(EXTRACT: USAFIK G-2 Periodical Report #522, 5 May 1947):
"SOUTH KOREA LABOR PARTY Reports on Espionage - Espionage, sabotage,
'amount of destruction accomplished' and other detailed phases of communistic activity are being reported on from South Korea through the
SOUTH KOREA LABOR PARTY, a confiscated report blank revealed recently.
Divided into nine basic parts, the report calls for information on the following subjects:
(a) Policy of USAMG
(1) Military power
(2) Policy of MG
(3) Disposal, number and tendency of the Constabulary and Coast
Guard.
(4) Police administration, number of police and their tendencies.
(5) Administration of gun.'
"Under the heading 'Situation of Citizens' information on influence of the
Legislative Assembly and reopening of the US-USSR Joint Commission is asked. (NOTE: This report form was confiscated prior to MOLOTOV's proposal for a 20 May meeting of the Joint Commission). Other main title heads in the report are: Landlords and Capitalists, Direction of Youngmens' Class, Direction of Medical, Financial and Education and State of
Development, Economical Situation, Custody of Factories, Social Situations
(concerns public welfare, peace and distribution of foods), State of the
Party's Work, Power of Party ('Amount of destruction accomplished' is a sub-head to this section). Also asked for are: Situation of the party, Propaganda Education and Enlightening Movement, General Party, which asks for 'State of lawful and unlawful actions and amount of destruction accomplished', Reactive Parties and other lesser section headlines."
"COMMENT: Subject report form backs up in detail much of the same information desired by communists in a proposed public opinion poll previously reported upon. Cut and out espionage and sabotage is indicated as being the primary activities of the legally-registered SOUTH KOREA LABOR PARTY, the extreme left-wing political party of South Korea. These reports, combined with the information asked for in the public opinion poll, professional agents and normal interrogation of traffic crossing the parallel into
North Korea, would provide an adequate cross-check on South Korean activities for North Korean authorities."

drums past the guard post. The sentry stopped them and took them to a telephone to find out if the Koreans were authorized to have the drums.
While he was telephoning, one of the Koreans started to run away. The guard yelled "halt" three times in Korean and English, before he fired.
Military Police and MG are investigating.

More data on the ULLUNG-DO incident:
An unconfirmed Police Report from ULLUNG-DO (Island 90 miles East of POHANG
(1233 - 1461), relayed to POHANG MG, stated that at 0900, 15 April 1947 an unidentified plane flying in from the North, strafed a fishing boat near the island with MG fire, and then dropped a bomb. The plane then resumed altitude and flew off in a Northerly direction. No casualties. (Reference Par
5d of G-2 Report #550 of 21 April 1947).
TAEGU CIC report of 1 May stated that on 15 April, POHANG police received a cablegram from ULLUNG-DO police which stated: that the incident took place about 60 kilometers from the island, that two planes instead of one were involved, that the planes dropped ten instead of one bomb, and that the people of the island were very much disturbed and afraid to go out in their fishing boats.
On 7 May 47, Lieutenant-Commander McMullen, CO of the Destroyer Escort "Gondreau", reported to the 6th Inf Div G-2 Office that at 0930, 7 May, his ship encountered two U. S. A-26 twin-engined, fighter-bombers about 40 miles North of PUSAN on the East Coast of Korea; the ship was approximately three miles off shore proceeding in a Northerly direction on patrol. While one of the planes acted as over-head cover the other buzzed the ship. The plane came dangerously close to the bridge and any small deviation, such as striking an air pocket, would have crashed the plane into the bridge killing several of the Naval personnel on duty there. The plane that buzzed the ship was number
"168" and had a red tail assembly with a "C" on the tail rudder. Commander
McMullen reported that every-time he patrols along this East coast he is subjected to being buzzed by the same type of U. S. planes.
COMMENT: The "attack" on the fishing boat near ULLUNG-DO was evidently another buzzing incident by those same type of planes. The machine-gun fire and ten bombs are probably the usual Korean exaggerations.
