(1) 제주도 파업 진정 국면 3월 19일 오전 8시 보고서에 따르면 파업 중인 군정 고용원의 90%와 운송 분야 고용원의 50%는 직장으로 복귀했으며, 상황은 진정되고 있다.
논평: 제주도 조선인 지사는 최근 자신은 파업에 공감하지 않으며 파업을 정당하다고 여기지 않으므로 조선인 부서장들에게 직원들을 설득하여 업무에 복귀하도록 자신의 영향력을 행사한 것으로 알려졌다. 제주도에 온 응원경찰도 3월 1일 폭동 당시 악화된 악감정에 기인하는 추가 소요에 대비한 보장책이라고 여겨진다. 시위와 파업, 폭동은 공산주의자들의 선동과 불법 시위의 결과로 일어난 것이다. 그리고 제주도 인구의 70%가 좌익에 정치적으로 동조하고 있다고 추정된다.

Telephone Line Cut
6th Division reports that the telephone line between two military install ations in CHONJU was cut during the night of 12-13 March.

(1) North Korean Agents Trained For Assassination in South KOREA
A delayed report dated 07 March from KWANGJU CIC states that that office has received rumors from various sources which tend to indicate that more subversive elements have infiltrated into South KOREA from the North.
These elements, in the disguise of christian pastors, left SARIWON, North KOREA, at the beginning of the year and are roaming throughout South KOREA. These so-called pastors recruited from South KOREA were trained in North KOREA to carry out a program of assassination and are at present locating the homes of the vicims of the plot.
(2) Striking Students Attacking Those Attempting To Return
A delayed report dated 07 March from KWANGJU CIC states that the
MOKPO Technical School had an attendance of 50%. This low attendance figure is attributed to the numerous brutal attacks on school bound students by striking students.

Illegal Trade in Military Currency
YOON, Wan Choong, KWANGJU, in a letter to LEE, Do Ho, SEOUL, writes as follows:
"How much does the military currency cost now? The kind you told me about the other day. Will you please let me know the current prices for 10 dollar and 1 dollar notes. I shall be able to buy as many of them here as I desire. If you will be able to sell them, please let me know by telegram and send me samples of the 10 dollar and 1 dollar notes without fail. I intend to go up to SEOUL about the 20th." (S&O/3638, letter dated 12 March) This letter is of particular interest in that it is dated two days after conversion day.

Unauthorized Broadcasting and Interference
A 7th Division report dated 17 March states that on 15-16-17 March there was Korean voice interference on the radio net of the 31st MP's, in SEOUL. The traffic on 17th March was continuous calling on CHONGJU and CHINJU. The transmission to CHINJU was: "Did you hear the firing? Do you hear the firing," and, "There is a meeting tomorrow at 1000." (See par 3f, P/R #474)

(1) Strike Abating on CHEJU DO
A report received on 190000 March, states that 90% of the striking Military Government employees and 50% of the transportation employees have returned to work on the island province; the situation is reported as quiet.
COMMENT: The Korean Provincial Governor of CHEJU recently declared himself unsympathetic with the strike and is reported to have exerted his influence upon Korean department heads to persuade their employees to return to their jobs in that the strike is considered by him to be unjustified. Police reinforcements on the island are believed to be an assurance against further disturbances arising from ill-feeling engendered during 01 March riots. The demonstrations, strikes, and riots are strongly believed to be Communist inspired and the result of unauthorized demonstrations; the population of CHEJU DO is estimated to be 70% Left Wing in political sympathy.

(2) 33d Session of Legislative Assembly
The Assembly convened at 1320 on 18 March with Dr KIM Kyu Sik as Chairman. 61 members were present.
The Session started with a request by KIM Boong Choon, Chairman of the Committee for Drafting a Provisional Constitution, to Dr KIM for information concerning a newspaper article which stated that a committee had been formed of 2 Americans, 2 Korean Heads of Departments, and 2 members of the legislature to study government reconstruction. Dr KIM answered by saying that he had no official word of such action, but that he had been asked by SHIN, Ik [illegible] Chairman of the Committee for Drafting Administrative and Organization regulations, and BAIK, Kwan Soo for permission to attend such a meeting. The explanation finally arrived at was that the Civil Administrator had written to the Committee for Drafting Administrative regulations asking for their attendance. This affair provoked a two hour discussion which also noted that the Assembly Secretary was writing and receiving communications without reference to the Assembly Chairman.
Items on the agenda were then brought before the Assembly and, since a quorum was present, the revisions of article 7 of USAMGIK Ordinance 102 (Dealing with the Board of Regents of SEOUL National University) were presented. Although there had been a previous discussion of this matter (see par 4b (1), P/R #479) the only accomplishment of the afternoon was to adopt one change, which was passed by a vote of 35 to 17, and stated that the board of Regents would be selected by a conference to the Heads of Departments, and that the Head of the Department of Education was ineligible for appointment. Since this is only a small part of the program of revision SAM Sang Il requested that action be held up and that the present session be lengthened to discuss and pass the entire proposal. This suggestion was not accepted.
The Assembly adjourned at 1730. The next session will be held at 1300 on 20 March.
COMMENT: According to an informants report (B-2) the conflict between the moderates and the Rightist "12 Club" members is arriving at a point where the moderates feel that any discussion on their part is useless in that the "12 Club" has usually decided what action is to be taken before proposals reach the floor. This situation, plus the fact that anything recommended by either Right or Left is automatically rejected by the other side, causes the members with any real intentions toward the accomplishment of legislation to become very discouraged. These members feel that their time is being wasted and that they should resign.
The present attitude in the Legislature may reflect a general state of passive resistance in South KOREA. In 33 sessions, the Assembly has passed only two proposals which can be defined as constructive legislation: first, that a member of the Assembly cannot at the same time be an official in Military Government; second, the rules of the Assembly.

5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS
North Korean Propaganda
A delayed report from 7th Division states that a reconnaissance patrol noticed on 11 March 47, a sign placed on a tree about five yards north of the
38th parallel facing the village of SAJING NI. The sign translates as follows:
"KIM, Koo and RHEE, Syng Man are traitors, so we must break down their hopes and the men who are working for them."
"The USMG wants to take KOREA, so never help them. But we must have popular rights ourselves."
6 MISCELLANEOUS
a. Illegal Possession of Arms
A CIC report based upon delayed information from police, states that on
04 March, six men were arrested at the WOLCHONG temple from which they had been spreading anti-trusteeship propaganda during the three days previous. They are reported to have been engaged in recruiting a new Rightist group similar in organization to the South Korean Constabulary. When apprehended, they are reported to have had in their possession 2 pistols, 7 rounds of ammunition,
1 seven inch knife, and 1 eighteen inch knife.
