOJE consider the whole affair to be quite a joke.
b. Civil Disturbances by Province.
(1) Kyongsang-North:
In TAEGU (1157 - 1439) on 18 March 47, the Commercial Boys School, the Agricultural School and all but one class of KASONG school have returned to their classes. The strikes at the three colleges remain unchanged.
(2) Cholla-North:
Extract from CHONJU District CIC Report #476, 15 March 1947: "About
1115, 14 March 47, a crowd of about 150 people gathered in CHONJU
(1015 - 1432) and discussed the MG confiscation of rice in the town black market that had occurred earlier in the morning. Police and agents of this office broke up the group, but it was impossible to arrest or identify the agitators."
(3) Cholla-South:
(a) CHEJU (951 - 1181) - The strikes still continue but are slowly disintegrating. All Provincial Government employees have returned to work. Approximately 90% of the industrial and the commercial employees have also returned to work. Public transportation is now operating at about 50% normal. No civil disturbances reported.

(b) TAEGU CIC reports that at approximately 1100, 12 March 47, in
YONGGWANG (952 - 1366) about 300 women demonstrated in front of the police station in protest against the alleged rape of a girl high school student by a policeman. The Leftist elements of the area were responsible for arousing the people, especially the "Womens Union". The police chief negotiated with the various leaders and school officials and everything was settled quietly without casualties to either side. The crowd dispersed in an orderly manner. The case is being investigated by the police department of YONGGWANG.
c. Relations with U. S. Forces.
On or about 13/14 March 47, a group of Koreans entered the area of 3rd Bn
63rd Inf and were detected and dispersed by sentries. Again on the night of 17/18 March 47, several Koreans, thought to be the same group, illegally entered the same area from the beach side and were driven through the camp by sentries. At 0500, 18 March 47, a group of five Koreans was intercepted by a patrol of one squad from Co "I", 63rd Inf, supplementing the regular interior guard for the express purpose of catching the trespassers of the previous nights. When the patrol ordered the Koreans to halt they attempted to escape by running through and around the patrol; all members of the patrol opened fire and two of the five Koreans were killed; the other three escaped.

"Leftist Propaganda Admonishs Followers to be Patient - A confiscated Leftist document received by CIC on 07 March has been translated. This document is extracted as follows: 'Actually it is too early to want to be independent.
With what can we be independent? Be conscious of the fact that we have no capacity to be a people of an independent state. It was only Russia that loved and rescued Korea. Without Russian help, neither Korean independence nor national happiness will be realized. From the geographical point of view
Russia is the only country for whose assistance we can ask. Thirty million
Korean People!! Let us realize the Communistic society as soon as possible so we can enjoy happiness. If we fail to realize the Communistic society in
Korea, it would be the end of the nation. * * * *Hurrah for PAK, Heun Yung, new president of the People's Republic.'"
