Telecommunications - No violations reported during the period. DECLASSIFIED CONFIDENTIAL Authority NND 745070 CONFIDENTIAL 4. CIVIL RELATIONS. a. Disturbances - Civil disturbances reported during the period are shown on Incl #1. b. Political Parties and Other Organizations. (1) A translation of an undated, secret Communist document, found on the person of PAK, Il Nam, an admitted Communist sympathizer, reveals the Communist program to form a legion of fifth columnists in S. KOREA. Issued by the PUSAN Committee of the Korean Communist Party, the document directs that Party members are to infiltrate into official and municipal positions such as the police, prison guards, and railroad guards, where it will be possible, when directed, to commit subversive acts while under the guise of legal authority. In addition, the siezed document reaffirms the Communist policy that no opposition is to be directed against the U.S. Army Military Government. The political offensive must continue to be launched against the Right Wing with whom, the document states, absolutely no compromise is permissable. (2) Two intercepted letters disclose the branching out of a Leftist and of a Rightist Party. Writing to LYUH, Woon Hyung on 8 June, CHOI, Yung Lai speaks of the formation of a branch of the People' Party at YOJU (1060-1610). He requests five hundred copies of the Party doctrine and five hundred application forms. The second letter is written on 8 June by LEE, Sawn Il from YESAN (980-1530) to PAIK, Nam Hong of the CHOSUN Democratic Party, in SEOUL. LEE states: "We are organizing a branch of the Korean Revolutionary Party (A Rightist Party) here in YESAN. I do not think any other party ever organized a district party such as we will have". c. Korean Press (1) For the purpose of showing matters of current public interest in KOREA, translations have been made of the headlines of the leading articles of all major newspapers in SEOUL and of the text of the articles considered to be of particular interest. See Incl #2. (2) Digests of the 16 and 17 June editions of the leading SEOUL newspapers have been made by the Public Relations Office, this Headquarters. The "Korean Press Summaries" are attached hereto. 5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS. a. The total volume of mail, coming into the American zone from the Soviet zone of occupation, shows a continuing precipitous downward trend. The latest reception of N. Korean mail (11 June 46) consisted of approximately 5,500 pieces which is only 50% of last week's exchange and about 25% of the average for exchanges previous to the adjournment of the Joint Commission. (For previous comments on the exchange of mail, refer to G-2 Periodic Report #246, dated 6 June 46). A new censorship stamp impression appeared on letters in this exchange with Russian authorities, in addition to the one mentioned before. Unlike the previously mentioned stamps which used Chinese characters, the new stamps have the word "Examined" written in Korean letters and are numbered. The numbers on the new stamps do not run consecutively but are scattered between number 13 and 1113. About eleven differently numbered stamp impressions appeared on the letters in this latest exchange. As reported previously, derogatory remarks relating to the administration in N. KOREA were noticeably lacking. In fact, very few letters made any mention at all of politics or general conditions there. Every piece of mail bore evidence of censorship. DECLASSIFIED Authority NND 74570 2 CONFIDENTIAL CONFIDENTIAL 6. MISCELLANEOUS. a. The CIC reports that students of the Fisheries College in PUSAN went on strike on 12 June 46 to protest the discharge of five of the eight professors and also the plan of MG to include the Fisheries College as a part of the PUSAN University. The unification of the two institutions has been proposed by MG and leading Koreans, but the students desire to keep the College as a separate institution. b. KIM, Hak In, #690 JOO ARN St., INCH'ON was arrested for having in his possession one Jap signal pistol and 33 rounds of ammunition. c. In PUSAN on 16 June, the Captain and one crew member of the Baltic Coaster U.S.S. WHIDDEN died from drinking whiskey containing methyl alcohol. The 6th Div. Provost Marshal is conducting an investigation to determine the source of the liquor. d. Through the 7th Div., Military Government reports 16 deaths from cholera in the southern part of UTCHIN (1230-1570) GUN. Infected areas have been quarantined and UTCHIN GUN isolated by traffic control measures. e. The 6th Div. reports that five doctors and five medical students with 251,650 units of cholera vaccine arrived at CHONJU (1015-1432) on 15 June. The 44th MG Co. is spraying CHONGUP (986-1401) with DDT, and the 184th Malaria Control Unit has started spraying KUNSAN (972-1450). Two insect control teams, organized from the Korean Constabulary, are spraying CHONJU. Two other Constabulary teams are working in the rural areas. f. In MOKPO on 16 June, it was discovered that 9 cases of cholera admitted to the hospital had been inoculated from one to ten days previously. g. Status of the cholera epidemic in S.
