b. 도별 민간인 소요
전라남도:
(1) 1947년 3월 1일 오전 10시, 제주읍(951-1151)에서 미허가 행진과 약 1,000명의 인원이 참석한 집회가 있었다. 오후 2시 45분, 폭도들은 경찰 건물로 행진하며 경찰을 공격했다. 경찰은 이들을 향해 발포했다. 민간인 4명이 사망했고 숫자 미상의 민간인들이 부상당했다. 이후 부상당한 폭도 중 1명이 사망했다. 경찰 1명은 경상을 입었다. 미국인 사상자는 없었다. 미군은 폭도의 해산을 지원했다. 제주경찰서장은 경무부에 목포(938-1037)에서 100여 명의 응원 경찰을 파견해달라고 요청했다. 1947년 3월 1일 오후 5시, 선편으로 파견됐다. 상황은 조용하지만 긴장감이 흐른다.
(2) 1947년 3월 1일 오후 3시, 남정리(1045-1325)(지도에 없음)에서: 낙안(1034-1321) 지역에서 순천(1048-1327) 방향으로 2,000명의 조선인이 참석한 불법 행진이 있었다. 이들은 남정리에서 경찰에 의해 저지됐다. 경찰은 행진 방향을 되돌리기 위해 참가자들에게 몇 차례 해산을 명령한 후 발포했다. 경찰의 발포로 1명이 중상을 입었다. 이후 추가 사건 없이 행진이 와해됐다.
(3) 영암(969-1308)에서 각각 100~300명으로 이루어진 여러 무리가 경찰 경계선을 뚫으려 했다. 시위자들의 총수는 3,000명으로 추산된다. 당황한 경찰은 이 무리를 향해 발포하여 시위를 해산시켰다. 이 과정에서 시위자 1명이 사망하고 5명이 부상당했다. 경찰 사상자는 없다.

Subversive Activity.
a. Terrorism.
(1) In PARCO-RI (1240 - 1390) at 0400, 2 March 47, a Leftist threw a stick of dynamite at the home of a Rightist. The stick fell short of its target and failed to damage the house.
(2) Extract from KWANGJU District CIC Report #514, 25 Feb 47: "At approximately 2000, 24 Feb 47, an attempt was made to burn the home of a Korean investigator of this office. A bundle of straw which was standing next to the fence was fired and placed beside the woodpile adjacent to the house. It is believed that some gasoline was used to kindle the straw because, as water was thrown on the fire, the flames spread instead of dying out. As the fire burned rocks were also thrown through his window. The arsonist fled and only minor damages resulted. This investigator, whose residence is in YOSU (1075 - 1300), states that of the 11 men on the 'Black List' of the 'Assassination Body' in YOSU his name was one of those listed. This office is investigating."
b. Illegal Activity of a Subversive Nature.
At MMUNTAE (MIYUNDI) (1215 - 1354) on 2 March 47, pamphlets were picked up at the POL Dump and the old Jap airstrip. The pamphlets were signed by "The Students Combination Meeting" and attacked MG and MG's Korean assistants for their attempt to nationalize the schools.
3. Civil Relations.
a. General Conditions.
Extract from CHONJU District CIC Report #460, 25 Feb 47: "MG Education Department reports that schools throughout the province will go on vacation from 25 Feb to 5 March to prevent any possible trouble over the Sam Il period that might be caused by gatherings of students. As the schools go on vacation, there are two schools in CHONGUP (986 - 1401) out on strike, and one school in NALMWON (1038 - 1332) which has been closed because of persistent trouble."
b. Civil Disturbances by Province.
Cholla-South:
(1) In CHEJU City (951 - 1151) at 1000, 1 March 47, there was an unauthorized parade and meeting of about 1,000 people. The mob marched on the police buildings and attacked the police at 1445. The police fired into the mob. Four civilians were killed and an unknown number was injured; one of the wounded rioters died later. One policeman was slightly injured; no American casualties. U.S. troops assisted in dispersing the crowd. The Chief of Police of CHEJU City made a request to National Police Hq for 100 additional

police from MOKPO (938 - 1037), they were dispatched by boat at 1700,
1 March 47. The situation is quiet but tense.
(2) In NANJONG-RI (1045 - 1325) (not on map): At 1500, 1 March 47, an illegal parade of 2,000 Koreans from the NAGAN (1034 - 1321) region marched on SUNCHON (1048 - 1327). They were intercepted by police at NANJONG-RI. The police, attempting to turn the parade back, ordered the marchers to disperse several times and then fired, fatally wounding one man. The parade then disintegrated without further incident.
(3) In YONGAM (369 - 1308) a number of small crowds, (100 to 300 each), attempted to push past police barriers. The total number of demonstrators is estimated at 3,000. The nervous police fired into some of these crowds, dispersed them, killed one demonstrator and wounded five others. No casualties were suffered by the police.
c. Relations with U.S. Forces.
(1) In PUSAN at 0130, 2 March 47, a sentry from Co. "B", 42nd Engr Construction Bn, surprised a Korean stealing DDT. The Korean resisted arrest and was shot and killed by the sentry.
(2) In PUSAN at 1130, 2 March 47, a Korean was caught at the POL Dump walking away with a 5 gallon can of gasoline. The Korean resisted arrest when challenged by a sentry from Co. "B", 2nd Bn and was shot by the sentry. The Korean was taken to the City Hospital under arrest.
